
Maintain stability
In late September 2025, Typhoon No. 11 made landfall with great intensity, causing prolonged heavy rain across the province. Within a short time, floodwaters rose, inundating many residential areas and schools. At that time, 52 educational institutions were directly affected, with many classrooms severely damaged, teaching equipment and student supplies swept away or covered in mud; some schools had collapsed fences and equipment submerged in water...
During those difficult days, the spirit of overcoming the flood to save the school was once again demonstrated by the teachers and the community. At That Khe Secondary School, as soon as the water receded, staff, teachers, parents, and the military forces carried out a thorough cleaning, rearranging desks and chairs, wiping down classrooms, and checking the electrical system and teaching equipment. Within just two days, the school was back to normal, and students returned to school in full force. Mr. Nguyen Van Trong, the school principal, emphasized: "With the collective spirit of overcoming difficulties, the school staff, and the timely support and cooperation of parents and the armed forces, the school quickly overcame the consequences of the storm and flood, ensuring the continuation of the teaching program."
At other flooded schools, when the water receded, hundreds of officials, teachers, parents, youth union members, and soldiers tirelessly waded through mud to clean each classroom, wash each desk, and replace damaged doors. In some classrooms, teachers had to temporarily move students to the village cultural center to ensure that learning was not interrupted. It was these actions that created immense strength, enabling schools throughout the province to resume normal operations within just a few days after the flood, helping students quickly stabilize their learning routines and mental well-being.
Also in 2025, a two-tiered local government model was implemented. This is an important and necessary step, but it creates many changes for local education. The Department of Education and Training proactively developed a plan and coordinated with authorities at all levels to review the entire school network, merging 12 small schools to ensure appropriate scale in relation to population and student distribution. The deployment and arrangement of teachers according to new job positions were carried out openly and transparently. Issues previously under the authority of the district level were partially decentralized to the People's Committees of communes and wards, helping to resolve many difficulties in daily management.
With unified direction from the Department, educational institutions in the area quickly adapted to the new management model and proactively implemented the tasks for the school year. At Tam Thanh Secondary School (Tam Thanh Ward), Mr. Dang Tuan Cuong, the school principal, said: "Immediately upon receiving direct management from the Ward People's Committee under the new model, the school conducted a comprehensive review of its facilities and staff and submitted a proposal for timely supplementation. At the same time, we developed a plan to promote digital transformation, strengthen data linkage with the Department of Education and Training; striving to have about 40% of lessons conducted in a digital environment and gradually introduce E-learning into teaching to improve the efficiency of management and teaching."
Furthermore, the education sector strengthened coordination with the Department of Internal Affairs to ensure timely teacher transfers, preventing any shortage of teachers after the start of the school year. This high level of proactiveness helped the 2025-2026 school year start smoothly, with opening ceremonies taking place simultaneously at 100% of educational institutions in a solemn atmosphere and with the joyful enthusiasm of teachers and students throughout the province. The resilience in overcoming challenges and effectively adapting to new conditions demonstrates the internal strength of an education system undergoing a strong transformation.
In addition to addressing the damage, the education sector has implemented numerous measures to care for the mental health of students in areas affected by storms and floods. Psychological counseling activities have been intensified, and support with learning materials has been provided promptly, helping students overcome difficulties and maintain their motivation to learn.
Innovation and development
While overcoming natural disasters and adapting to new management models, the province's education sector remains steadfast on the path of innovation, modernization, and comprehensive improvement of training quality. School facilities are being gradually invested in a synchronized manner, meeting the requirements of the reformed general education curriculum. Given the unique conditions of the mountainous border region, the province prioritizes the development of ethnic boarding and semi-boarding schools to ensure learning conditions for students in remote areas. The plan to build 11 multi-level ethnic boarding schools in border communes has been launched, marking a strategic step in creating a better learning environment for children of ethnic minorities.
Mr. Hoang Quoc Tuan, Director of the Department of Education and Training, stated: "In the context of simultaneously addressing the consequences of natural disasters and adjusting the management model, we are focusing on two key tasks: maintaining stability in teaching and learning and creating a foundation for long-term innovation. Reviewing the entire school network, clearly defining management levels, and strengthening the application of digital technology in administration have helped the system operate smoothly from the beginning of the school year. Simultaneously, we prioritize investment in education in ethnic minority areas, developing boarding and semi-boarding school systems, and assigning staff appropriately to the cultural characteristics of each locality, so that all students have access to better learning conditions."
Based on this foundation, digital transformation in education is taking place vigorously in various aspects. The industry's database system has been standardized, and school management software has been implemented uniformly, making administration transparent and scientific . Modern teaching equipment such as interactive whiteboards, projectors, and computer labs have been equipped in every school, creating conditions for teachers to innovate teaching methods. Thanks to this well-directed investment, 99.9% of primary school students in the province have studied Informatics and English in the main curriculum, keeping pace with the new requirements of national education. In particular, STEM education is being implemented flexibly at all levels, expanding to preschool. More than 24,000 STEM lessons in the 2024-2025 school year will provide new learning opportunities for young children, helping them become familiar with scientific thinking, explore the world, and enhance their ability to apply knowledge to life.
The educational environment and school culture are also being developed with a focus on humanistic and modern values. The "Happy School" movement has spread to 100% of educational institutions, placing safety, respect, and understanding at the center. Many innovative models such as open libraries, outdoor experiential learning classes, and hobby clubs have been implemented to help students develop comprehensively in terms of character and abilities. Administrators and teachers receive regular training in professional skills, expertise, and pedagogical problem-solving, meeting the requirements of the 2018 general education curriculum reform. By the end of the school year, the percentage of teachers meeting the required training standards increased to 96.44%.
The year 2025 has concluded with significant challenges for the education sector. The province currently has 647 schools, and the achievements made provide a solid foundation for the entire sector to confidently move into 2026 with a stronger commitment to innovation, further improving the overall quality of education, and successfully achieving all set goals.
