As the second-largest rice-producing province in the Mekong Delta, with approximately 4 million tons per year, An Giang has affirmed its role in ensuring national food security. Simultaneously, the province exports 500,000-550,000 tons of rice annually, contributing to socio -economic development and improving the lives of its people. However, the standardization of quality standards remains limited, and the amount of branded rice consumed domestically and exported is still small. Therefore, a rational farming program is needed to ensure export-standard technical requirements to support the "Building and Developing the An Giang Province Rice Brand to 2025 and Vision to 2030" project (hereinafter referred to as the Project).
The rice cultivation program will be applied to the raw material areas participating in the Project, meeting the standards of the domestic and export markets. This will increase the competitiveness of rice products in the market, enhance the value of An Giang rice, contribute to the restructuring of the agricultural sector, improve the income of people and businesses, and promote local socio-economic development. Specifically, the cultivation program serving the Project will apply the SRP 90-point technical process and standard as a benchmark, referencing Government Decree 103/2020/ND-CP on the certification of fragrant rice varieties for export to the European Union and the technical process for producing high-quality, low-emission rice in the Mekong Delta. Simultaneously, it will maintain and develop a network for seed production, from original seeds to certified seeds, linked to production businesses, prioritizing production linkage models connected to consumption.
Rice cultivation processes in An Giang need to be standardized.
After establishing the process, the agricultural sector will coordinate with local authorities to identify the rice varieties selected for cultivation, carry out sowing, and provide technical guidance on cultivation to farmers, cooperatives, and production groups participating in the Project. During the production process, depending on actual conditions, the sector will coordinate with businesses to invite specialized agencies to the raw material areas to assess the level of compliance with standards. Simultaneously, policies will be implemented to support businesses, cooperatives, production groups, and farmers participating in production-consumption linkages according to market standards. Support and create favorable conditions for businesses and farmers to invest and contribute capital to cooperatives to jointly produce and trade rice, improving the effectiveness of the Project. Conditions will be created for businesses involved in rice production and trading to invest and link production-consumption in An Giang, benefiting from policies encouraging businesses to invest in agriculture and rural areas as stipulated in Government Decree 57/2018/ND-CP.
Simultaneously, the organization will inspect and monitor the implementation of production according to cultivation processes in the raw material areas participating in the Project. After receiving the results from specialized agencies assessing whether the rice products meet the standards and the An Giang rice certification mark, the Department of Agriculture and Environment (NN&MT) will coordinate with relevant departments and agencies to consider and advise the Provincial People's Committee to announce the rice quality to serve as a basis for organizations and businesses participating in the Project to develop their products.
To ensure the rapid and effective implementation of the farming program serving the project, the Provincial People's Committee requests the Department of Agriculture and Environment to develop a plan for implementing related contents. This includes focusing on supporting investment and training in farming processes for farmers, cooperatives, production groups, and businesses participating in the development of the An Giang rice brand. It also requires organizing working groups to inspect and monitor the implementation of the farming processes in the raw material areas participating in the project. Furthermore, it mandates regularly reviewing and updating technical advancements and regulations on standards to supplement and disseminate them to farmers participating in the project, ensuring the quality of rice meets the requirements of businesses…
The Department of Industry and Trade will coordinate and participate in working groups to inspect and monitor the implementation of cultivation processes in the raw material areas participating in the Project. It will also coordinate with the Department of Agriculture and Environment to invite businesses to participate in building and developing the An Giang rice brand; support the application of solutions to improve the quality of rice products and the activities of publicly announcing the quality of An Giang branded rice…
At the same time, the Provincial People's Committee also requested the Department of Science and Technology, the Department of Finance, the Provincial Farmers' Association, the Provincial Cooperative Union, and the People's Committees of districts, towns, and cities in the province, depending on their assigned functions and tasks, to actively participate in the implementation of the cultivation program serving the Project to cooperatives, cooperative groups, and farmers, contributing to building and developing the An Giang province rice brand, aiming to conquer domestic and international markets.
