The verification results indicate that: Winner Vietnam International Travel Co., Ltd. (Winner Company, headquartered in Cua Can Commune, Phu Quoc City, Kien Giang Province) signed a contract confirmation document with We Love Tour Company (headquartered in Taipei) on September 12, 2023. On January 24, 2024, Winner Company sent 10 price quotations for 10 tour groups to We Love Tour Company. However, due to disagreements between the two companies, on January 31, 2024, Winner Company unilaterally sent a notice to We Love Tour Company to cease providing services, but received no confirmation or response from We Love Tour Company.

In fact, on February 9, 2024, the We Love Tour group arrived at Phu Quoc International Airport without transportation or a tour guide. Therefore, We Love Tour contacted Winner Company to provide transportation for the Taiwanese group of 292 people participating in the Phu Quoc tour program. Winner Company reached an agreement with We Love Tour Company and arranged transportation and hotel accommodations for the group.

The tour group returned to Taiwan yesterday.

Despite unilaterally terminating the contract, Winner Company retained the previously paid deposit of 700,000 New Taiwan Dollars, received on January 18, 2024. Simultaneously, they continued to serve the tour group and collect service fees. This indicates that Winner Company violated regulations regarding travel services: "Not having a travel contract with the business, the tourist, or the tourist's representative as required."

Based on legal regulations, the Inspectorate of the Kien Giang Department of Tourism reviewed the violation and proceeded to handle the administrative violation against Winner Company for the following offense: "Operating without a travel contract with the business, the tourist, or the tourist's representative as required by law."

The Kien Giang Department of Tourism has instructed its Inspectorate to continue gathering information and evidence to clarify issues related to the responsibilities of Winner Company and We Love Tour Company, which led to the infringement of tourists' rights, affecting the rights of tourists and the image of Phu Quoc and Kien Giang tourism in particular, and Vietnamese tourism in general.
