Numerous violations, difficult to handle.
After its establishment (from the three communes of Chấn Hưng, Yên Bình, and Kim Xá in the former Vĩnh Tường district of Vĩnh Phúc province), Vĩnh An commune faced a complex situation of land violations. Currently, the commune has 231 cases of violations, including 147 cases that have been pending for many years, 71 cases under review for land use right certificates, and 13 newly arising cases. Most violations involve unauthorized changes in land use, encroachment on public land, and the construction of unauthorized structures on agricultural land.
Mr. Luong Anh Tai, Head of the Economic Department of Vinh An Commune, said that one of the main reasons for the difficulties in handling the issue is the complex history of land management, especially in residential areas formed before the merger. “There are cases where people bought, sold, or transferred land using handwritten documents from decades ago, with unclear boundaries and outdated land records. Therefore, when violations are discovered, it is very difficult to determine specific responsibility. Although commune officials are making great efforts, the workforce is limited and the workload is too great.”
Furthermore, many households are still not fully aware of land law regulations, while the enforcement and demolition of illegal constructions easily lead to complaints. The commune authorities stated that many cases have dragged on for years due to people's lack of cooperation or deliberate procrastination, putting significant pressure on the local administration.

In many cases, the commune has issued decisions to handle violations, but lacks enforcement personnel and funding, leading to delays in implementation. The longer this drags on, the more deeply entrenched the violations become, creating resentment among households and reducing the effectiveness of state management at the grassroots level.
Clearly, Vinh An is facing a difficult challenge after the merger: it must both resolve outstanding old issues and prevent new violations from arising. If not dealt with decisively, this "management scar" will continue to linger, affecting the local development plan in the future.
There are no forbidden areas in dealing with violations.
In response to this situation, the People's Committee of Vinh An commune issued Plan No. 93 dated September 19, 2025, to strengthen the prevention, detection, and handling of violations in the fields of land, construction order, traffic, irrigation, and dike management. According to the plan, the locality aims to completely resolve 100% of newly arising violations and at least 13 outstanding cases before the end of 2025, striving for all villages in the commune to meet the criteria of "Residential area free from land violations".
Mr. Do Xuan Cuong, Vice Chairman of the People's Committee of Vinh An commune, affirmed: "We consider the complete resolution of land violations as one of the key tasks for 2025. The commune government has established a Steering Committee, regular inspection teams, and a rapid response team to promptly detect, prevent, and handle violations as soon as they arise. Village officials, commune police, and mass organizations are all assigned specific responsibilities. If new violations occur, the head of the organization will be held accountable."
Along with administrative measures, Vinh An commune focuses on disseminating information and mobilizing people to participate in the "Residential Area Free from Land Violations" movement, publicly disclosing the list of households that intentionally violate the regulations and commending villages and households that comply well. "The goal is not just to resolve the issue, but to create a sustainable change in people's awareness. When each citizen understands that preserving land, not encroaching on it, and not building illegally is also protecting their own interests, then order will truly be established," Mr. Cuong emphasized.
With a decisive and coordinated approach, and the involvement of the entire political system, Vinh An commune is gradually moving closer to its goal of becoming a locality free from land-related violations, contributing to building a civilized, disciplined, and sustainable living environment.
