Vinh An Commune removes bottlenecks in land violations

Hundreds of land violations that have been lingering for many years are becoming a major bottleneck in management in Vinh An commune, Phu Tho province. After the merger, the locality faces a lot of pressure when it has to both resolve old problems and prevent new ones from arising. In that context, the commune government is making efforts to synchronously deploy many measures to restore order, aiming at the goal of no longer having hot spots regarding land.

Many violations, difficult to handle

After its establishment (from 3 communes Chan Hung, Yen Binh, Kim Xa of Vinh Tuong district, former Vinh Phuc province), Vinh An commune faced a complicated situation of land violations. The whole commune currently has 231 cases of violations, of which 147 cases have been pending for many years, 71 cases are in the process of reviewing the issuance of land use right certificates and 13 new cases have arisen. Most of the violations are related to the unauthorized change of land use purpose, encroachment on public land and illegal construction on agricultural land.

Mr. Luong Anh Tai, Head of the Economic Department of Vinh An Commune, said that one of the main reasons for the difficulty in handling the case is the complicated history of land management, especially in residential areas formed before the merger. “There are cases where people bought, sold, and transferred land with handwritten papers from decades ago, the boundaries are unclear, and the land records have not been updated in time, so when violations are discovered, it is very difficult to determine specific responsibilities. Although the commune officials are trying very hard, their human resources are thin and the workload is too large.”

In addition, many households are still not fully aware of the provisions of the land law, while the enforcement and demolition of illegal constructions easily give rise to complaints. The commune authorities said that many cases have dragged on for many years because people do not cooperate or deliberately delay, causing great pressure on the grassroots apparatus.

Most of the cases of land law violations in Vinh An commune occurred before the merger.

In many cases, the commune has issued a decision to handle the case, but the lack of enforcement force and funding for organization has led to slow implementation. The longer it lasts, the more deeply the violations become entrenched, creating a mentality of comparison between households, reducing the effectiveness of state management at the grassroots level.

Clearly, Vinh An is facing a difficult problem after the merger: It must both completely resolve the old backlog and prevent new violations from arising. If not handled resolutely, this “management scar” will continue to last, affecting the local development planning in the future.

There are no forbidden zones in handling violations.

In that situation, the People's Committee of Vinh An commune issued Plan No. 93 dated September 19, 2025 to strengthen the prevention, detection and handling of violations in the fields of land, construction order, traffic, irrigation, and dykes. According to the plan, the locality aims to completely handle 100% of newly arising violations and at least 13 remaining cases before the end of 2025, striving for all villages in the area to meet the criteria of "Residential areas without land violations".

Mr. Do Xuan Cuong, Vice Chairman of Vinh An Commune People's Committee affirmed: "We consider the complete handling of land violations as one of the key tasks of 2025. The commune government has established a Steering Committee, regular inspection teams and rapid response teams to promptly detect, prevent and handle violations as soon as they arise. Village officials, commune police and organizations are all assigned specific responsibilities. If new violations arise, the head must take responsibility."

Along with administrative measures, Vinh An commune focuses on propaganda and mobilizing people to participate in the movement "Residential areas without land violations", publicizing the list of households that intentionally violate and praising villages and households that comply well. "The goal is not only to finish handling but also to create sustainable changes in people's awareness. When each person understands that preserving land, not encroaching, not building illegally is also protecting their own interests, then order will truly be established," Mr. Cuong emphasized.

With a determined and synchronous spirit and the participation of the entire political system, Vinh An commune is gradually moving closer to the goal of becoming a locality with no more hot spots for land violations, contributing to building a civilized, disciplined and sustainable living environment.
