Over the years, with support from the Party and State's policies and funding from the National Target Program for socio -economic development in ethnic minority and mountainous areas, many highland villages in Tan Son district have been transformed, embracing a new era of prosperity and well-being.
Many years ago, Dong Son was a remote, isolated, and particularly disadvantaged commune in Tan Son district. The roads leading to the village were winding, rocky, and slippery during floods. Transportation was difficult, trade was underdeveloped, and the lives of the people were full of hardships, but that was the story of years gone by.
Now, inter-village and inter-commune roads are concreted, ensuring the transportation and trade needs of the people; social welfare facilities such as schools and community cultural centers are built in a modern style; people receive support for housing construction, preferential loans, vocational training, and technology transfer to improve production efficiency and develop sustainable agricultural and forestry production... Officials and people of Dong Son expressed their joy at benefiting from the State's investment policies under the National Target Program for socio-economic development of ethnic minority and mountainous areas in the period 2021-2030 (abbreviated as Program 1719).

Immediately after receiving directives from the district level regarding the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, the commune focused on issuing Decisions and Plans to guide the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025. It directed departments, agencies, and residential areas to strengthen information and communication efforts regarding the program's implementation plan to all organizations and individuals in the area through various forms such as the commune's radio station, monthly meetings, and residential area meetings to ensure people are informed. Commune leaders and specialized officials directly participated in meetings and implementation in residential areas.
In coordination with the Fatherland Front Committee and political and social organizations at the commune level, we will propagate and mobilize members to actively participate in the New Rural Development movement and the National Target Program for socio-economic development in ethnic minority and mountainous areas, ensuring effectiveness and relevance to the local situation. We will encourage people to join hands in building new rural areas, eliminating outdated customs and practices, and social evils.
At the same time, leveraging resources from national target programs, especially Program 1719, many contents, sub-projects, and projects under the program have been comprehensively implemented by the commune Party committee and government, effectively utilizing the internal resources of the people. Accordingly, in the period 2021-2025, Dong Son benefited from Project 1, Project 3, Project 4, Project 6, and Project 10 with a total investment of over 4 billion VND.
In developing sustainable agricultural and forestry production, leveraging the potential and strengths of different regions to produce goods along the value chain, under Project 3 of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, the Party Committee and government of Dong Son commune, Tan Son district, have effectively implemented the project for the people... In particular, Sub-project 1: Developing sustainable agricultural and forestry economy, linked with forest protection and increasing income for people. With a total contracted forest area of 293.3 hectares, nearly 150 million VND has been disbursed from 2022 to 2023.
The resolution of land shortages for housing, production land, and clean water under Project 1 has also been implemented. Accordingly, out of a total of 15 households, 12 out of 15 were completed in 2023, with 528 million VND disbursed and approved. 132 million VND was carried over to 2024. In 2024, the commune will continue to relocate 5 households to the Ban Lai resettlement area, while the remaining 3 households requiring land use right certificates have submitted applications to the District People's Committee for issuance of land use right certificates. Simultaneously, the commune will continue to support 3 households in building houses in the Xuan 2, Ben Than, and Xom Moi areas with a total of 132 million VND...
To date, the basic targets have been met on schedule and effectively, with 9 out of 13 targets exceeding 100% of the plan. Revenue collection in the area reached over 19 billion VND, achieving 146.062% of the annual plan; the planned reduction in the poverty rate for 2024 (4% reduction) reached 100% of the annual plan; the percentage of residential areas with access to clean and hygienic water reached 100%...
Comrade Ha Thanh Giap - Chairman of the People's Committee of the commune - enthusiastically shared: Through the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, the lives of local people have been gradually stabilized and their incomes increased. As a result, rural infrastructure and social security have been gradually ensured, and the percentage of poor and near-poor households has decreased over the years. People are enthusiastic and actively participate in production and labor, leading to positive changes in the rural landscape.
Ms. Ha Thi Duong's household in Mit 2 area received support for breeding goats, and it has initially yielded positive economic results.
In the coming period, to ensure the program is implemented effectively and synchronously, the commune will strengthen the inspection and evaluation of the program's effectiveness, ensuring transparency and democracy according to the principle of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" in the management and use of resources, in conjunction with the implementation of the grassroots democracy regulations... Through this, the material and spiritual lives of the people of Dong Son commune will be gradually improved.
