
Provincial statistics leaders and investigators collect information on business households in Luong Van Tri ward.
After half a month of implementing the 2026 Economic Census in the province, initial results have been achieved. However, the implementation still faces some difficulties, including the reluctance of business households to provide information and concerns about the potential leakage of personal data.
Ms. VTT, a business owner in Dong Kinh ward, said: "Through the dissemination of information by relevant units, I learned about the 2026 Census. However, what worries me is how the information I provide will be used, and whether my personal information will be leaked, so I am very hesitant to provide information."
In addition to the aforementioned business households, surveys conducted by relevant units at several establishments revealed that business households were hesitant to provide information, especially personal information, when answering questionnaires. There were instances where investigators contacted the business owners multiple times but were unsuccessful. In other cases, investigators met with the business owners, but the information provided was often vague and incomplete.
Regarding the use and security of information collected, Ms. Le Thi Van Anh, Acting Head of the Provincial Statistics Office and Deputy Head of the Provincial Steering Committee for the 2026 Economic Census, stated: The statistics agency is committed to absolute confidentiality of information from participating units in the 2026 Economic Census in accordance with the law. All collected information will only be used for statistical purposes and will not be used for inspection, auditing, penalties, or tax calculation for businesses, cooperatives, and household businesses.
Information from each unit is strictly managed on the information technology system, with access control, encryption, and technical measures to ensure data security. Ms. Le Thi Van Anh affirmed.
Furthermore, the statistical agency only publishes aggregated data and absolutely does not disclose detailed information for each unit. In addition, investigators and those directly involved in the investigation process are thoroughly briefed and held accountable for maintaining confidentiality as stipulated by the Statistics Law.
Mr. Nguyen Tien Cuong, Director of Luong Van Tri Ward Post Office and enumerator for the 2026 Census: During this 2026 census, I was assigned to collect information from nearly 170 individuals. While directly conducting the census, I encountered several difficulties, including the reluctance and anxiety of some individuals about the use of their information. In some cases, I even tried to contact them several times but was unsuccessful.
"Given this situation, on the one hand, I followed the investigation plan and the training I received, and on the other hand, I coordinated with representatives from the villages to disseminate information about the purpose and significance of the general census, as well as the proper use of the information in accordance with regulations. This helped the surveyed individuals understand and cooperate in providing complete information as required. To date, I have collected information from 30 cases," Mr. Cuong added.
Similarly to the investigators in Luong Van Tri ward, by strengthening propaganda and training on the regulations, purposes, and significance of the 2026 Population and Housing Census, the individuals whose information was collected understood it better, thereby actively cooperating with the units implementing the 2026 Population and Housing Census in accordance with regulations.
Ms. Hoang Thi Tho, owner of a business in Luong Van Tri ward, said: "Initially, when we learned about the census, my family was quite worried about whether providing information would affect our business. However, after the enumerators came to collect information and explain the purpose, my family understood the purpose of the census better and cooperated in providing complete information."
According to provincial statistics, as of January 21, 2026, units had completed surveys of over 3,100 individual production and business establishments, reaching 10.54% of the total number of units requiring survey. Although initial results have been achieved, the time remaining for the 2026 Economic Census Phase 1 is limited, especially with the Lunar New Year holiday approaching. Therefore, in the coming period, the provincial statistics office will continue to coordinate with relevant agencies and units to effectively disseminate information; provide additional guidance (if needed) to surveyors, team leaders, and supervisors on professional procedures...
Besides the close attention and guidance, the prompt and responsible involvement of relevant levels and sectors, and the continued close coordination among participating units in the Economic Census, this has contributed to the successful completion of the 2026 Economic Census, ensuring progress, quality, and effective service to the overall socio -economic development of the region.
