Over the years, mass organizations assigned tasks by the Party and State have focused on achieving the dual goals of representing, caring for, and protecting the legitimate rights and interests of their members or the groups they unite, while simultaneously propagating and mobilizing members and the public to implement the Party and State's guidelines and policies in their respective fields of activity. With the specific roles, functions, and tasks of each organization, and closely following the direction of the Provincial Party Committee and the Provincial Party Committee of the Vietnam Fatherland Front, these organizations have leveraged the role of their staff and members, striving proactively, creatively, and flexibly to implement their tasks; effectively carrying out major campaigns and patriotic emulation movements, contributing positively to the province's socio -economic development and strengthening the great national unity.

However, in practice, some associations have similar functions, tasks, target groups, nature, content, and activities, leading to overlap and fragmentation; the internal organizational structure of mass associations assigned by the Party and State is still cumbersome and has many branches; the tasks of some departments overlap, such as the Movement Committee, the Propaganda Committee, the Organization Committee, the Inspection and Supervision Committee, etc.; and 8 out of 13 associations have not yet streamlined their internal organizational structure in accordance with the guidelines of the Standing Committee of the Vietnam Fatherland Front. Furthermore, the associations have not undergone significant innovation in content and methods of operation to meet the requirements of the new period; most associations are not financially self-sufficient and rely heavily on regular state budget support through annual budget estimates.
Based on the Party's major orientations and practical requirements of the past period, the Provincial Party Committee of the Vietnam Fatherland Front has focused on leading and directing the continued restructuring and reorganization of mass organizations assigned by the Party and State (including Party organizations) operating under the Provincial Fatherland Front's agency. This is aimed at reducing the number of organizations, streamlining internal organizational structures, ensuring practical and effective operation, and guaranteeing the comprehensive leadership and guidance role of the Party organization over political and social organizations in accordance with Regulation No. 253-QĐ/TW and Regulation No. 255-QĐ/TW (dated January 24, 2025) of the Secretariat of the Central Committee.
The plan for restructuring and streamlining mass organizations, assigned by the Party and State, has been urgently developed in a democratic and objective spirit, with the goal of reducing the number of organizational units and streamlining the internal apparatus to align with the two-tiered model of local Party and government organizations. This aims to improve the quality and effectiveness of these organizations; strengthen the connection between the Party, the State, and the people; promote the responsibility of these organizations in building national unity; and contribute to achieving the goal of rapid and sustainable national development in the new era. After restructuring, the organizations must be "lean, efficient, and strong," ensuring better fulfillment of their assigned functions and tasks.

Comrade Nguyen Vu Thu Hoa, Vice Chairman of the Provincial Fatherland Front Committee and Chairman of the Provincial Association of Women's Unions, stated: The streamlining of mass organizations assigned tasks by the Party and State in the province is a necessary requirement with sufficient political, legal, and practical basis for implementation. The plan is built on several basic principles: ensuring the leadership of the Provincial Party Committee, directly and regularly by the Party Committee of the Fatherland Front and its affiliated Party organizations; the management of mass organizations by the State; ensuring the proper performance of the functions and tasks of mass organizations, operating on the principles of voluntariness, autonomy, and self-financing; and emphasizing responsibility and ensuring the unified leading role of the Standing Committee of the Vietnam Fatherland Front Committee at the provincial and commune levels in reorganizing the organizational structure of mass organizations. At the same time, it involves reviewing the practical situation and effectiveness to add or remove mass organizations assigned tasks by the Party and State from the list. The organizational structure of associations should be closely linked to streamlining the internal apparatus, ensuring the legal rights and obligations of these organizations as stipulated by law, and guaranteeing the continuity and uninterrupted operation of their tasks and activities. This includes streamlining the internal structure of each organization and ensuring consistency with the restructuring of the Party, the Vietnam Fatherland Front, and other socio-political organizations according to the two-tiered government model.
