After more than four months of operating the two-tiered local government system, wards and communes in the province have quickly adapted to the new working methods and proactively overcome difficulties, striving to successfully achieve the socio-economic development goals and tasks for 2025.

Dong Quang Ward ranks 6th out of 166 wards and communes in terms of population and 3rd out of 19 wards in terms of area in the entire province. Although it is an urban ward, it originated as a rural area comprising 6 communes from the former Dong Son district. Like many other localities, after its establishment, the ward faced numerous difficulties regarding workspace; limited professional capacity of some officials and civil servants; and a large workload resulting in many tasks not being processed in a timely manner.

To achieve the set goals and tasks, the Party Committee, People's Council, and People's Committee of Dong Quang ward have focused on leading, directing, and implementing decisively and synchronously the tasks and solutions to promote socio-economic development. Immediately after the first Party Congress of Dong Quang ward, term 2025-2030, the Party Committee led the People's Committee of the ward to develop a plan for implementing tasks in the last six months of 2025. In the third quarter, the ward's budget revenue reached over 570 billion VND, and the cumulative revenue for the first nine months of 2025 reached over 1,000 billion VND, achieving 140% of the provincial budget allocation. Since the operation of the new administrative apparatus, the ward has developed a plan to handle projects taken over from the former Thanh Hoa City and urged contractors to accelerate the construction progress of the projects. To boost economic development, the ward has successfully encouraged the establishment of 30 new businesses, bringing the total number of businesses established in the first nine months to 112, achieving 86% of the provincial target. Implementing a breakthrough in digital transformation, the ward has worked with three network operators – VNPT, Viettel, and Mobifone – to provide 4G mobile coverage to 100% of residential areas, agencies, and units in the area; fiber optic internet coverage to 90% of households; and 100% of incoming and outgoing documents are processed by officials and civil servants through the system. These achievements are an important foundation for Dong Quang to strive for the successful implementation of key goals in the remaining months of the year.

Building on the tradition of unity, the spirit of innovation, and the determination to overcome difficulties, after its establishment, the Party Committee, government, and people of Dong Son ward have strived to overcome challenges to fulfill their tasks. Currently, the ward has 7 markets (1 wholesale market in the West, 6 traditional markets) and convenience stores such as VinMart, as well as a system of traditional businesses. Therefore, Dong Son focuses on developing trade and services in a modern direction to promote rapid and sustainable economic development. Alongside this, the ward is focusing on developing high-tech agriculture on 25 hectares to create a breakthrough in productivity and quality of agricultural products.

To attract resources for development, Dong Son ward has focused on promoting administrative procedure reforms, creating a favorable environment to attract investment and actively supporting businesses. Along with economic development, the progressive transformation of culture and society has also significantly contributed to brightening the ward's appearance. Since the beginning of the year, 10 near-poor households in the ward have received support to replace dilapidated and temporary houses, including 9 households building new houses (80 million VND/house) and 1 household renovating (50 million VND/house). Inspection, complaint resolution, and citizen reception have been carried out seriously and in accordance with regulations. Since the establishment of the two-tiered local government system, the Ward Party Secretary has received citizens twice, the Ward People's Committee leaders have held 14 scheduled meetings, and officials have regularly received 211 citizens, with no large-scale incidents occurring. By the end of October, out of the 32 targets set for 2025, Dong Son ward had exceeded the plan for 2 targets and completed 13 targets; the remaining targets are being strived to be achieved or exceeded compared to the assigned targets.

Through investigations by reporters and inspections by provincial leaders in wards and communes, many difficulties and obstacles in the operation of the two-tiered local government have been identified, such as: The capacity of some officials and civil servants does not meet the requirements when many complex tasks currently under the district level are transferred to the commune level; the simultaneous use of 3 or 4 offices currently creates difficulties in implementing work; information technology infrastructure is also a bottleneck as it is not yet synchronized in many places...

Recognizing the practical demands, the Provincial People's Committee issued a decision to transfer 160 civil servants from the lowland and urban areas to work in communes that were short of staff, helping to overcome the shortage of officials and civil servants and meet the operational requirements of the new commune-level governments. The Provincial People's Committee also allocated funds from the provincial budget to invest in information technology infrastructure, renovate and upgrade facilities for wards and communes; review and adjust the budget allocation plan according to the new organizational model, ensuring stable funding for the regular operation of communes and wards. Closely addressing the difficulties and obstacles that arose, the Departments of Internal Affairs, Science and Technology, Justice, Industry and Trade, Finance, Agriculture and Environment, Education and Training, and the Provincial Public Administration Service Center have intensified training for officials and civil servants of 166 communes and wards.

With the close and timely guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, along with the efforts of wards, communes, the business community, and all sectors of the population, Thanh Hoa has successfully achieved its socio-economic development goals in the first nine months of 2025. Notable achievements include an estimated GRDP growth of 8.19% compared to the same period last year; estimated state budget revenue reaching 44,067 billion VND, exceeding the target set by the Central Government and ranking 9th nationwide; and public investment disbursement reaching 7,950 billion VND, higher than the national average. The quality of cultural and social activities continues to improve; social security policies are fully and promptly implemented; and the campaign to eliminate temporary and dilapidated houses is completed on schedule. Political security and social order in the province continue to be maintained. This result serves as an important foundation for Thanh Hoa to continue striving to successfully achieve its socio-economic development targets in the remaining months of 2025.
