The Party Committee of the Central Agencies Bloc, formerly the Central Agencies Branch, was established on November 7, 1948, in the Viet Bac War Zone with 6 branches and several dozen party members working in central agencies.
Over 76 years of construction and development, in response to the demands of each historical period and different revolutionary eras, under the leadership of the Central Committee of the Party, and directly and regularly the Politburo and the Secretariat, the Party committees at all levels and the cadres and Party members of the Party Committee of the Central Agencies Bloc have always been united, creative, and strived to overcome difficulties and challenges, successfully fulfilling their assigned tasks, making a worthy contribution together with the entire Party, people, and army to successfully carry out the cause of national liberation, national reunification, and the building and firm protection of the socialist Fatherland of Vietnam.

The Party Committee of the Central Agencies Bloc, formerly the Central Agencies Branch, was established on November 7, 1948, in the Viet Bac War Zone with 6 branches and a few dozen party members working in central agencies. Over the years, from a single branch established amidst the flames of the resistance war against French colonialism in the Viet Bac War Zone, the Party Committee of the Central Agencies Bloc now has 61 subordinate party committees with 78,432 party members, operating in 5,529 branches within the strategic planning agencies of the Party, State, Fatherland Front , and people's organizations.
Great achievements, glorious tradition
In 1948, in the Viet Bac base area, the central agencies were scattered and far apart, making branch activities difficult. Therefore, the General Conference of the Central Agencies Party Branch on November 1, 1948, unanimously proposed the establishment of the Central Agencies Joint Branch (the predecessor of the Party Committee of the Central Agencies Bloc today). Immediately afterwards, the Central Agencies Joint Branch was established on November 7, 1948, in the Viet Bac War Zone. Initially, the Joint Branch comprised six branches within the central agencies of the Party, Government, and Front. The establishment of the Central Agencies Joint Branch was of great significance in promoting Party building, enhancing the leadership capacity and fighting strength of the Party, leading the resistance war and national construction to victory, and successfully building socialism.
Throughout the revolutionary periods, to ensure the fulfillment of tasks and meet practical requirements, the Party Committee of the Central Agencies Bloc has undergone numerous separations, mergers, consolidations, rearrangements, and reorganizations, at times being directly under the Hanoi City Party Committee. Implementing Resolution No. 4 of the 4th Central Committee Conference (10th term), on April 11, 2007, the Politburo issued Decision No. 47-QD/TW on the establishment of the Party Committee of the Central Agencies Bloc based on the rearrangement and reorganization of 7 Party Committees of the Central Agencies Bloc (Bloc I, Economy, Ideology, Science and Education, Mass Mobilization, Internal Affairs, and Foreign Affairs) and the Party Committee for Overseas Affairs.

As a unique Party organization, the Party Committee of the Central Agencies Bloc holds a crucial position and role within the political system. Its cadres and Party members possess strong political resolve, high political and professional qualifications, and directly advise on and implement the Party's guidelines and policies, as well as the State's laws and regulations, in almost all important areas. A significant number of cadres and Party members hold important positions, including many high-ranking leaders of the Party and State. Building on its 76-year tradition, the Party committees at all levels and the cadres and Party members of the Central Agencies Bloc Party Committee are striving to achieve significant results.
Firstly, Party building work has been implemented comprehensively, synchronously, and gradually deepened. The Party Committee of the Bloc and subordinate Party committees have focused on innovating and improving the quality and effectiveness of Party building in terms of politics, attaching importance to Party building in terms of ideology, and concentrating on Party building in terms of ethics. The work of disseminating and educating on Marxism-Leninism and Ho Chi Minh Thought, and commemorating major national holidays and important historical events has been intensified, ensuring that the objectives and requirements are met.
We must vigorously innovate the study, understanding, dissemination, and implementation of resolutions of Party committees at all levels, focusing on increasing the application of modern technology; issue specialized resolutions on key issues, appropriate to the specific characteristics of the Party Committee of the Bloc, and concentrate on leading, directing, and organizing effective implementation; conduct practical reviews and select breakthroughs for implementation: improving the quality of Party branch meetings and the quality of Party branches; strengthening the protection of the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints; enhancing revolutionary ethics, strengthening the pioneering and exemplary role of cadres and Party members, especially the heads of Party committees, agencies, and units; building, consolidating, and strengthening Party committees and organizations, managing, developing, and improving the quality of Party members; paying attention to internal political security; and strengthening and gradually improving the quality of inspection and supervision work. Strengthen mass mobilization work and leadership of political and social organizations.
Secondly, the leadership methods of Party committees at all levels have been gradually reformed, focusing on leading the successful implementation of the political tasks of agencies and units. The Party Committee of the Bloc and Party committees at all levels have made significant innovations in the content and methods of leadership, adapting to the specific characteristics and practical conditions of the Bloc's Party organization. Priority has been given to resolving newly arising problems and shortcomings; selecting key, breakthrough tasks and solutions each year and focusing on key areas for implementation. Leadership, direction, and management have been carried out in accordance with the Working Regulations; work has been handled within the scope of authority, ensuring collective leadership; political and ideological work and the organization of the dissemination of Party resolutions have seen many innovations, contributing to providing information, knowledge, and skills for cadres and Party members to fully understand and avoid mistakes and violations. The Party Committee of the Bloc has identified key issues and priority areas to lead, direct, and organize implementation throughout the entire Party organization.
Coordination has been strengthened; regulations and rules have been supplemented and developed in accordance with new regulations and guidelines from the Central Committee and the Party Committee of the Bloc, adapting to the practical realities and specific characteristics of each agency and unit; Party committees at all levels have focused on inspecting, supervising, and controlling power and assets, and preventing and combating corruption and negative practices; prioritizing the inspection of signs of violations; and expanding the scope and areas of supervision. The application of information technology in leadership, direction, and management throughout the Party organization has been enhanced. Innovations have been made in selecting the content and conducting meetings of the Standing Committee and the Executive Committee, strictly adhering to the work program for the entire term and annually, and only supplementing, discussing, and deciding on major issues that impact the entire Party organization, complex issues arising from practice, or issues directed by the Central Committee...

