Reporting to the Prime Minister, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, stated: “In An Giang, the progress (of all four construction packages) of Component 1 of the Chau Doc - Can Tho - Soc Trang Expressway Investment Project has reached 46.73/46.44%, exceeding the planned progress by approximately 0.29%. The project's disbursement progress has reached 276.2/3,449 billion VND, achieving a rate of 8%. The province has handed over 100% of the land.”
Regarding the supply of sand for the expressway, Component Project 2 ( Can Tho City) has supplied 1,209,476/3,285,438 m³ of sand; Component Project 3 ( Hau Giang Province) has supplied 785,713/2,625,631 m³ ; Component Project 1 ( An Giang Province) has supplied 3,378,901/9,321,000 m³ . The Can Tho – Ca Mau expressway has supplied 4,191,065/6,761,735 m³ of sand. The Provincial People's Committee has been actively and decisively working to supplement the remaining 3 million m³ of sand needed for Component Project 1. To date, the contractor has completed the survey and exploration of two mining areas on the Hau River (Chau Phu District) and Phu Tan District. On March 17th, the Provincial People's Committee held a meeting to finalize the procedures for issuing a certificate confirming the recovery of the remaining 3 million cubic meters of sand, ensuring sufficient sand supply for Component Project 1. Exploitation will begin in March 2025 to accelerate construction progress.”
According to Chairman of the An Giang Provincial People's Committee Ho Van Mung, in the supply of construction materials for the expressway project, the Provincial People's Committee strictly implements the directives of the Prime Minister and Deputy Prime Minister Tran Hong Ha. The Provincial People's Committee has held meetings and agreed to adjust the mining license for the Andezit quarry at Nui Dai Mountain, owned by Antraco Joint Venture Company Limited, to mobilize a reserve of 2,959,956 m³ of stone. The Provincial People's Committee has also held meetings to complete the procedures for adjusting the mining license for the Andezit quarry at Nui Dai Mountain. Mining will begin in March 2025 to supply stone for the expressway and other projects funded by the State budget, as well as disaster relief projects in the province.
The province has aggressively implemented solutions to ensure the supply of sand and stone materials for the project. The Project Management Board and contractors have been instructed to focus on implementing a "three shifts, four teams" system, and provincial leaders have been regularly inspecting and urging contractors to complete the project, achieving a progress rate exceeding the target by 0.29%. In the coming period, progress will be faster, as the province has resolved the difficulties regarding sand supply, providing it directly to contractors as directed by the Prime Minister. Regarding the sand reserve shortage, the Provincial People's Committee has held meetings to approve adjustments to the stone quarrying permits, ensuring the province will directly supply the contractors with the 3 million cubic meters of stone needed for construction.
Regarding technical solutions, the Chairman of the Provincial People's Committee stated that the province has directed and the Project Management Board has worked with contractors to find technical solutions, striving to complete Component 1 of the project in 2025. Regarding the current difficulty in terms of reserves, the Provincial People's Committee has directed the Department of Agriculture and Environment to send a document to the contractors requesting them to submit reports proposing an increase in capacity not exceeding 5% as per the National Assembly resolution. Currently, only the contractors' written requests for a 5% increase in capacity remain before the Provincial People's Committee decides to approve the increase. This will resolve the material supply issue, and along with construction solutions, will accelerate the progress of Component 1 of the project through An Giang province. Reporting to the Prime Minister, the four contractors implementing Component 1 of the Chau Doc - Can Tho - Soc Trang expressway project section through An Giang province also committed to mobilizing resources, manpower, and engineering solutions to ensure the project's progress.

The Chau Doc - Can Tho - Soc Trang expressway construction project, phase 1, spans 188.2 km and has a total investment of VND 44,691 billion. The project is scheduled for basic completion in 2026 and full operation in 2027. According to the Ministry of Construction, land clearance is currently 99% complete. Regarding construction, Project 1 has reached 46% of the contract value, meeting production requirements. Project 2 has reached 25% of the contract value, 15% behind schedule. Project 3 has reached 35% of the contract value, meeting production requirements. Project 4 has reached 25% of the contract value, 8% behind schedule. The Prime Minister has issued decisive directives, and local authorities have completed the licensing procedures for the project, achieving 22.6/29 million m³ of the required capacity. However, the current mining capacity is only about 24,000 m³ /day, which could be increased to 29,000 m³ /day. This mining capacity is still lower than the required capacity.
Urging progress on construction, Prime Minister Pham Minh Chinh stated that by 2030, 1,200km of expressways must be built in the Mekong Delta region, with 400-600km to be completed within this term. Among these, the Chau Doc - Can Tho - Soc Trang expressway is a vital artery passing through four key localities in the Southwest region, along with a series of other strategic transportation infrastructure projects in the region. Upon completion, this expressway project will help alleviate the transportation infrastructure bottleneck in the Mekong Delta, having significant implications for the region's socio-economic development, production and business, social welfare, and national defense and security. Therefore, the Prime Minister requested that Party committees, governments, and key political agencies at the local level, especially the secretaries and chairmen of the four localities, participate more decisively, vigorously, and effectively, working "to the fullest extent," and coordinating more closely and synchronously.
Contractors must be more proactive and flexible; uphold a high sense of responsibility, especially in resolving issues related to materials; and prevent the loss and waste of state and people's assets. The Prime Minister requested that the Chau Doc - Can Tho - Soc Trang expressway project be completed by June 2026, while ensuring quality. Contractors should continue to demonstrate the spirit of working tirelessly, overcoming the elements, working overtime, eating quickly, sleeping urgently, working day and night, and working three shifts and four teams.
