Dong Quang Ward has the 6th largest population among 166 wards and communes; the 3rd largest area among 19 wards in the province. This is an urban ward but its starting point is a rural area with 6 communes belonging to the old Dong Son district. Like many other localities, after its establishment, the ward encountered many difficulties in terms of workplace; the professional capacity of a number of cadres and civil servants is limited; the workload is large so many tasks cannot be handled promptly...
To complete the set goals and tasks, the Party Committee, People's Council and People's Committee of the ward have focused on leading, directing and implementing drastically and synchronously the tasks and solutions to promote socio-economic development. Immediately after the 1st Dong Quang Ward Party Congress, term 2025-2030, the Party Committee led the Ward People's Committee to develop a plan to implement the tasks for the last 6 months of 2025. In the third quarter, the ward's budget revenue reached more than 570 billion VND, the accumulated revenue in the first 9 months of 2025 reached more than 1,000 billion VND, reaching 140% of the provincial estimate. Since operating the new apparatus, the ward has developed a plan to handle projects received from Thanh Hoa City (old) and urged contractors to speed up the construction progress of the projects. To promote economic development, the ward has mobilized the establishment of 30 enterprises, bringing the total number of enterprises established in 9 months to 112, reaching 86% of the plan assigned by the province. Implementing a breakthrough in digital transformation, the ward has worked with 3 network operators VNPT, Viettel, Mobifone to cover 4G mobile signal to 100% of residential groups, agencies, and units in the area; fiber optic internet system covers 90% of households; 100% of outgoing and incoming documents are processed by officials and civil servants on the system... The results achieved are an important foundation for Dong Quang to strive to successfully achieve important goals in the last months of the year.
Promoting the tradition of solidarity, the will to innovate and the spirit of overcoming difficulties, after the new establishment, the Party Committee, the government and the people of Dong Son ward have made efforts to overcome difficulties to complete the task. In the ward, there are currently 7 markets (1 Western wholesale market, 6 traditional markets) and convenience stores such as VinMart, a system of traditional stores, so Dong Son focuses on developing trade - services in a modern direction to promote rapid and sustainable economic development. Along with that, the ward focuses on developing high-tech agriculture on 25 hectares to create a breakthrough in productivity and quality of agricultural products.
To attract resources for development, Dong Son ward has focused on promoting administrative procedure reform, creating a favorable environment to attract investment and actively supporting businesses. Along with economic sectors, the progressive changes in culture and society have also contributed significantly to brightening the appearance of the ward. Since the beginning of the year, 10 near-poor households in the ward have received support to remove dilapidated and temporary houses, of which 9 households have built new houses (80 million VND/house), 1 household has renovated (50 million VND/house). The work of inspection, handling complaints and denunciations, and receiving citizens has been carried out seriously and in accordance with regulations. Since the operation of the two-level local government, the ward Party Secretary has received 2 rounds of citizens, the ward People's Committee leaders have received 14 scheduled sessions, and officials have regularly received 211 rounds of citizens, with no incidents involving large crowds. By the end of October, out of 32 targets set for 2025, Dong Son ward had 2 targets exceeding the plan, 13 targets completing the plan; the remaining targets strived to achieve and exceed the assigned targets.
Through the investigation of reporters and inspections by provincial leaders at wards and communes, many difficulties and problems in operating the two-level local government have been pointed out, such as: The capacity of a number of cadres and civil servants has not met the requirements when many complicated tasks from the district level have been transferred to the commune level; the current use of 3 or 4 offices at the same time causes difficulties in implementing work; information technology infrastructure is also a bottleneck when many places are not synchronized...
Recognizing the practical requirements, the Provincial People's Committee issued a decision to mobilize 160 civil servants from the delta and urban areas to work in communes with shortages, helping to overcome the shortage of cadres and civil servants and meet the operational requirements of the new commune-level government. The Provincial People's Committee also allocated funds from the provincial budget to invest in information technology infrastructure, renovate and upgrade facilities for wards and communes; review and adjust the budget allocation plan according to the new organizational model, ensuring regular expenditure sources for stable operation of communes and wards. Closely following the difficulties and problems that have arisen, the Departments of Home Affairs, Science and Technology, Justice, Industry and Trade, Finance, Agriculture and Environment, Education and Training, and the Provincial Public Administration Service Center have increased training for cadres and civil servants of 166 communes and wards.
With the close and timely direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the efforts to overcome difficulties of wards, communes, business communities and people of all walks of life, Thanh Hoa has successfully implemented its socio-economic development goals in the first 9 months of 2025. Notably, GRDP is estimated to increase by 8.19% over the same period; State budget revenue is estimated at 44,067 billion VND, exceeding the progress compared to the Central estimate, ranking 9th in the country; disbursement of public investment capital reached 7,950 billion VND, higher than the national average. The quality of cultural and social activities continues to be improved; social security policies are fully and promptly implemented; The campaign to eliminate temporary and dilapidated houses is completed on schedule. Political security and social order and safety in the area continue to be maintained. This result is an important foundation for Thanh Hoa to continue striving to successfully achieve socio-economic development targets in the last months of 2025.