Thirdly, the serious and effective implementation of resolutions and directives, especially Resolution No. 4 of the Central Committee (11th and 12th terms), Conclusion No. 21-KL/TW (13th term) on building and rectifying the Party and the political system; Directive No. 03-CT/TW, Directive No. 05-CT/TW, Conclusion No. 01-KL/TW of the Politburo, and regulations on the exemplary responsibility of cadres and Party members... have been seriously and systematically implemented by Party committees at all levels within the Party Committee of the Bloc, with many creative approaches, good models, and advanced examples emerging. As a result, the work of building and rectifying the Party and the political system has been carried out more effectively throughout the Party Committee of the Bloc; The pioneering and exemplary role of cadres and Party members, especially the heads of Party committees, agencies, and units, has been strengthened, contributing to preventing and repelling the decline in political ideology, morality, lifestyle, corruption, waste, and bureaucracy among a segment of cadres and Party members.
With its outstanding achievements and significant contributions to the cause of national construction and defense, the Party Committee of the Central Party Agencies Bloc has been honored by the Party and State with the First-Class Independence Order, twice awarded the First-Class Labor Order, and many other prestigious awards. The Party Committee of the Central Party Agencies Bloc was awarded the Emulation Flag by the Prime Minister for being the leading unit in the patriotic emulation movement of the Central Party Agencies Bloc; many departments and units of the Party Committee of the Central Party Agencies Bloc received Emulation Flags and Certificates of Merit from the Central Committee for outstanding achievements in the patriotic emulation movement; and many collectives and individuals were honored with prestigious awards from the Party and State…
Strive hard and complete the task.
In the coming period, the international and domestic situations will continue to create many favorable conditions and opportunities for development, while also presenting many difficulties and complexities that strongly impact the implementation of political tasks and Party building work of the Party Committee of the Central Agencies Bloc. Especially in the new era, the era of the Vietnamese nation's resurgence, Party committees and organizations within the Party Committee of the Central Agencies Bloc need to focus on effectively carrying out the following tasks:
Firstly, we must continue to comprehensively, synchronously, and profoundly implement all aspects of Party building work, upholding the principle of democratic centralism, promoting the leadership role and political core of Party organizations, focusing first and foremost on doing a good job in political and ideological work, combating and refuting erroneous and hostile arguments, and firmly protecting the Party's ideological foundation; strengthening the pioneering and exemplary role of cadres and Party members, especially Party secretaries and heads of agencies and units. We must innovate and improve the quality of Party activities, strengthen thematic and ideological activities; improve the quality of Party branches; and do a good job in personnel work, internal political security, and the management and development of Party members. We must strengthen and innovate the leadership of Party committees over mass mobilization work, especially mass mobilization work in state agencies, and lead mass organizations to operate more effectively and practically.
Secondly, focus on leading cadres and Party members to effectively implement the political tasks of agencies and units. From now until the end of the 2020-2025 term, it is necessary to focus on reviewing the goals, targets, and tasks assigned in the Resolution of the 13th National Party Congress, the Resolution of the 13th Party Congress of the Bloc, the resolutions of the congresses of subordinate Party committees for the 2020-2025 term; the resolutions of Central Committee meetings, the thematic resolutions of the Politburo during the term; the resolutions of the Government; and the functions and tasks of central agencies to lead, direct, and coordinate the successful completion of political tasks and Party building work throughout the term. At the same time, promote the sense of responsibility and the pioneering and exemplary role of the cadres and Party members, especially the Party secretaries and heads of agencies and units. Improving the quality of advice and proposals on policies and guidelines that are in line with the people's will, promoting the reform process, industrialization, and modernization for the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

