80 years of development

From slavery, our people became masters of the country. This was a victory of epochal significance, affirming the position of the nation in the flow of modern world history.

Over the past 80 years, in the hearts of every Vietnamese person, Uncle Ho's words "determined to devote all spirit and strength, life and property to maintain that freedom and independence" have always been engraved, along with the aspiration to bring the country "on par with the great powers of the five continents". The lesson of promoting the strength of great solidarity of the people, arousing the strength of patriotism, the will to join hands and unite has always resonated and permeated deeply.

In the journey to maintain the freedom and independence and to develop the country of the entire nation, the Party Committee and people of Saigon - Ho Chi Minh City fought steadfastly, taking the lead in two resistance wars against foreign invaders, always being dynamic, creative, daring to take the lead, accepting challenges, always striving with the glorious mission of "for the whole country, with the whole country".

30 years of operation right in the heart of the enemy forces' lair, the great challenge for the Party Committee is a persistent and fierce competition, a demonstration of courage and intelligence to survive in the hearts of the people and promote the leadership role. Although there were times when the Party Committee suffered great losses, the struggle movement directly led by the Party was promptly consolidated and developed, leaving a strong mark in the historic Ho Chi Minh Campaign in 1975.

In the era of national reunification, innovation and development since the liberation day until now has marked the maturity and positive contributions of the Party Committee and people of the city in maintaining the revolutionary achievements, restoring and developing the economy in the conditions of siege, embargo, border war at both ends of the country and barriers of the mechanism that are no longer suitable.

Ho Chi Minh City has pioneered in testing new models, proposing new economic mechanisms and policies, launching large movements and campaigns, creating a rising position. The vivid reality of Ho Chi Minh City has helped shape the Party's innovation guidelines and legal policies, creating a new step of development, helping the country overcome the crisis, from a poor and underdeveloped country to a developing country with average income.

Ho Chi Minh City always promotes the will of self-reliance, the spirit of innovation and creativity, contributing to building an independent and self-reliant economy, associated with proactive international integration, striving to play the leading role and growth engine of the Southern Key Economic Zone and the whole country. The city has mobilized all resources to take care of all aspects of people's lives, build a social security system, creating a great consensus among the people on building a city with good quality of life, civilized, modern, and humane.

Today, in the face of a new context and new development space, in the face of the demand for rapid and sustainable development, in the face of advantages, opportunities and challenges, the Party Committee, government and people of Ho Chi Minh City will, more than ever, promote the strength of great solidarity, unity and joint efforts to create a new turning point, bringing the city to develop worthy of its heroic tradition and the pride of being named after beloved Uncle Ho.

In the process of operating the 2-level local government model, the Party Committee and the Ho Chi Minh City government especially value the capacity of cadres, civil servants and public employees to serve the people. Large scale, great authority, large workload, many jobs requiring deep expertise, inevitably initial difficulties, inevitably pressure due to overload, but with all humility, listening, learning, the team operating the apparatus will certainly create empathy and establish good relationships with the people, will practice well the work assigned by the people.

The great responsibility of an economic locomotive, of a "megacity" of great stature, is requiring Ho Chi Minh City to move forward rapidly; continue to make meaningful contributions in creating mechanisms and policies; resolutely implement key, breakthrough programs... decided by the Party Congress; contribute to shining the heroic tradition and realizing the aspirational 100-year goals.

With its rich tradition and outstanding strengths, Ho Chi Minh City - a place where elites converge, are dynamic, creative, rich in potential, resources and imbued with chivalry and affection..., will certainly accelerate development with miraculous power in the era of national growth.
