This requires the industry to have a comprehensive and accurate understanding of the issues and tasks that need to be addressed, with the goal of promoting Da Nang's cultural industry to develop to the level desired.
Identifying opportunities and challenges
Issued on May 8, 2025, Decision 1460 of the Da Nang City government clearly defined its investment and operational direction for the "Development of Cultural Industries in Da Nang City until 2030" project, a choice that aligns with the local socio-economic trends but also presents many difficulties and challenges.
In Decision 1460, the People's Committee of Da Nang City acknowledged the current state of development of several cultural industries in the locality, both in the past and in the future.
These include: cultural tourism , performing arts, film, television and radio, fine arts, photography and exhibitions, publishing, advertising, software and entertainment games, handicrafts, and design.
Overall, the current state of local cultural industries in recent years has been characterized by a lack of large-scale development, fragmented growth, insufficient linkages, and a lack of regular international cooperation.
The issue is that budget investment in these cultural industries is still inconsistent and does not meet the needs of society and the enjoyment of the people.
The trend towards social mobilization remains limited, resources are dispersed, and only a few key areas of activity are targeted, failing to encourage in-depth investment in areas with significant challenges.
The workforce in the cultural industries is limited in both quantity and professional quality, failing to meet the growing demands of the market.
Fundamentally, the policies for rewarding cultural and artistic professionals at all levels of management, planning, and development have not received sufficient attention, and there is a lack of breakthrough strategies to attract creative cultural and artistic human resources to work in the locality.
Da Nang has not even fully exploited its own talented human resources. Some areas of creative human resources in the cultural industry are misunderstood and have not received serious and adequate evaluation.
With that perspective in mind, the Da Nang Cultural Industry Development Project aims to be implemented more effectively to maximize the potential and opportunities in various aspects of the industry; while simultaneously overcoming limitations and challenges to develop cultural industries with a focus on key areas.
This implementation needs to ensure consistency and synchronization among sectors and stages in the value chain of cultural industries; aiming to enhance the role of culture, serving as both a goal and a driving force for the sustainable development of the city in the coming years.
Clarifying the four values
From that perspective, the cultural industry is identified as contributing to the development of Da Nang City with four major values.
Firstly, the cultural industry must be a driving force for economic growth, contributing to the growth of the gross domestic product, creating jobs and income in society, building unique cultural brands, improving competitiveness indicators, and participating in the export of cultural products.
Here, we can note the cultural value areas that have been successfully developed in Da Nang, such as cultural tourism, performing arts, and design, including architectural design, industrial product design, and digital technology…
However, many aspects of the cultural industry in Da Nang have not yet been properly appreciated for more effective promotion, including software, entertainment games, publishing, advertising, and handicrafts.
Even due to socio-psychological influences, the digital technology sector in software creation and entertainment video game production in Da Nang is still misunderstood and not truly appreciated or supported.
Secondly, there is the social contribution. The cultural industry is positioned to enhance spiritual life and access to culture, while maintaining and preserving traditional activities and organizations, and promoting integration and development with foreign, regional, and global cultural sectors; aiming to raise awareness and provide cultural education for the people.
One of Da Nang's outstanding achievements is its performing arts, demonstrated through large-scale programs such as the International Fireworks Festival, the Sea Culture Festival, the Vietnam-Japan and Vietnam-Korea Cultural Exchange Days, etc., gradually creating events of significant scale that attract the attention of both domestic and international audiences.
Thirdly, heritage preservation helps to clearly define the criteria and standards of existing heritage in daily life, while selecting directions and solutions to change the status of heritage, "transforming heritage into assets," and contributing more and more effectively to the flow of cultural values in life.
Da Nang is highly regarded for its heritage convergence, especially after its merger with Quang Nam province, resulting in a concentration of national and international cultural heritage sites. Over the years, the locality has successfully maintained and promoted these heritage values, particularly in terms of conservation and planning, ensuring that heritage standards and criteria remain relevant in contemporary life.
Fourthly, it serves as a bridge for international cooperation. Da Nang's cultural industry, with many concrete manifestations such as international exhibitions and the development of film festivals, has clearly demonstrated a sustainable vision, connecting more cultural values domestically and regionally.
Increasingly connecting with more high-quality, sophisticated investment forums and contexts, while simultaneously promoting integration and preserving traditions, further clarifies and enhances the conditions and opportunities for cooperation and attracting investment from external sources.
According to the Da Nang Department of Culture, Sports and Tourism, by clearly defining these four important values, the local cultural industry has clearly outlined its roadmap for development, thereby becoming increasingly stable with its investment orientation, exploiting internal resources, attracting external resources, and truly becoming a key economic sector, making a practical contribution to Da Nang's development journey.
