Typhoon No. 8, with gusts reaching level 13, makes landfall in the East Sea.

At 10 PM, the strongest winds near the center of Typhoon No. 8 reached level 11 (103-117 km/h), with gusts up to level 13. The typhoon was moving northwest at a speed of approximately 20 km/h.

Forecasts indicate that by 10 PM on November 12th, Typhoon No. 8 will be located in the eastern part of the North East Sea, moving northwest at a speed of 15-20 km/h. The strongest winds near the center of the typhoon will be at level 9-10, with gusts up to level 12.

At approximately 10 PM on November 13th, the storm in the northern part of the South China Sea changed direction to west-northwest, moving at a speed of 10-15 km/h and gradually weakening in intensity. The strongest winds near the storm's center reached levels 8-9, with gusts up to level 11.

By 10 PM on November 14th, Typhoon No. 8, located in the northern part of the South China Sea, continued to move west-northwest at approximately 10 km per hour and gradually weakened into a tropical depression. The strongest winds near the center of the typhoon were at level 7, with gusts up to level 9.

Over the next 72 to 96 hours, the tropical depression will move in a west-southwest direction at approximately 5 km per hour, continuing to weaken in intensity.

In addition, regarding the forecast of heavy rainfall in central Vietnam, the meteorological agency stated that from the night of November 11th to the night of November 12th, Thua Thien Hue to Phu Yen will experience moderate to heavy rain, with localized areas experiencing very heavy rain and thunderstorms, with rainfall amounts ranging from 70-150mm, and some areas exceeding 250mm.

On November 12th, both day and night, the Central Highlands experienced moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms, with rainfall amounts ranging from 40-90mm, and in some places exceeding 180mm.

To proactively prevent and respond to storms, heavy rains, floods, flash floods, and landslides, the Thua Thien Hue Provincial Steering Committee for Disaster Prevention and Search and Rescue requests that units, localities, and owners of irrigation and hydropower reservoirs in the area closely monitor the developments of adverse weather in the coming days, as updated on the provincial and central information systems.

Local authorities and relevant agencies need to organize a review and prepare for the evacuation of people in areas at risk of deep flooding, flash floods, and landslides; prepare forces, vehicles, equipment, and essential supplies according to the "four on-the-spot" principle to be ready to respond to any situation.

Owners of irrigation and hydropower reservoirs must organize inspections and implement approved disaster response plans; proactively calculate reservoir operation to ensure safety; continue to monitor and strictly implement and operate the facilities according to approved procedures to ensure the safety of the facilities and downstream areas.

Local authorities and relevant agencies are reviewing traffic safety plans, especially in areas prone to disruption; proactively deploying personnel, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes.
