Bringing the law closer to ethnic minority communities in Quang Ninh is a task that is both urgent and of long-term significance in the process of economic and social development, maintaining security and order, and building national unity.

Major Hoang Truong Son, an officer of the Quang Tan Commune Police, said: “During the propaganda process, we also used the local ethnic languages, which helped people understand the content better, thus bringing positive results. At the same time, we also promoted the role of influential people in the locality in disseminating information in ethnic languages. Thanks to this, legal regulations are no longer dry and difficult to understand, but have become more familiar and accessible to the people.”

The role of respected community leaders is a key factor in bringing legal knowledge to ethnic minority communities in Quang Tan. They not only act as a bridge between the government and the people but also serve as role models for the community to emulate. When these respected individuals understand and abide by the law, they positively influence the awareness and behavior of the community, contributing to the development of a civilized, law-abiding lifestyle and significantly transforming the face of development in Quang Tan commune.

Furthermore, authorities in Quang Ninh are also promoting the application of information technology in disseminating legal information. Through public address systems, social media, and community Zalo groups, legal information is regularly and promptly updated for the public. This approach is appropriate in the current context of digital transformation, helping to expand reach and improve the effectiveness of legal dissemination.

However, to ensure the sustainable effectiveness of bringing legal knowledge closer to ethnic minority communities, several difficulties still need to be addressed. These include a lack of resources and funding for propaganda activities, a small number of officials responsible for disseminating legal information at the grassroots level, and sometimes inappropriate content tailored to the specific characteristics of each area. Furthermore, changing people's perceptions and customs is a long process requiring perseverance and persistence.

Ms. Chìu Tắc Mùn, a resident of Ba Chẽ commune, said: “Many of us are often careless in understanding legal regulations, even ignoring them after receiving information. Therefore, it is essential for officials to remind us more frequently, in a way that is both persistent and effective, so that we can educate our children and relatives not to violate the law.”

In the coming period, Quang Ninh needs to continue innovating the content and form of propaganda in a practical, easy-to-understand, and easy-to-remember direction; strengthen the training and development of grassroots propagandists, especially ethnic minorities, so that they can directly participate in this work; and at the same time, further promote the role of mass organizations, village elders, and community leaders in mobilizing and persuading people to abide by the law.
