"Launchpad" for two centenary goals
Presenting the report on the documents submitted to the Congress, General Secretary To Lam affirmed that the 14th National Congress is a milestone opening a new path of national development in a new context, situation, and with new goals. Highlighting the focus and new points of the documents submitted to the Congress, the General Secretary emphasized that the 13th National Congress took place under special conditions, with many intertwined difficulties and overlapping challenges, but achieved many very important, comprehensive, and breakthrough results, with many outstanding highlights, and basically completed the main objectives set forth.

"Many groundbreaking strategic decisions have been implemented decisively. In particular, the revolution in reforming, reorganizing, and streamlining the organizational structure and administrative units has achieved strategic goals, marking an important shift in national governance thinking, opening up new development opportunities for the long-term future of the country," the General Secretary stated, affirming that the comprehensive results of the 13th National Congress term continue to affirm the leadership role and prestige of the Party.

The people's trust in the Party, the State, and the regime is increasingly strengthened, creating an important foundation for the country to enter a new stage of development with new momentum, new determination, and new aspirations.
In particular, General Secretary To Lam emphasized that the 14th National Congress has the historical responsibility of establishing "launching pad" policies to successfully achieve the country's two 100-year strategic goals.
The General Secretary clearly stated the overall goal: maintaining a peaceful and stable environment; achieving rapid and sustainable national development; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation. Successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.
The goal is to achieve an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030; and a GDP per capita of approximately US$8,500 per year by 2030.
Personnel management is "the key of keys".
To realize the aforementioned goals, the General Secretary stated that the Political Report identifies 12 major orientations; 6 key tasks and 3 strategic breakthroughs with 8 core contents, clearly demonstrating the requirement: correct selection - rapid implementation - thorough execution - measurement by results. Accordingly, perfecting the development institutions and the socialist rule of law state, using implementation as the measure. Establishing a new growth model with a knowledge-based economy, digital economy, green economy, and circular economy. Science, technology, innovation, and digital transformation are the central driving forces of development. At the same time, building culture and human resources are the spiritual foundation of society, the endogenous strength, resources, and driving force of the country's development. Maintaining peace for development, and development to strengthen the overall national strength.
Building and strengthening a clean, strong, and comprehensive Party and political system, with personnel work being the "key of keys," is crucial. "Personnel work must truly be the 'key of keys.' Selecting the right people and assigning them the right tasks; evaluating cadres based on their output, effectiveness, and prestige among the people. Implementing the principle of 'in and out,' 'promotion and demotion,' combining strict discipline with effective mechanisms to protect cadres who dare to think, dare to act, and dare to take responsibility for the common good; preventing opportunistic and power-seeking elements from infiltrating the political system," the General Secretary emphasized.
In addition, the General Secretary emphasized that the three strategic breakthroughs identified at the 13th National Congress are significant for the entire 2021-2030 period, but entering the 14th National Congress term, the requirement is to implement them strongly, quickly, and thoroughly, because these are the decisive levers for the country's breakthrough.

