Omokeev Ulukbek (born in 1978, Kyrgyz nationality) – a wanted fugitive on Interpol's red notice and a key link in a drug trafficking ring that transported a massive quantity of narcotics – approximately 670 kg of heroin cleverly disguised as ordinary candies and jams. This ring was partially dismantled by local authorities, but Omokeev Ulukbek managed to evade capture through several countries before arriving in Vietnam. His escape route spanned from Kyrgyzstan through Turkey, Russia, Poland, Kazakhstan... and finally ended in Khanh Hoa province in January 2025 under the guise of an international tourist . However, in October 2025, Omokeev Ulukbek was discovered and arrested by the provincial police and subsequently deported back to Kyrgyzstan. This is just one of the typical achievements of the Provincial Police in 2025.

Over the past year, the Provincial Police force has regularly reviewed and assessed the crime situation along each route, area, and sector; strengthened professional skills, and proactively detected early signs of criminal activity and organized crime groups to prevent and stop it at its root. Social and professional crime prevention measures were implemented synchronously, linked with the widespread promotion of the "All People Protect National Security" movement. The Provincial Police launched many intensive campaigns to attack and suppress crime; organized hundreds of patrols, administrative inspections, and control operations in complex areas. Through these efforts, they dismantled many dangerous, organized crime gangs; arrested dozens of wanted individuals, including many who had been on the run for years, and even those on Interpol's international red notice, such as Omokeev Ulukbek. The Provincial Police received a commendation letter from the Ministry of Public Security .
Thanks to the decisive implementation of professional measures, serious and especially serious crimes have been effectively curbed, with many types of criminal offenses significantly reduced compared to 2024. Investigation work continues to show positive progress, strictly adhering to procedural rules and handling cases in accordance with the law. The rate of investigation and discovery of cases exceeded the assigned targets; no wrongful convictions occurred, and no crimes went unpunished, contributing to strengthening the people's trust.
In the field of drug prevention and control, many inter-provincial drug trafficking and transportation rings have been dismantled; many complex drug hotspots in urban and rural areas have been thoroughly eradicated. One of the particularly outstanding achievements was the dismantling of a large-scale illegal drug manufacturing facility in Bac Nha Trang ward in March 2025, carried out by the provincial police's operational unit in coordination with the Drug Crime Investigation Department (Ministry of Public Security) and other relevant units. Recognizing the outstanding achievements of the forces, on March 25th, Prime Minister Pham Minh Chinh sent a letter of commendation to the special task force.
The fight against corruption, economic crimes, and environmental crimes has also yielded outstanding results. Notable examples include the timely detection and handling of numerous violations in mineral exploitation, counterfeit goods, commercial fraud, environmental infringement, child abuse, theft, and robbery, contributing to significant improvements in maintaining social order.
The rate of investigation and resolution of social order cases exceeded the set target.
According to the Provincial Police report, the number of social order crimes decreased by 33.07% (equivalent to 471 cases) compared to 2024, exceeding the target set by the Ministry of Public Security by nearly seven times, leading the emulation cluster. Many types of crimes saw significant reductions, such as: theft (down 191 cases); snatching (down 11 cases); robbery (down 9 cases); fraud (down 91 cases); intentional infliction of injury (down 49 cases); and murder (down 6 cases). In addition, the rate of resolving crime reports, denunciations, and requests for prosecution reached 93.7%, exceeding the target set by the Ministry of Public Security by 3.7%. The rate of investigation and resolution of social order crimes reached 85.94% (819/953 cases), exceeding the target by 10.94%. Specifically, the rate of investigation and resolution of very serious and especially serious cases reached 90.08% (109/121 cases), exceeding the target by 0.8%. The rate of recovery of money and assets in corruption cases reached 82.5%, exceeding the target by more than 22%… This result reflects the close leadership of the Party Committee and the Provincial Police leadership, the proactive efforts of units and localities, and the high sense of responsibility of officers and soldiers.

The outstanding achievements mentioned above have contributed to strengthening the people's trust, creating a safe and stable environment for local socio-economic development, especially after the merger of provincial and commune-level administrative boundaries. In the coming time, the Provincial Police will continue to affirm its core role in maintaining security and order, protecting the peaceful lives of the people, and aiming to build a regular, elite, and modern force. According to the Provincial Police leadership, entering 2026, implementing the action slogan "Following Uncle Ho's teachings - Innovating thinking, improving knowledge - Regular, modern - For the Party, for the people" with the spirit of "Most disciplined - Most loyal - Closest to the people," the Provincial Police force will continuously strive, overcome all difficulties and challenges, excellently complete all assigned political tasks, and protect the peace for the people, thus deserving the trust and love of the Party Committee, the government, and the people of the province.
