Building a model police station at the ward level.

The exemplary model of ward police in terms of security, order, and urban civilization is a major policy of the Ministry of Public Security , aiming to comprehensively improve the quality of all aspects of ward police work and truly create a civilized and safe environment for the people. This initiative has been seriously implemented by the Quang Ninh Provincial Police, making a significant contribution to ensuring security and order at the grassroots level.

As one of the six units in the entire province selected to build a model "Exemplary Ward Police Station in terms of security, order, and urban civilization," the Nam Hoa Ward Police Station (Quang Yen Town) has now completed all 20 criteria and has been recognized as an exemplary unit by the Ministry of Public Security in 2023.

To achieve these results, the Nam Hoa Ward Police regularly coordinate with local authorities to remind, guide, and inspect businesses with security and order requirements, as well as households, agencies, and enterprises at risk of fire and explosion.   In 2023, there were no fires, explosions, or serious traffic accidents in Nam Hoa ward; and no illegal street racing.

The ward police also proactively advised the local government on building advanced models and exemplary practices in a socialized manner, with various forms of self-prevention, self-management, self-protection, and self-mediation. Currently, the following models are operating in the area: "Self-prevention and self-management of security and order," "Neighborhood fire safety groups," "Public fire fighting points," and "Security cameras." Through these models, the strength of the people has been effectively utilized in the nationwide movement for protection.   National security , creating a people's security posture from the grassroots level, with the support of the people in the area.

Crime prevention and control efforts have been strengthened with many rigorous measures; the rate of receiving and classifying crime reports and denunciations has reached 100%. In 2023, there were 6 cases/14 individuals committing crimes against social order in the ward; there were no complex hotspots of criminal activity, drug use, or social vices; there were no violent criminal activities, and no organized crime activities.  

Mr. Nguyen Huu Dan, Party Secretary and Head of Ward 5 (Nam Hoa Ward, Quang Yen Town), said: "For many years, the security situation in Ward 5 has been very well ensured. The ward police officers have a very firm grasp of the local situation, especially in managing, educating , and deterring delinquent youth in the area; at the same time, they closely manage released prisoners and drug addicts, so there are almost no incidents of theft or disruption of public order."

The police of Hong Hai ward (Ha Long City) are carrying out their duties to ensure social order and safety on the day of a major event in the area.

Following the success of the first phase,   The Provincial Police Department advised the Provincial People's Committee to issue a plan directing departments, agencies, and local steering committees to implement the "Grassroots Security" model in conjunction with building "Model Ward Police Stations for Security, Order, and Urban Civilization"; and simultaneously selected 20 model ward police stations in the following localities: Ha Long, Cam Pha, Mong Cai, Uong Bi, Dong Trieu, and Quang Yen.

In addition, the Provincial Police Department issued guidelines for implementing the Ministry of Public Security's set of criteria and regulations on the procedures for considering and recognizing "Model Ward Police Stations for Security, Order, and Urban Civilization." To date, the professional departments have directly inspected, guided, and urged police units and localities to implement 20 criteria within 7 groups of criteria; reviewed and strengthened the personnel and command structure of the 20 model wards; and surveyed, guided, and completed the contents related to the decoration and ceremonial arrangements at the model ward police station headquarters.

To date, the Provincial Police Department has assigned tasks to its operational units to focus on advising and directing the construction of model ward police stations and coordinating with relevant departments, agencies, and local Party committees on this matter. They have also intensified inspection and guidance for the 20 selected ward police stations to ensure they meet the criteria stipulated by the Ministry of Public Security, focusing on criteria related to staffing, headquarters, procurement, equipment provision, ceremonial decoration, suspect management, crime reduction, and urban civility. Simultaneously, they have requested...   The police forces of the six selected localities for building model police wards advised the local Party committees and authorities to direct relevant forces to actively coordinate with the police force to fulfill the criteria as prescribed.

It is one of 20 units in Cam Pha City implementing the construction.   ward police   In 2024, the Cam Binh Ward Police organized a public consultation to evaluate each group of criteria. The unit effectively advised the local Party committee and government on Party building and the construction of a clean, strong, and united political system in the ward, successfully completing all assigned tasks; ensuring political security and social order in the area, contributing to socio-economic development and ensuring a stable and prosperous life for the people.

100% of the police officers of Cam Binh Ward Police Station maintained proper etiquette and conduct befitting a police officer when performing their duties and receiving citizens, upholding administrative discipline and regulations. No police officer received any complaints or criticism from the public regarding their character, moral qualities, lifestyle, or conduct. The ward police also successfully raised funds through social mobilization to renovate the ward headquarters, making it spacious, clean, and beautiful in accordance with regulations; and they coordinated with forces participating in maintaining security and order at the grassroots level to ensure the absolute safety of key economic, cultural, and social targets and projects.

Lieutenant Colonel Pham Van Dung, Deputy Director of the Provincial Police, said: The Provincial Police have requested   The police forces of relevant units and localities must strictly implement the information and reporting regime on the progress of building model police wards in terms of security, order, and urban civilization. The results of implementing this content will be one of the criteria for evaluating and ranking the "For National Security" emulation movement for police forces of units and localities in 2024.
