'Request' to increase vehicle inspection fees to combat traffic congestion.

As Thanh Nien newspaper reported, the vehicle inspection situation is likely to experience congestion again in the near future because the inspectors who are currently out on bail will appear in court soon. This is a matter of great concern for transport companies, as the end of the year and the beginning of the year are times when the demand for goods and passenger transport increases significantly. Therefore, on October 26, the Vietnam Automobile Transport Association sent a letter to the leaders of the Ministry of Transport expressing this concern.

Vehicle inspection fees are considered no longer appropriate.

Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, proposed: "To meet the current demand for motor vehicle inspection, the Vietnam Automobile Transport Association requests the Ministry of Transport to urgently direct the adjustment of motor vehicle inspection service fees as soon as possible to facilitate the implementation of basic solutions and meet the demand for motor vehicle inspection in a timely manner."

Further explaining the reasons for this proposal, Mr. Nguyen Van Quyen stated: "The current vehicle inspection fees, issued in 2013, are no longer appropriate after more than 10 years of application, given the significant increase in input costs such as salaries and electricity. The implementation of some new regulations in inspection work has also increased several expenses considerably compared to before. Furthermore, to meet the inspection demand during the end of the year, inspection units need to arrange overtime work, including Saturdays and Sundays, and pay increased wages as per regulations. On the other hand, restoring the inspection capacity of vehicle inspection centers depends on human resources. To attract qualified personnel, employee income is a crucial factor."

Currently, the price adjustment plan has been finalized by the Vietnam Registering and Inspection Department and is awaiting submission of the draft Law on Prices (amended) by the Ministry of Finance for consideration and approval by the National Assembly during the current session. Based on the draft Law on Prices (amended), vehicle inspection services remain essential and therefore require state price regulation; they cannot be left unregulated. According to the proposed price adjustment plan, the average price of vehicle inspection services will increase by approximately 28%, and if all goes well, it could be implemented at the beginning of next year.

It's worth noting that if a vehicle fails any stage of the inspection, after rectifying the issue and returning for a second inspection, the inspection center will re-check it and only charge the fee for that specific stage, instead of charging per inspection as is currently the case.

Concerns about recurring traffic congestion.

In June 2023, the Ministry of Transport issued Circular 08/2023 allowing non-commercial passenger cars with up to 9 seats to automatically extend their inspection cycle, meaning vehicle owners do not have to bring their vehicles in for inspection. This regulation automatically extended the inspection cycle for over 1.4 million vehicles, but by early December, when the extension expires, many vehicles will have to return for inspection.

According to statistics from the Vietnam Registering and Inspection Department, currently, 271 out of 288 vehicle inspection centers nationwide, with 435 out of 536 inspection lines in operation, serve an average of at least 626,400 vehicles per month. In the last two months of 2023, approximately 677,802 motor vehicles were due for inspection, specifically 275,853 in November and 401,949 in December. In 2024, the highest number of vehicles inspected is expected in July, with 503,276 vehicles scheduled for inspection. Therefore, overall, the inspection capacity of the vehicle inspection system still meets the needs of the people.

However, due to the uneven geographical distribution of vehicle inspection centers, resulting in shortages in some areas and surpluses in others, it is predicted that in December 2023, seven provinces and cities will experience inspection congestion: Dong Thap, Ha Giang, Hanoi , Kon Tum, Thua Thien-Hue, Ho Chi Minh City, and Tra Vinh. Four more localities are expected to face similar congestion risks in 2024.

In Ho Chi Minh City, Mr. Bui Hoa An, Deputy Director of the Department of Transport, predicted that vehicle inspection congestion would certainly recur. Currently, the city sees approximately 150-200 new vehicles undergoing inspection daily, and the number of vehicles whose inspections are expiring in the coming period will further increase the demand for inspections. The Ho Chi Minh City Department of Transport is focusing all its efforts on finding additional personnel because all 14 inspectors at its three stations have been prosecuted.

The head of the Vehicle Registration Department also stated that many vehicle inspection centers are still under investigation by local police, and it is possible that more leaders and inspectors may be prosecuted or even detained in the near future, potentially leading to a continued shortage of inspectors. Furthermore, the trials of inspectors will create instability and pressure on other inspectors currently working, resulting in decreased productivity and efficiency in vehicle inspections.

To proactively address the year-end vehicle inspection congestion, the Department of Vehicle Registration has sent a document to localities requesting strict implementation of regulations from the Ministry of Transport and guidelines from the Department of Vehicle Registration regarding vehicle inspection activities; strictly prohibiting the refusal to issue inspection certificates and inspection stickers for cases with minor defects or damage already stipulated in the regulations (such as: changing the radiator grille to the same size, insecurely installed license plates, etc.); and organizing direct registration for vehicle owners through the issuance of queue numbers, online via software applications, and other appropriate methods to prevent the operation of "vehicle brokers".

The Ministry of Transport is seeking feedback on the draft Circular guiding the implementation of Decree 139/2018 and Decree 30/2023 amending and supplementing some articles of Decree 139/2018 on the business of motor vehicle inspection services.

A notable point in this draft is the regulation that when there is a need to invest in the construction of a vehicle inspection unit, a written request must be submitted to the Provincial People's Committee for consideration and approval of the investment plan, clearly stating the proposed location for the inspection unit. The location of the inspection unit must be consistent with the purpose, planning, and land use plan of the locality and ensure a uniform distribution of inspection units in the area and in adjacent provinces and cities, aiming to reduce the travel distance of vehicles to inspection units, especially in remote areas and islands.
