A delegation from the Central Committee and the Standing Committee of the Steering Committee for the project "Renewing the model of national development based on science and technology, innovation and digital transformation," led by the Head of the Central Committee's Policy and Strategy Department, Nguyen Thanh Nghi, worked with the Hanoi City Party Committee today.
The meeting was co-chaired by Hanoi Party Secretary Tran Duc Thang. Attendees included leaders from central ministries and agencies, leaders of the Hanoi People's Committee, and representatives from various departments and sectors.

Mr. Nguyen Thanh Nghi stated that the Central Policy and Strategy Committee has been assigned to lead and coordinate with relevant ministries, sectors, and agencies in developing the project "Renewing the national development model based on science, technology, innovation, and digital transformation" to be submitted to the 14th Central Committee of the Communist Party of Vietnam.
He emphasized that Hanoi is the national political and administrative center, as well as a major center for economy, culture, education, science and technology, and international integration. Therefore, surveying the practical development of the capital city is of great importance in the process of finalizing the project.
The delegation requested that Hanoi focus its discussions on key issues such as the city's new growth model; building Hanoi into a national and regional center for innovation, digital technology, and research and development; special and superior mechanisms for the capital city; a green, smart, and multi-centered urban governance model; and developing Hanoi's culture and people as endogenous resources and new growth drivers.
In particular, the delegation also paid attention to the difficulties, challenges, and major policy recommendations of Hanoi in the process of implementing new development directions.
Shift from growth based on capital and land to growth based on knowledge and technology.
Hanoi Party Secretary Tran Duc Thang stated that Hanoi has never had such favorable conditions as it does now to implement a strategic transformation of its development model.
According to him, Resolution No. 02 of the Politburo on building and developing Hanoi in the new era has established a long-term vision and development orientation. Meanwhile, the 2026 Law on the Capital City opens up a new institutional space, granting the city many unprecedented tools and specific powers.
Furthermore, the master plan for the capital city with a 100-year vision has shaped long-term development space according to a multi-polar, multi-centered urban cluster model, with the Red River as the central landscape axis and development based on regional linkages, economic corridors, and innovation spaces.

According to the Secretary of the Hanoi Party Committee, these three pillars form the foundation for the capital city to shift from a mindset of urban management to a mindset of creative development.
Based on that foundation, Hanoi is finalizing a plan to establish a new growth model based on the structure of "3 pillars, 5 driving forces, and 4 development spaces".
In this context, the city has identified three major shifts: shifting from growth based on capital, land, and labor to growth based on productivity, knowledge, technology, and innovation; shifting from primarily public investment to public investment that leads and activates social resources; and shifting from traditional industries to knowledge-based industries, high-value services, green economy, and circular economy.
"This is not just a shift in the economy, but also a shift in development thinking," the Hanoi Party Secretary emphasized.
He stated that Hanoi has been implementing many new models and approaches, which can be further tested before proposing them to the central government for consideration and wider adoption.
In addition to the recommendations already submitted to the Central Policy and Strategy Committee, the Hanoi City Party Committee proposes that the Central Committee pay attention to three major issues.
Firstly, we need to continue improving the national governance model towards stronger decentralization, full data collection, extensive digitalization, and clear accountability.
Secondly, it is necessary to build national-level legal frameworks for new areas that the 2026 Capital City Law has paved the way for, but which require national-level synchronization.
Thirdly, there needs to be a sufficiently strong mechanism to develop high-quality human resources in all fields, considering this as the most important strategic resource for national development in the coming period.
The Party Secretary affirmed that Hanoi will continue to uphold the spirit of innovation, action, discipline, and responsibility to realize the major policies of the Central Government, while also being ready to pilot new models in accordance with the spirit of the Capital City Law of 2026.
Hanoi is still facing many difficulties and challenges.
Concluding the working session, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi highly appreciated Hanoi's efforts and political determination in the process of reforming its development model based on science and technology, innovation, and digital transformation.
He acknowledged that Hanoi had promptly concretized the major policies of the Central Committee, especially Resolution No. 57 and Resolution No. 02 of the Politburo, and proactively built the institutional foundation for the new development phase.
The delegation also highly appreciated Hanoi's research into forming a new growth model, achieving positive initial results in the development of the digital economy, digital transformation, and innovation.
However, according to Mr. Nghi, Hanoi is still facing many difficulties and challenges that require further in-depth research in the process of finalizing the project.
These issues include clearly identifying the content of the new development model, the crucial role of institutions, data as a foundational infrastructure, developing science, technology and innovation markets, reforming governance models, ensuring harmony between rapid growth and sustainable development, and addressing issues of regional linkages and international integration.
The Steering Committee and the Editorial Team will continue to study and incorporate Hanoi's opinions and suggestions to finalize the proposal for submission to the Politburo and the Central Committee.
The Head of the Central Policy and Strategy Committee requested Hanoi to continue to closely coordinate with the Central Policy and Strategy Committee in providing practical information, implementation experience, and policy proposals to support the project development process.
