We request approval for the auction of land use rights for the remaining 10 plots of land in the Border Guard residential area project of the province.

Information from the Provincial Land Development Center indicates that the unit is submitting a proposal to request approval for auctioning the land use rights of the remaining 10 plots in the Provincial Border Guard Residential Area project in 2024. This is an important land fund to contribute to achieving the provincial target of 295 billion VND in revenue from land use right auctions for 2024.

The residential area for the Border Guard Command of the province was completed and put into use in 2016. 35 out of 45 land plots in this area were successfully auctioned in September 2016. Currently, 10 land plots remain unauctioned as directed by the Provincial People's Committee. In May 2023, the Provincial Land Fund Development Center reported and requested approval for the auction of these 10 land plots, and the Provincial People's Committee assigned the Provincial People's Committee Office to review and advise on the matter in Notice No. 81/TB-UBND dated June 8, 2021. However, to date, no approval has been given for the auction of land use rights.

Currently, some residents have encroached on this area to plant trees and use it as a construction material storage point. Therefore, the Provincial Land Development Center has submitted a document requesting the Department of Natural Resources and Environment to report to the Provincial People's Committee to approve the principle of auctioning the land use rights for the remaining 10 plots of land in the Provincial Border Guard residential area.

Since the beginning of the year, the center has organized four land use rights auctions, ensuring openness and transparency. Three of these auctions in March 2024 attracted over 800 participants, with over 27% of bids exceeding the reserve price. This is a positive sign for the real estate market after a long period of stagnation and stagnation. By the end of March 2024, revenue reached over 108 billion VND, achieving 36.8% of the assigned target.

The land fund expected to be auctioned to individuals in 2024 is approximately 19,600 ^m² , equivalent to 100-120 billion VND, with a projected successful bid of around 80-90 billion VND. This land fund has completed infrastructure, has a detailed 1/500 scale plan, and has an approved or ongoing detailed planning scheme for subdivision, with the subdivision plan approval process underway. The land fund expected to be auctioned to investors for commercial housing projects in the North Hieu River Urban Area, Phase 1, according to the provincial People's Committee's policy, is estimated at 150-170 billion VND, covering an area of approximately 19,388 ^m² . However, the investment policy approval process has not yet been completed, so there is no basis to proceed with the next steps. If the procedures for organizing the auction are not completed in the second quarter of 2024, this revenue source is unlikely to be realized in 2024.

According to Phan Dang Hai, Deputy Director of the Provincial Land Development Center, there is currently not much land available for auction. The remaining land that does not meet the requirements needs more time to complete essential infrastructure and administrative procedures as stipulated. Therefore, to achieve the 2024 target (295 billion VND), close and decisive guidance from the Provincial People's Committee leadership is crucial for relevant departments and localities to prioritize the timely resolution of administrative procedures to ensure that all necessary conditions for auctioning residential land are met.
