Immediately after the Politburo 's directive on streamlining the organizational structure, the work was implemented decisively and proactively with the motto "The central government does not wait for the provincial level, the provincial level does not wait for the district level, and the district level does not wait for the grassroots." Ca Mau province implemented the organizational restructuring plan on schedule, ensuring thoroughness, caution, and practicality. With this spirit, the revolution in streamlining the organizational structure is expected to open a new chapter in scientific, rational, and efficient leadership and governance. This is the foundation for ensuring the country's sustainable and comprehensive development, in line with the objective laws of the times.

Following the restructuring and streamlining of the organizational structure, at the provincial level, 10 units were eliminated, including 1 Party Committee directly under the Provincial Party Committee, 6 departments and agencies, and 3 public service units. At the district level, the number of departments and equivalent units decreased by 42. This reduction in the number of units has helped to simplify the organizational structure, reduce overlapping functions and tasks, and improve the efficiency of agencies and units.
Following the restructuring, each agency and unit proactively reviewed and reorganized its structure to reduce internal divisions and developed a roadmap for reducing staffing levels in accordance with regulations. Notably, professional work at these agencies and units continued to operate stably, ensuring timely processing of requests, documents, and procedures for citizens and businesses, without causing disruption or affecting the quality of public services.
Enhance the capacity to meet requirements.
According to a report by the Department of Internal Affairs, during the period 2025-2030, Ca Mau province will have 460 cases of early retirement and resignation under Decree No. 178/2024/ND-CP. Of these, 315 cases are at the provincial level and 145 at the district level. This demonstrates the strong support and consensus of officials and civil servants regarding the Party's policy of streamlining the administrative apparatus, creating favorable conditions for the arrangement and placement of personnel in agencies and units.
Provincial Party Secretary Nguyen Ho Hai requested that the process of reorganizing the administrative apparatus and assigning cadres must be fair and objective, in the spirit of selecting the right people, preventing brain drain, and avoiding complex issues that could cause internal disunity and affect the overall work. Above all, each cadre, civil servant, and public employee must maintain their faith, integrity, and flexibility in adapting themselves, viewing this as an opportunity to renew themselves and improve their capabilities to meet increasingly demanding job requirements.
The restructuring and streamlining of the administrative apparatus inevitably presents difficulties and challenges, especially in ensuring the rights of affected officials and civil servants. However, with the spirit of "accepting sacrifice for the greater good," many officials have voluntarily requested early retirement or resignation, demonstrating their solidarity and high sense of responsibility towards the overall development of the province. Writing a voluntary early retirement application with nearly seven years remaining in his service, Luu Quang Nhut, Head of the Department of Mass Organizations and Associations (Provincial Party Committee's Propaganda and Mass Mobilization Department), confided: "I believe that requesting early retirement is also a responsibility of officials and Party members in the current situation, to give opportunities for development to younger, more capable, and qualified officials who have the conditions to contribute more effectively."
To support this process, Ca Mau province has implemented support policies to ensure the rights of those retiring early or resigning in accordance with Decree No. 178/2024/ND-CP. At the same time, the province also focuses on training and capacity building for the remaining staff to meet job requirements in the new situation.
It is evident that the initial results achieved in streamlining the administrative apparatus have contributed to making the Ca Mau province's administrative system more compact, flexible, and efficient, better meeting the needs of the people and businesses. This is also an important foundation for Ca Mau to continue reorganizing the political system, aiming to build a more streamlined and efficient administrative apparatus that better serves the people.
