'Support system' for the development of the collective economy.

QTO - Acting as a "support system" to promote the development of the collective economy, in recent times, along with the promulgation of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy, the Provincial Cooperative Union has set forth orientations and solutions to develop the collective economy in an efficient, sustainable, and adaptable manner in the new era.

Supporting production and business cooperatives.

The Thong Nhat Agricultural Production, Business and Service Cooperative in Truong Ninh commune was established in 1960. Over 66 years of development, the cooperative has consistently been a strong support for local farmers. The cooperative comprises 340 members and specializes in producing and supplying seeds, fertilizers, materials, and machinery and equipment for agricultural production. Currently, the cooperative cultivates 250 hectares of rice, harvesting over 3,000 tons of rice annually.

Mr. Nguyen Duy Vien, Chairman of the Board of Directors of Thong Nhat Agricultural Production, Business and Service Cooperative, has also been "steering" the Thong Nhat Cooperative for over 30 years.

Mr. Vien stated: “During its operation, the cooperative has always received attention and guidance from the local Party committee and government, as well as the support of the provincial Cooperative Union. In 2025, the provincial Cooperative Union organized training sessions to transfer advanced scientific and technical knowledge and apply digital transformation to production and business for cooperative members. Recently, the provincial Cooperative Union also organized training and guidance for cooperatives, including the Thong Nhat Agricultural Production, Business and Service Cooperative, on converting from a lump-sum tax model to a declaration-based model, helping the cooperative grasp the new process for implementation.”

As for Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative in Dong Trach commune, throughout its 10 years of operation, the cooperative has always considered the Provincial Cooperative Union as its second home, a "support system" that allows the cooperative to confidently develop.

Established in 2026 with a business model primarily focused on cultivating and producing various types of mushrooms, especially reishi mushrooms, the cooperative, with a capital loan of 800 million VND from the Cooperative Development Support Fund of the Provincial Cooperative Union, has "resolved the capital bottleneck," expanded production, and collaborated with local people to jointly cultivate mushrooms and process them into many valuable mushroom products. Currently, the cooperative has 14 products that have achieved OCOP certification, including 5 products with 4-star OCOP status and 9 products recognized as typical rural industrial products.

The cooperative has directly linked with 32 other cooperatives in the province, providing mushroom spawn and transferring mushroom cultivation techniques; at the same time, it guarantees product sales, creating jobs for nearly 500 local workers. In 2025, the cooperative was honored to receive the "Coop Star Awards" for outstanding cooperatives nationwide.

Mr. Nguyen Quoc Huong, Chairman of the Board of Directors of Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, shared: “To achieve the development we have today, we always appreciate the timely support of the Provincial Cooperative Union. Besides providing preferential loans, the Provincial Cooperative Union also disseminates the Party's guidelines and the State's policies and laws on the collective economy , especially the Cooperative Law; and provides training to improve the management capacity of cooperative officials. Particularly recently, the training courses on digital transformation and the application of AI in communication and sales have truly helped the cooperative adapt to the current market conditions.”

Mr. Nguyen Giang, Director of Gio Linh Organic Agricultural Products Cooperative, consistently affirms the supportive role of the Provincial Cooperative Union. Established in 2024, Gio Linh Organic Agricultural Products Cooperative specializes in the production and sale of organic ST25 rice. After one year of operation, the cooperative is currently implementing an organic rice-shrimp farming model, aiming for green and circular economic development.

Mr. Nguyen Giang said: “In the early days of its establishment, the cooperative received support from the Provincial Cooperative Union in terms of loans and trade promotion. Thanks to this, the "Gio My Delicious Rice" product was certified as an organic product and has been recognized as a 3-star OCOP product.”

Quang Tri currently has 898 cooperatives, including 207 new-style cooperatives engaged in production and business linked to value chains; 150 cooperatives have applied high technology in production and business. 94 cooperatives have products that meet OCOP standards, and these units play a core and leading role in implementing the "One Commune, One Product" program, contributing to the new rural development movement in the locality.

Ms. Dinh Thi Quynh Hoa, Chairwoman of the Provincial Cooperative Union, affirmed that in the new term 2025-2030, the important task of the Provincial Cooperative Union is to focus on two pillars: tourism and green agriculture, along with breakthroughs in science and technology and digital transformation, ensuring that 100% of cooperatives operate in accordance with the provisions of the 2023 Cooperative Law.

To achieve this, the Provincial Cooperative Union must strongly promote its core role in protecting the legitimate rights and interests of cooperatives and their members, fostering linkages between the collective economy and the private economy and other economic sectors. At the same time, the Provincial Cooperative Union should strengthen its advisory, support, training, and loan assistance services, and promote trade activities for cooperatives in the province.

And the prerequisite is to innovate thinking and action, shifting from the "cooperative supporting households" model to a "cooperative leading - competitive - cooperative cooperating along the value chain," linked with the application of high technology, digital transformation, green, organic, circular agriculture, and the development of tourism and services.
