Bac Binh district has 18 communes and towns, and 18 ethnic groups live together, including 17 minority ethnic groups concentrated in 4 mountainous communes, 5 lowland communes, and 4 mixed villages.

Over the years, the People's Committee of Bac Binh District has directed the district's functional departments to coordinate with local authorities to focus on investing in the socio -economic development of ethnic minority areas. They have organized cultural and sports activities, and traditional festivals of ethnic groups, contributing to the preservation, conservation, and promotion of traditional cultural values. They have fostered a spirit of solidarity, self-reliance, and competitive labor in production, and built national unity. Agricultural production in ethnic minority areas has become increasingly stable, with farmers applying scientific and technological advancements to production and intensive farming, using new rice varieties and hybrid corn for high yields and quality. The total area for food crop production is approximately 13,737 hectares, with a total food production of over 43,046 tons, including 6,724 hectares of rice and 233 hectares of hybrid corn. The communes have implemented a restructuring of crop and livestock production towards commodity production, expanding the area of ​​rice, corn, cassava, sesame, and investing in cattle, goat, and sheep farming. Forest management units have contracted the protection of 27,003 hectares of forest to 679 ethnic minority households, with an average of 39.7 hectares of forest per household, aiming to create jobs and increase family income. Schools in the communes have been invested in and built to meet the requirements of teaching and learning. The total number of ethnic minority students attending school in the 2022-2023 school year was 11,446, including: 2,337 kindergarten students, 5,082 primary school students, 3,114 lower secondary school students, and 911 upper secondary school students. The grassroots health network in ethnic minority communes continues to be strengthened in terms of organizational structure, facilities, and equipment. 100% of communes have health stations, 5 out of 9 commune health stations have doctors, and all 9 communes meet national standards for healthcare. The rate of people participating in health insurance reached 62.46% (36,240 health insurance cards). At the same time, the communes have promoted the movement of national solidarity in building a cultured life, building new rural areas and civilized urban areas, and strengthening the dissemination of laws in ethnic minority areas. The District People's Committee has developed Plan No. 226 to preserve and develop the traditional pottery craft of the Cham people in Binh Duc village, Phan Hiep commune. During festivals, the local government has organized cultural and sports competitions to promote the distinctive cultural traditions of each ethnic group.

In addition, the district's functional departments have supported ethnic minority communities in accessing preferential credit loans and vocational training linked to job creation. Implementing infrastructure investment policies has contributed to the effective poverty reduction efforts in mountainous communes and ethnic minority areas. Currently, the number of poor households in ethnic minority areas is 783 households/3,182 people, accounting for 6.8%, and the number of near-poor households is 949 households/3,982 people, accounting for 8.24%. By the end of 2022, the total outstanding loan balance in ethnic minority areas was 230,067 million VND/1,927 households, creating favorable conditions for ethnic minority households to invest in production and livestock development, improving their family's living standards. The District People's Committee, in coordination with the Provincial Ethnic Affairs Committee, organized training courses to enhance knowledge and skills for 32 people and arranged study tours to Central provinces for 14 influential individuals from ethnic minority communities. The Provincial Mountainous Area Service Center provided advance investment to 145 ethnic minority households to cultivate 307.9 hectares of hybrid corn and wet rice, totaling approximately 3.11 billion VND.
