According to observations in many localities throughout the province, the process of compiling and posting voter lists has been implemented seriously, on time, and in accordance with the procedures stipulated in the Law on Election of National Assembly Deputies and People's Council Representatives. The posting is done publicly and transparently, ensuring the principle of "easy to see, easy to read, easy to check," creating the most favorable conditions for the people to monitor, compare information, and promptly report any errors.
In Hoang Giang commune, according to the commune's Election Committee report, the entire commune currently has 21,121 voters. The voter list has been fully compiled and publicly posted at 27 polling stations and the commune's People's Committee headquarters, ensuring compliance with the time, order, and procedures stipulated by law. Through on-site inspection, the posting at the polling stations was carried out strictly according to the principle of "easy to see, easy to read, easy to check." The posting locations were placed in prominent and convenient locations for the people to view. The list was clearly printed with all the necessary information, making it easy for voters to verify their personal information.
Hoang Ngoc Du, Secretary of the Party Committee and Chairman of the People's Council of Hoang Giang commune, said: "The work of compiling and posting the voter list is of special importance, as it directly ensures the rights and obligations of citizens in the election, contributing decisively to making the election democratic and in accordance with the law. He requested that the villages and polling stations continue to thoroughly review, promptly receive and resolve the people's requests; and at the same time proactively prepare all necessary conditions, ready for election day. Through this, the responsibility of the Party committee, government and related organizations will be further enhanced, ensuring that all preparation stages are carried out synchronously and meticulously."
In Van Du commune, 40 days before the election, the complete voter list was posted at all 28 polling stations. Simultaneously, it was also posted at the cultural centers of the 28 villages in the area, according to their respective polling stations. The posting was not only done on time but was also organized systematically and scientifically , making it easy to follow. In addition, the commune government intensified propaganda through the public address system and village/neighborhood meetings, encouraging residents to proactively check their information.
In Sam Son ward, which has a large and constantly changing population due to its tourism- related activities, the local authorities prioritize coordination between neighborhood committees and the police force in utilizing resident data. The voter registration process is conducted simultaneously using both paper and electronic data to minimize duplication and omissions. The lists are posted at neighborhood cultural centers and widely publicized so that residents can proactively check them. Changes in population are promptly updated and adjusted according to regulations, ensuring citizens' right to vote.
According to the Law on Election of National Assembly Deputies and People's Council Representatives, the voter list must be accurate, complete, and publicly posted for the people to check and supervise. In this spirit, the Central Government has directed localities to strictly implement the process of compiling, posting, and reviewing voter lists; strengthening inspection and supervision to prevent errors that could affect citizens' right to vote. In Thanh Hoa , the Provincial Party Standing Committee and the Provincial Election Committee have also issued numerous directives, requiring localities to focus intensely on preparation, including the task of compiling voter lists that are "accurate, complete, accurate, and timely."
"Accurate" means identifying the right target group, excluding ineligible individuals, and ensuring no eligible citizens are left out. "Complete" means covering all voters in the area, including temporary residents, new residents, and citizens who have just reached the eligible age. "Standard" means using consistent forms, providing accurate information, and adhering to legal regulations. "Timely" means promptly updating demographic changes and addressing voter requests before the deadline for finalizing the voter list.

The significance of ensuring these four criteria extends beyond administrative technical aspects. An accurate voter list is a prerequisite for a democratic, fair, and lawful election; it also strengthens the people's trust in the Party and the State.
However, the most important thing is meticulous attention to detail in every step. Because the population is constantly changing, errors can easily occur without close monitoring. Therefore, throughout the posting period, local authorities assign officials to be on duty, provide guidance, and receive feedback from voters. All adjustments are made within the proper authority and within the legally stipulated timeframe.
A principle strictly enforced throughout the province is that each citizen is only listed on one voter list at their place of permanent or temporary residence. This is a key factor in ensuring the fairness and equality of each ballot. Only when there are no duplicates or omissions can the value of each vote truly be respected.
The voter list affirms the right of every citizen to self-governance. Each name correctly and completely recorded on the list is a legitimate vote, representing the voice of the people in choosing worthy representatives. When the process of compiling and posting voter lists is carried out seriously, responsibly, and transparently, the people's trust is strengthened, creating an atmosphere of enthusiasm leading up to election day.