Firstly, breakthroughs in institutions and implementation are needed, along with the comprehensive improvement of legislation; enhancement of policy quality; strengthening enforcement discipline; and ensuring that all policies have a roadmap, resources, and mechanisms for monitoring their implementation…
Secondly, a breakthrough in human resources is needed, especially high-quality human resources linked to science, technology, and innovation. This includes fundamental and comprehensive reforms in education and training; linking training with labor market needs; strengthening digital capabilities; and forming a team of skilled managers, experts, entrepreneurs, scientists, and highly qualified technical workers to meet the country's breakthrough development requirements.
Thirdly, regarding breakthroughs in synchronized and modern infrastructure, according to the General Secretary, priority should be given to strategic transportation infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, and especially digital and data infrastructure… "These three breakthroughs are organically related. Institutions pave the way; human resources determine speed and quality; infrastructure creates space and momentum. If we do it synchronously, we will create new momentum and a new advantage; if we do it half-heartedly, we will lose opportunities," the General Secretary pointed out.
The General Secretary emphasized that the overarching idea in the document, and also the source of strength for the Vietnamese revolution, is "the people are the foundation." The people are the center, the subject, the goal, the driving force, and the resource of development. "Every delegate attending the congress, every cadre and party member nationwide, when studying the document, should ask themselves: what benefit does this bring to the people? Does it make the people trust us more? Does it make the people's lives better? Does it make the country richer and stronger? If the answer is not clear, we must continue to refine it, because every decision is only meaningful when it is supported and approved by the people and brings practical benefits to them," the General Secretary affirmed.
Overcoming the "talk a lot, do little" syndrome.
The General Secretary also pointed out that our biggest weakness is that many policies are correct but their implementation has not met expectations. This 14th Party Congress document emphasizes the need for action; highlights the responsibility of each level, each sector, and each official; resolutely overcomes the situation of "talking much but doing little," "saying well but doing poorly," or even "saying one thing and doing another"; lack of inspection and supervision; and setting high goals but implementing them slowly and with low effectiveness.
To translate determination into results, intense focus is needed to concretize the document into programs and plans with clear objectives, measurable targets, deadlines, and specific responsibilities; everyone must be held accountable; avoiding situations where "everyone's responsibility is no one's responsibility" or "responsibility is passed around." Establish mechanisms for regular and ad hoc inspection, supervision, and evaluation; resolutely address stagnation, avoidance, and shirking of responsibility; promptly reward those who perform well; and effectively protect those who dare to think, dare to act, and dare to take responsibility for the common good…
"Implementation must be linked to discipline. Party discipline must come first. The rule of law must be strictly enforced. All power must be controlled. All responsibilities must be clearly defined. All wrongdoings must be dealt with, and all genuine efforts for the people and the country must be recognized and protected," the General Secretary affirmed.
According to the General Secretary, the 14th National Congress is a congress of faith and aspirations, of breakthroughs and action, of discipline and creativity, of unity and development. "Under the glorious banner of the Party, let us unite our efforts, uphold our faith, demonstrate responsibility, unleash our intellect, and ignite our aspirations; so that each year, each month, and each day after the Congress brings concrete results and substantial changes; so that the people see, believe, support, accompany, and benefit," the General Secretary emphasized.
The people place high expectations on the 14th National Congress.
In his opening address at the Congress, President Luong Cuong affirmed that the 14th National Congress is a momentous political event for the country, a historical turning point, leading up to the 100th anniversary of the Party's founding. After 40 years of implementing the reform policy, our country has achieved great, comprehensive, and historically significant achievements, continuously improving the lives and happiness of the people, and enhancing the country's prestige and position in the international arena. However, the country still faces many difficulties, challenges, and limitations, such as growth still below its potential and not truly sustainable; low labor productivity and limited competitiveness of the economy; difficult living conditions for a segment of the population; and complex impacts from climate change, natural disasters, epidemics, and cybersecurity, leading to many consequences. In this context, the people of the whole country are placing high expectations on the correct, strong, groundbreaking, and effective decisions of the Party at the 14th National Congress.
The 14th National Congress therefore has a very great historical mission, not only to set goals and directions for the 2026-2030 term, but also to decide on strategic issues for the future and destiny of the nation for many decades to come, in order to continue to strongly inspire the aspiration for development. The Congress has the task of reviewing the implementation of the Resolution of the 13th National Congress in conjunction with summarizing 40 years of reform; discussing and approving the direction, goals, and key strategic breakthrough tasks for the 2026-2030 period, with a vision to 2045; and conducting a thorough and comprehensive review of the work of building a clean, strong, and comprehensive Party and political system. The election of the 14th Central Committee of the Party must select individuals who are truly exemplary in terms of revolutionary moral qualities, intellect, courage, and leadership capacity, "who must be worthy leaders and truly loyal servants of the people," capable of successfully organizing and implementing the great tasks entrusted by the Party, the State, and the people in the new term.
Strengthening friendly relations and cooperation.
At the opening session, Prime Minister Pham Minh Chinh, on behalf of the Presidium and the entire Congress, delivered a speech expressing appreciation and gratitude for the friendship, cooperation, attention, encouragement, support, and valuable assistance that political parties, organizations, and international friends have given to the Communist Party of Vietnam and our people. The Prime Minister affirmed that the Communist Party of Vietnam will continue to consistently implement its established foreign policy, strengthening friendly relations and cooperation with countries, political parties, organizations, and international friends, contributing to the cause of peace, national independence, democracy, and social progress in the world.
Earlier, Ms. Bui Thi Quynh Van, Deputy Head of the Central Organizing Committee, stated that the 14th National Congress had received congratulatory messages from political parties, organizations, international friends, and overseas Vietnamese, totaling 559 letters and messages. These included 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations, and 306 associations of Vietnamese people abroad.
Effectively carry out the work of Party building and rectification.
In the report reviewing the leadership of the 13th Central Committee of the Party, Standing Committee member Tran Cam Tu stated that the 13th Central Committee, the Politburo, and the Secretariat of the Party Central Committee have always been steadfast, united, and committed to upholding the Party's guidelines and policies, leading the country through all difficulties and challenges, and basically fulfilling the goals and tasks set forth in the Congress Resolution; many of which were completed exceptionally well.
In particular, there has been a strong shift in thinking and action; many major policies and guidelines have been implemented decisively and synchronously. This includes a revolution in streamlining the organizational structure and fundamentally perfecting the overall model of the political system. "For the first time, 100% of provincial Party secretaries, chairmen of provincial People's Committees, and some leadership positions have been filled by individuals who are not from the local area," the Standing Committee of the Party Central Committee reported.
The Politburo also added functions and tasks to the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena, and directed the strengthening of power control and the prevention and combating of corruption and negative phenomena in lawmaking, personnel work, inspection, supervision, auditing, and in investigation, prosecution, trial, and execution of judgments.
The Standing Committee of the Party Central Committee also pointed out existing limitations and shortcomings, such as the leadership and management capacity of some leading and managerial officials, especially those at the top, not being truly commensurate with their responsibilities. "There is still a tendency to shirk responsibility, avoid accountability, be afraid to act, afraid to innovate, and the role of people's supervision has not been effectively utilized," according to the Standing Committee of the Party Central Committee.
Some Central Committee members, including high-ranking and key officials, lack self-cultivation and training, lack steadfastness and unwavering commitment, and lack exemplary conduct in their work and lives; they have deteriorated in political ideology, morality, and lifestyle, violating Party regulations and State laws, causing resentment within the Party and society, and affecting the prestige and fighting capacity of the Party. "The Central Committee, the Politburo, and the Secretariat respectfully request to conduct a serious self-criticism before the Congress, the entire Party, and the entire people regarding the aforementioned shortcomings and weaknesses," the Standing Committee of the Secretariat stated.
Regarding the direction for overcoming limitations and shortcomings, Standing Committee member Tran Cam Tu stated that the Central Committee, the Politburo, and the Secretariat will closely adhere to the orientations and policies for national development in the coming period. They will inherit and build upon past experiences; focusing on leading and directing the effective implementation of Party building and rectification work so that the Party truly "is moral and civilized."
