The Standing Committee of the Dak Lak Provincial Party Committee has issued Document No. 75-CV/TU assigning agencies and units to establish fraternal ties with ethnic minority villages. This policy aims to build a "people's support base," arousing and uniting patriotism, solidarity, consensus, and strong determination among ethnic minorities to work together with the Party committee, government, and mass organizations to build and protect security and order in Dak Lak province.
The journey of establishing fraternal ties between agencies, units, organizations, and businesses in the province holds special significance in the process of building prosperous and affluent villages.

Dak Lak currently has 1,780 agencies, units, and businesses that have established fraternal ties with 556 indigenous ethnic minority villages; 741 hamlets and residential areas have established fraternal ties with 544 villages; 1,182 Front Committees, associations, and mass organizations of Kinh people have established fraternal ties with 835 Front Committees, associations, and mass organizations of ethnic minorities; and 1,323 Kinh households have established fraternal ties with ethnic minority households.
Over the past 20 years, provincial and district-level agencies and units have organized 3,475 visits to sister villages and sent 31,944 cadres, civil servants, and soldiers to these villages to coordinate with other forces in mass mobilization work; encouraging people to participate in patriotic emulation movements, effectively implementing the Party's guidelines and policies, and the State's laws; focusing on developing family economies ; raising awareness against the schemes and tactics of hostile forces; abandoning outdated customs; and preserving and promoting national cultural identity.

The affiliated units also organized visits and gift-giving during holidays and festivals; provided material and technical support to the people, including seeds, livestock, and essential necessities; and mobilized resources to build public works serving the people. Through these efforts, they contributed to the implementation of the National Target Program for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority areas. The total expenditure for activities in the affiliated villages exceeded 261.8 billion VND.
Comrade Nguyen Dinh Trung, Member of the Central Committee of the Party and Secretary of the Dak Lak Provincial Party Committee, remarked: 20 years of implementing the twinning program between agencies, units, and businesses with ethnic minority villages in the province has yielded practical results.
In implementing the twinning program, agencies and units have demonstrated a high sense of responsibility, overcome difficulties, and adopted many creative approaches suitable to their professional duties and conditions. They have closely followed the actual needs and aspirations of the people in the twinning villages to exchange ideas, mobilize support, and provide material and spiritual assistance to help people change their way of thinking and doing things to develop family economies and maintain security and order in ethnic minority areas.

Recognizing the achievements in the twinning program, the Standing Committee of the Dak Lak Provincial Party Committee awarded Certificates of Merit to 25 collectives, and the Provincial People's Committee awarded Certificates of Merit to 28 collectives for their outstanding achievements in the 20 years of implementing the twinning program with ethnic minority villages, from 2004 to 2024.
