
By the end of August 2025, Hai Phong's total domestic budget revenue reached nearly 75,000 billion VND, exceeding the central government's projected target. This result reflects the high determination, persistent efforts, and coordinated work of the city's tax sector.
Many targets were met or exceeded.
According to the Hai Phong City Tax Department, total domestic budget revenue in the city reached VND 74,948 billion by the end of August 2025, equivalent to 100.4% of the central government's projected target and 90.2% of the striving target, an increase of nearly 40% compared to the same period in 2024. If revenue from land use and lease fees is excluded, this figure reaches over VND 42,800 billion, equivalent to 81.1% of the projected target.
Notably, all 19 revenue targets were met or exceeded for the year. Many revenue items showed exceptional growth, such as: capital and profit recovery reaching 352.8%; the non-state sector reaching 116.1%; other budget revenues reaching 109.1%; revenue from land use fees reaching 105.8%; and personal income tax reaching 92.5%...
Compared to the same period last year, 10 indicators showed strong growth. Specifically, capital recovery and profits increased by 451.2%, non-state revenue increased by 84.7%, revenue from land use fees increased by 76.8%, and personal income tax increased by 36.6%... These results indicate that the city's economy is showing positive signs of recovery, with businesses and households operating efficiently and making significant contributions to the state budget.
The non-state sector, considered a sustainable and decisive source of revenue for achieving budget targets, yielded breakthrough results. This revenue not only exceeded the projected amount by 16.1% but also increased by 84.7% compared to the same period last year. Many large enterprises paid high taxes, notably: Vingroup Corporation - JSC, paying over 2,000 billion VND; Phu Tho Land Joint Stock Company - Hai Phong Branch, paying over 600 billion VND; and Long Hai Investment and Trade Development Joint Stock Company, paying nearly 500 billion VND...
Tax inspection and audit work has also yielded positive results. In the first eight months of the year, the total amount of taxes collected through audits reached over 1,000 billion VND. Some businesses were subject to large tax arrears, with some cases reaching nearly 65 billion VND.
Speaking at the recent conference commemorating the 80th anniversary of the Traditional Day of the Vietnamese Tax Sector (September 10, 1945 - September 10, 2025), Mr. Tran Van Quan, Vice Chairman of the People's Committee of the city, affirmed that the growth in budget revenue has created an important foundation for the city to proactively invest in infrastructure, develop urban areas, improve people's lives, and successfully achieve the socio-economic targets of the Resolution of the City Party Congress for the 2020-2025 term.
Synchronized reforms, flexible governance.

With a motto of putting citizens and businesses at the center of service, the tax sector always proactively accompanies, shares difficulties, resolves obstacles, and helps businesses stabilize production and business. The city's tax sector has transformed its management model from a functional-based approach to a combination of functions and target groups. Tax policy dissemination is carried out flexibly and through multiple channels; the progress and quality of inspections and audits have been improved. Value-added tax refunds are strictly controlled, while tax debt enforcement is implemented decisively, ensuring fairness and transparency.
A key focus in tax management this year is the tightening of revenue collection from e-commerce activities, a sector traditionally considered difficult to control. The city's tax authorities are proactively coordinating with e-commerce platforms, banks, shipping companies, and payment providers to build a database for revenue management.
As a result, the tax authorities reviewed and urged nearly 50 organizations and businesses operating on digital platforms to pay taxes, collecting approximately 1,000 billion VND. In addition, the tax sector checked and verified the information of nearly 22,000 households and individuals doing online business; bringing nearly 1,300 households and individuals with revenue reaching the tax threshold under tax management, with a total revenue generated of nearly 40 billion VND.
To promptly update and disseminate new policies, in the first eight months of the year, the tax sector organized approximately 30 training conferences and policy dialogues with more than 7,000 taxpayers in attendance. Many issues were specifically addressed, creating consensus between the tax authorities and taxpayers.
Building on the achievements, from now until the end of 2025, Hai Phong Tax Department aims to exceed the assigned budget revenue target by at least 20%, in accordance with the Prime Minister's directive in Official Dispatch No. 104 dated July 6, 2025; and strives to rank third nationwide in domestic budget revenue.
To achieve this goal, according to Mr. Nguyen Tien Truong, Head of the City Tax Department, the city's tax sector will continue to closely monitor the collection progress, accurately assess the situation in each locality, tax category, and revenue item. Value-added tax refunds will be strictly supervised to prevent policy abuse. Local tax units are tasked with strengthening tax debt management, enforcing regulations correctly on tax debts and land lease payments that have been extended, and preventing the accumulation of additional debt and late payments.
Alongside this, administrative reform and digital transformation continue to be top priorities. Hai Phong City Tax Department aims to use taxpayer satisfaction as a measure of service effectiveness, striving to build a modern, transparent, and highly efficient tax management system.
Although revenue collection from now until the end of the year still faces many challenges, with the positive results in the first eight months and the proactive and flexible management, Hai Phong Tax Department has every reason to believe in a bumper year, creating strong resources to promote the city's socio-economic development in the coming period.
