New pressure is being placed on Can Tho's healthcare system.

SKĐS - Following the administrative reorganization, Can Tho City is entering a new phase of development with a larger scale of service and higher demands on the healthcare system. The reorganization of the apparatus, strengthening of grassroots healthcare, and improvement of service quality are placing the city's healthcare sector before both pressures and numerous opportunities for development.

Following the reorganization of provincial-level administrative units, Can Tho City entered a new phase of development with a larger space, expanded management scope, and increasingly higher demands on the healthcare system.

In this context, implementing Resolution No. 72-NQ/TW of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health is not only an important political task, but also a true measure of the organizational capacity, management, and service quality of the health sector in the central city of the Mekong Delta region.

Streamline the organizational structure while maintaining service capacity.

One of the changes in Can Tho's health sector is the reorganization and restructuring of the public health service system towards a streamlined, efficient model, in line with the two-tiered local government model.

Can Tho City currently has 48 public healthcare institutions, a reduction of 22 units compared to before the restructuring, including general hospitals, specialized hospitals, specialized centers, and regional health centers.

Notably, 103 health stations have been transferred to the state management of the People's Committees of communes and wards, ensuring uniformity in administrative management while retaining their professional functions according to the decentralization of the health sector. This decentralization is not only an adjustment in organizational structure but also places very high demands on the management capacity, responsibility, and professional quality of grassroots health care, which Resolution 72-NQ/TW identifies as the foundation of the people's health care system.

The Can Tho Family Doctor Clinic model helps people access quality healthcare services right from the grassroots level.

According to the assessment of the Can Tho Department of Health, the process of reorganizing and streamlining the organizational structure has been carried out cautiously and synchronously, ensuring that medical examination and treatment activities are not interrupted, especially at the grassroots level and in densely populated areas.

The overarching spirit of Resolution 72-NQ/TW is a strong shift from a "cure" mindset to a "prevention" mindset, from passive intervention to proactive, comprehensive health management throughout the life cycle. In Can Tho, this perspective is concretized by prioritizing the strengthening of preventive medicine, primary healthcare, and basic health care.

To date, Can Tho has implemented 13 clinics based on the family doctor model with full functions: community health management; health promotion and disease prevention counseling; disease screening and early detection; elderly care; palliative care and end-of-life care; and implementation of targeted health and population programs. This model helps people access quality healthcare services right from the grassroots level, contributing to reducing the burden on higher-level hospitals and lowering treatment costs.

Can Tho's health sector has developed a unique brand identity for the "Can Tho Family Doctor Clinic" model and launched the Can Tho Healthcare Application, allowing people to schedule appointments, receive remote consultations, manage personal health records, and connect with family doctors on a digital platform.

Can Tho develops specialized healthcare in conjunction with its role as a regional center.

Alongside strengthening the grassroots healthcare system, Can Tho continues to affirm its role as a specialized medical center in the Mekong Delta region. The system of general and specialized hospitals has been upgraded and expanded, and many new and advanced techniques in diagnosis and treatment have been effectively implemented.

In 2025, healthcare facilities in the area are expected to receive over 11.7 million outpatient visits and nearly 850,000 inpatient treatments. Bed occupancy rates will remain high. The quality of medical examination and treatment will continue to improve, enabling people to access quality healthcare services locally and reducing the need for referrals to higher-level facilities.

The Can Tho City Oncology Hospital has recently put into use a 64-slice CT scanner, funded through social contributions, to serve the treatment needs of the local population.

Alongside the public healthcare system, private healthcare continues to develop, playing an important supporting role and creating a diverse network of healthcare services, in line with the policy of healthcare socialization outlined in Resolution 72-NQ/TW.

A highlight in the implementation of Resolution 72-NQ/TW in Can Tho is the digital transformation of healthcare. To date, 100% of healthcare facilities with inpatient beds in the area have implemented electronic medical records and prescriptions, and healthcare data management and connectivity platforms are being gradually synchronized.

Digital transformation helps improve management efficiency, streamline medical examination and treatment processes, reduce waiting times, increase transparency, and enhance patient satisfaction. This is considered a crucial foundation for achieving universal health management, in line with the long-term goals of Resolution 72-NQ/TW.

Besides the achievements, Can Tho's health sector also faces many challenges as its service scope expands and the need for investment in infrastructure and human resources increases. According to Assoc. Prof. Dr. Hoang Quoc Cuong, Director of the Can Tho City Department of Health, the period from 2026 to 2030 is identified as a crucial time for restructuring and improving the quality of the health system.

The health sector has reviewed and proposed a medium-term public investment portfolio, in which the project to upgrade, renovate, and build new health stations alone has a total capital requirement of nearly 2,800 billion VND. Along with this are recommendations on improving financial mechanisms, decentralizing management, and policies to attract and retain high-quality medical personnel, which are currently being considered by competent authorities.

The implementation of Resolution 72-NQ/TW in Can Tho demonstrates a clear shift in healthcare management thinking: all policies and solutions are geared towards the people, using their health and satisfaction as the benchmark.

In 2026, Can Tho aims to continue improving indicators related to healthcare human resources, hospital beds, health insurance coverage, and ensuring that people receive free periodic health check-ups or screenings at least once a year. This is not just a planned goal, but a policy commitment in realizing the spirit of protecting, caring for, and improving the health of the people, as outlined in Resolution 72-NQ/TW of the Politburo.

In this new context, Can Tho's health sector is facing both pressure and opportunities. Implementing Resolution 72-NQ/TW is not only a political requirement but is also becoming a driving force for the city's health sector to restructure, improve quality, and achieve sustainable development, befitting its role as the medical center of the Mekong Delta region.
