
In accordance with Decision No. 1190 dated August 5, 2020, of the Prime Minister approving the Program to Assist People with Disabilities for the period 2021-2030, the Provincial People's Committee issued Plan No. 179 dated September 11, 2020, to implement the program in the province. Based on this, Party committees and authorities at all levels in the province have paid close attention to leadership and guidance, mobilizing the entire political system to care for people with disabilities.
Empowering Integration
Ms. Vu Thi Quyen, Vice President of the Provincial Red Cross Society, stated: After the merger of the Provincial Association for the Protection of People with Disabilities and Children's Rights into the Provincial Red Cross Society according to Decision No. 316 dated February 8, 2025, of the Provincial People's Committee, the society has proactively coordinated with departments and agencies to advise and propose many documents and plans to guide the organization of activities and solutions to improve the lives and ensure the rights and opportunities for integration of people with disabilities. At the same time, it has effectively implemented humanitarian programs and projects, livelihood support, and rehabilitation for people with disabilities in the province.
Accordingly, the dissemination of information has been implemented in a more in-depth manner, creating a clear shift in the awareness and actions of society towards people with disabilities. During the period 2019-2025, relevant levels and sectors in the province organized numerous communication sessions on people with disabilities; distributed over 1,000 leaflets, displayed 32 banners/slogans, and coordinated the publication of many news articles on the public address system… Instead of one-way communication, functional agencies have focused on integrating communication and dialogue to create two-way interaction, helping people with disabilities not only to be listened to but also to have the opportunity to express their thoughts, aspirations, and share the difficulties and obstacles in their lives…

The implementation of policies and regulations for people with disabilities has been fully and promptly carried out by all levels and sectors. Currently, 100% of eligible people with disabilities have been issued health insurance cards; they are given priority in medical examinations, treatment, and access to healthcare services… Mr. Chu Manh Dung, Vice Chairman of the People's Committee of Loi Bac commune, said: The entire commune currently has nearly 160 people with disabilities. Every year, the commune reviews and updates the list fully, ensuring that 100% of eligible people with disabilities are issued health insurance cards and receive social assistance benefits as prescribed. From 2025 to the present, the commune has coordinated the donation of more than 300 gifts to people with disabilities worth nearly 150 million VND, and paid social assistance to 100% of people with disabilities in the area with a total amount of more than 1.5 billion VND…
In addition, the Provincial Red Cross Society regularly coordinates surveys, monitors the situation, and mobilizes social resources to provide timely support for people with disabilities. From 2022 to the present, the society has coordinated the donation of gifts and support to people with disabilities with a total value of over 13 billion VND. Healthcare for people with disabilities is given special attention. In the last three years, on average, nearly 400 people with disabilities have received health check-ups, screenings, and rehabilitation; over 100 have received rehabilitation treatment; nearly 400 disabled students have received scholarships and learning equipment; 40 people with disabilities have received wheelchairs and mobility aids; and 3 households of people with disabilities have received support for house construction. The total value of gifts and activities is nearly 3 billion VND.
Mr. Hoang Van Van (Quang Lien 3 block, Luong Van Tri ward) shared: "My family has an eldest daughter who is blind in both eyes, and a third son who has a visual impairment in one eye, but they still strived to overcome difficulties, passed the entrance exam to Hanoi University of Technology, and are currently working in Hanoi. In 2023, the family received 180 million VND in support from the government to build a new house, so all family members can work and develop their economy with peace of mind. By the end of 2025, my family will have escaped near-poverty, and our lives will gradually become stable."
Recognizing that livelihood support, vocational training, and job creation are key solutions to help people with disabilities confidently integrate into society, the Provincial Red Cross Society has actively implemented many practical programs. Over the past three years, the society has donated nearly 50 computer sets to people with disabilities; supported more than 30 people with disabilities aged 15-35 to study at universities, colleges, vocational schools, or online at home; and provided livelihood support to 5 households of people with disabilities with a total value of 100 million VND…
In addition, many other support activities are implemented, such as providing essential supplies; improving living conditions; organizing social activities and creating an environment for people with disabilities to confidently integrate into the community…
The will to succeed
With the attention of all levels and sectors and the joint efforts of the whole society, the work of assisting people with disabilities in the province is becoming increasingly in-depth. This has made a significant contribution to instilling confidence and strength in people with disabilities, enabling them to overcome challenges, affirm their self-worth, and integrate into the community.
Mr. Luc Van Thanh (born in 1967, Kim Choi village, Huu Lung commune) shared: "Even though my eyes can no longer see the light, I always tell myself to strive to improve. In 2018, when I started building my chicken farming model, I received support from the government to build chicken coops and buy chicken feed. With that initial support, my wife and I persevered, maintaining two batches of chickens each year, with about 4,000 chickens per batch. After deducting investment costs, my family earns a profit of about 250 million VND per year. By 2025, I will continue to be given the opportunity to borrow 100 million VND from the Huu Lung branch of the Social Policy Bank to cultivate seedlings."
Mr. Thanh is not alone; in recent years, more and more people with disabilities in the province have proactively strived to become successful entrepreneurs. From 2021 to the present, the Provincial Red Cross Society has organized two conferences to honor and commend outstanding people with disabilities in economic development. Each person has a different background and approach, but they all share one thing in common: they do not succumb to their fate.
Beyond simply overcoming difficulties to stabilize their lives, many people with disabilities have become "inspirers," quietly spreading a spirit of resilience to the community through their own life stories.
Mr. Ly Van Quang (born in 1991, Binh Gia commune) is one such example. Mr. Quang said: "When I was young, I went to school like my friends, but in the 9th grade, my osteogenesis imperfecta worsened, making it impossible for me to walk. At that time, I thought, since I still have my healthy hands, I still have a chance to work. I must learn a trade to support myself and help my family."
In 2016, he became involved in tailoring religious costumes, a job that demands meticulousness, perseverance, and cultural understanding. In the beginning, he taught himself online, learning how to draw, cut, and embroider each small detail, and sought out local Taoist and Then masters to learn more about the meaning of patterns and how to arrange them on the costumes. For him, each product is not just a ceremonial outfit, but also a heartfelt expression of his dedication and a way of preserving fading traditional values.
Starting with small orders from acquaintances and friends, he gradually became more confident in posting his products on social media to introduce them and gained popularity among many customers. This work helped him earn extra income to pay for medicine, ease the burden on his family, but most importantly, it made him feel useful, more confident, and less ashamed of his circumstances.
It is Quang's perseverance, his spirit of overcoming difficulties, and the way he quietly spreads positive energy that has become a source of inspiration, giving confidence to many people, especially those in similar circumstances, to boldly strive for a better life.
People with disabilities like Mr. Thanh and Mr. Quang are vivid examples of overcoming adversity. They not only rise above their circumstances to live meaningful lives but also contribute to spreading positive values in the community, reinforcing the belief that with willpower and the support of society, all obstacles can be overcome.
