The 80th anniversary of the first General Election to elect the Vietnamese National Assembly is an occasion to look back on a milestone that ushered in an era of people's mastery, affirming the development path of the highest state power organ. Deputy Tran Nhat Minh, a full-time member of the National Assembly delegation from Nghe An province, emphasized that the democratic tradition since January 6, 1946, is the foundation for the National Assembly's continuous innovation, action for the Fatherland and the People, and closer connection with voters.

From a historical milestone to a symbol of national unity.

According to National Assembly Deputy Tran Nhat Minh, the first general election to elect the Vietnamese National Assembly was not only a historically significant event, but also held fundamental value for the entire process of building a socialist rule of law state in Vietnam. For the first time in the nation's history, the people's right to self-governance was institutionalized through a democratic, direct, and universal election, laying the foundation for a unified, constitutional, and people-willing state power structure.

From the Tan Trao National Congress, the victory of the August Revolution, the birth of the Democratic Republic of Vietnam on September 2, 1945, to the first general election to elect the first National Assembly on January 6, 1946, a series of pivotal historical events marked the beginning of a new era for the Vietnamese nation. From then on, the country fundamentally transformed from a state of slavery to one of mastery, simultaneously creating the foundation for the formation of a new state apparatus, unified in organization, legally sound, and closely connected to the people.

Building upon that foundation, over the past 80 years, the Vietnamese National Assembly has continuously grown stronger, gradually improving its organization, innovating its content and methods of operation, and enhancing the quality of its constitutional, legislative, supreme oversight, and decision-making functions on important national issues. According to National Assembly Deputy Tran Nhat Minh, through 15 terms, the National Assembly has clearly affirmed that it is always the embodiment of national unity, a National Assembly of the people, by the people, and for the people; and simultaneously the highest representative body of the people, the highest state power organ of the Socialist Republic of Vietnam, operating for the benefit of the Fatherland and the people.

Within that continuous flow, the 15th National Assembly left many outstanding marks. This was a special term with a large increase in workload, many completely new and unprecedented issues, requiring timely handling of critical problems in the context of a complex global pandemic, increasingly severe natural disasters and climate change, and a rapidly changing and unpredictable global political and economic landscape.

Under those circumstances, the 15th National Assembly clearly demonstrated its firm political stance, innovative spirit, and decisive action; it was cautious in its consideration but resolute in its decisions, placing the interests of the people and the nation above all else. In areas ranging from constitutional and legislative drafting, supreme oversight, to deciding on important national issues and expanding foreign relations, the 15th National Assembly achieved many important results, thereby further affirming its position as the highest representative body of the people and the highest state power organ of the Socialist Republic of Vietnam.

From that overall picture, National Assembly Deputy Tran Nhat Minh emphasized: The innovation and actions of the local National Assembly delegations are vivid glimpses reflecting the overall spirit of innovation of the National Assembly... In particular, the 80-year journey of the Nghe An Provincial National Assembly Delegation accompanying the National Assembly is clear evidence of the role, responsibility, and contributions of elected representatives at the local level.

Partnering and innovating for the voters.

Along with the maturation of the Vietnamese National Assembly over the past 80 years, the Nghe An Provincial Delegation of National Assembly Deputies has continuously reformed its organization and working methods, gradually improving the quality of its deputies to meet the increasingly high demands of national development. According to National Assembly Deputy Tran Nhat Minh, the Delegation always focuses on strengthening working relationships and proactively coordinating closely with the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Vietnam Fatherland Front Committee of the province, and other political and social organizations, thereby ensuring unity and synchronicity in carrying out tasks for the common good of the locality.

Simultaneously, the National Assembly deputies from Nghe An province have always prioritized maintaining close ties with their constituents through voter outreach, citizen consultations, and promptly reflecting the people's thoughts and aspirations in the National Assembly's forums. Over 15 terms, the delegation has demonstrated intelligence and responsibility, making effective contributions to the overall activities of the National Assembly, while also actively participating in foreign affairs and social welfare. As a result, the delegation's activities have become increasingly in-depth, focused, and have earned the trust of its constituents.

Building upon those achievements, during the 15th National Assembly term, the National Assembly deputies from Nghe An province clearly demonstrated their political acumen and sense of responsibility to the voters and the people; actively participating in lawmaking, supervision, and decision-making on important national issues. The deputies consistently monitored local realities, promptly identifying difficulties, obstacles, and pressing issues in social life to make recommendations to the National Assembly, the Government, and relevant authorities; and simultaneously implemented oversight activities that delved deeply into issues, contributing to improved effectiveness and efficiency in state management.

In the legislative process, National Assembly Deputy Tran Nhat Minh emphasized the bridging role of the Nghe An Provincial National Assembly Delegation between the central and local levels. The Delegation proactively surveyed practical situations, compiled obstacles related to mechanisms, procedures, and compliance costs; organized thematic consultations with constituents; and closely monitored policy impact assessments, especially regarding budget and implementation resources. During the 15th National Assembly term, the Delegation organized 168 consultations on 130 draft laws and 22 draft resolutions; National Assembly deputies delivered 146 speeches in plenary sessions and 306 speeches in committee meetings, with many opinions being incorporated and revised before approval.

Closely linked to legislation is participation in deciding on important national issues, from the economic recovery and development program after the Covid-19 pandemic to socio-economic development plans, economic restructuring, and investment policies for important national projects such as the North-South high-speed railway and the Ninh Thuan nuclear power plant. In particular, at the Ninth Session, the Delegation participated in considering and deciding on many historically significant issues, including amending and supplementing the 2013 Constitution and perfecting the two-tiered local government organizational model.

For Nghe An, a highlight of the 15th term was the Youth Union's active coordination with agencies of the National Assembly and central ministries and departments, contributing to creating consensus for the promulgation of important specific mechanisms and policies, notably Resolution No. 36/2021/QH15 and Resolution No. 137/2024/QH15, creating conditions for the province to implement development tasks according to Resolution No. 39-NQ/TW of the Politburo.

In the areas of oversight and citizen petitions, the Delegation implemented focused and targeted activities, closely adhering to local realities. During its term, the Delegation directly supervised 232 units and localities, issuing 347 recommendations; organized 221 citizen consultation sessions with 259 National Assembly deputies participating; chaired the forum "Listening to the Voice of the Grassroots Front" with nearly 14,000 delegates at 442 locations, compiling more than 1,200 opinions and recommendations... Along with that, there were thematic citizen consultation sessions with more than 1,000 workers in industrial parks and economic zones.

Besides parliamentary activities, the National Assembly deputies in the delegation also actively participated in social welfare work, raising over 58.3 billion VND for community activities; these contributions were recognized by the Chairman of the Provincial People's Committee with Certificates of Commendation in 2021 and 2023.

Drawing from 80 years of experience, and especially from the 15th National Assembly term, National Assembly Deputy Tran Nhat Minh stated that the overarching lesson is to closely adhere to the Party's reform guidelines, maintain the Party's leadership, strengthen coordination with the People's Council, People's Committee, Fatherland Front, and other organizations, while maintaining close ties with voters and taking the people's aspirations as the foundation for all activities...

For 80 years, the Delegation of National Assembly Deputies from Nghe An province has always strived for innovation and action for the benefit of the people and the development of the province. "The 80th anniversary of the first General Election is not only an opportunity to recall the glorious historical tradition, but also a time to continue to inspire the spirit of innovation and more decisive action, contributing to building a socialist rule of law state and aiming towards the goal of a prosperous and developed country, with a well-off and happy people," emphasized National Assembly Deputy Tran Nhat Minh.