Thirdly, continue to improve the quality and effectiveness of Party building in terms of politics, giving importance to building the Party in terms of ideology, and focusing on building the Party in terms of ethics. Continue to vigorously implement Resolution No. 4 of the 11th and 12th Central Committees, Conclusion No. 21-KL/TW of the 13th Party Congress, and Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo. The focus is on fulfilling the responsibility of setting an example for cadres and Party members and concentrating on preventing and repelling manifestations of ideological and political degradation, moral decay, lifestyle degradation, and manifestations of "self-evolution" and "self-transformation". Implement the revolutionary ethical standards for cadres and Party members in the new period according to Regulation No. 144-QĐ/TW dated May 9, 2024, of the Politburo. We are determined to build a team of cadres and Party members in central agencies who possess strong political convictions, impeccable ethics and lifestyles, excellent work capabilities, and are truly honest and dedicated to the people.
Fourth, continue to innovate the leadership and guidance methods of the Party Committee of the Bloc and its subordinate Party committees, focusing on improving the leadership capacity and fighting strength of Party organizations; building Party organizations in conjunction with building clean and strong agencies, units, and mass organizations in all aspects. Implement decisively and synchronously the building, consolidation, arrangement, and streamlining of the organizational structure and the team of Party committee officials and specialized Party work officials at all levels, ensuring they possess the necessary qualities, capabilities, and prestige commensurate with their tasks. Strengthen the management of Party committee members and Party members in terms of political ideology, ethics, and lifestyle. Focus on building unity and cohesion within the organization; innovate working methods and procedures, and improve the quality of advice provided by officials and Party members within the Party Committee of the Bloc to meet the requirements of the new situation.

Fifth, continue to strengthen discipline and order in concretizing and organizing the implementation of the Party's guidelines, policies, and resolutions, as well as in all aspects of Party building work, while simultaneously vigorously innovating and improving the effectiveness and efficiency of leadership, guidance, and organization of Party inspection, supervision, and disciplinary tasks, and strictly controlling power. Strictly implement Resolution No. 15-NQ/ĐUK of the Party Committee of the Bloc on inspection and supervision work. Focus on thematic self-inspection and supervision; strengthen regular working sessions and supervision by the Standing Committee and Party Committees with subordinate Party Committees and branches to thoroughly understand the situation and promptly handle, resolve, and address difficulties, obstacles, and emerging issues at the grassroots level. Focus on promptly resolving complaints and denunciations, and strictly disciplining Party organizations and members who violate regulations according to authority, procedures, and regulations.
Sixth, continue to innovate the leadership of Party committees at all levels in mass mobilization work in the new situation. Pay attention to implementing the Law on Democracy at the grassroots level in conjunction with building and effectively implementing the Regulations on Mass Mobilization Work and the Regulations on Democracy at the grassroots level. Regularly organize dialogue conferences between leaders and officials, civil servants, and workers to promptly resolve issues related to the performance of professional duties and the material and spiritual lives of officials, Party members, and workers. Further strengthen coordination with Party groups, Party committees, and leaders of central ministries, departments, and mass organizations to improve the quality and effectiveness of advisory and support work, helping the Central Party Committee, the State, and central political and social organizations to institutionalize, concretize, and successfully implement the Resolution of the 13th Party Congress.
Seventh, focus on directing the preparation for the Party congresses at all levels within the Party Committee of the Bloc, the 14th Congress of the Party Committee of the Bloc, and leading up to the 14th National Congress of the Party. Establish subcommittees to prepare for the 14th Congress of the Party Committee of the Bloc; issue plans and guidelines for organizing the Party congresses at all levels and the 14th Congress of the Party Committee of the Bloc, term 2025-2030; develop quality and timely documents to be submitted to the 14th Congress of the Party Committee of the Bloc.
Looking back at the 76-year journey of building and development, the Party Committee of the Central Agencies Bloc has also faced many difficulties and limitations, but the achievements and results obtained in all fields remain outstanding. In the context of a world situation with intertwined opportunities, difficulties, and challenges, we are confident that under the leadership of the Party, the Party Committee of the Central Agencies Bloc will build upon the valuable achievements and traditions of the past 76 years to build an increasingly clean and strong Party Committee, excellently fulfilling the political tasks of the central agencies and contributing together with the entire Party and people to lead the country into a new era – an era of national progress for Vietnam.
