On the morning of November 7th, Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, visited and worked with the Provincial Police Department on the results of implementing the Resolution of the Provincial Police Party Congress, term 2020-2025.

Attending the working session were members of the Provincial Party Standing Committee: Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Department; Mai Xuan Liem, Vice Chairman of the Provincial People's Committee; Tran Phu Ha, Director of the Provincial Police; leaders of provincial departments and agencies; and leaders of the Provincial Police and the police forces of districts, towns, and cities in the province.

The Provincial Police leadership presented a report on the results of implementing the Resolution of the Provincial Police Party Congress, term 2020-2025.

Since the beginning of the term, the Party Committee and the Board of Directors of the Provincial Public Security Department have proactively grasped the situation, effectively advising the Party Committee of the Central Public Security Department, the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the provincial steering committees on many important and strategic policies and solutions, as well as mechanisms and policies to lead and direct the entire political system and all strata of the people to effectively carry out the task of ensuring security and order; decisively implementing and successfully completing the goals, requirements, and tasks of maintaining socio-political stability and ensuring national security with the highest efficiency.

In addition, the Provincial Police Department has advised on and effectively implemented directives from the Party, State, Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and the Ministry of Public Security in ensuring security and order in the province and building the Thanh Hoa Police force, focusing on: Resolution No. 51 of the Politburo and the issuance of the Plan for implementing the Action Program to implement Resolution No. 30 on the National Security Strategy; Directive No. 21 of the Politburo on strengthening the Party's leadership over the work of ensuring national security, crime prevention, and drug prevention in the new situation; the Resolution on leading the implementation of tasks to ensure security and order in the province annually; and the Plan for implementing Project 06 on the development of applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030. Actively coordinate with the People's Army, the Procuratorate, and the People's Courts in protecting security and order, and in investigation, prosecution, and trial.

Simultaneously, actively coordinate with the Fatherland Front, all levels, sectors, and organizations to effectively implement joint resolutions and coordination regulations on ensuring security and order, in order to successfully fulfill the tasks of ensuring national security and social order, maintaining political stability, and effectively serving the province's socio-economic development and foreign relations.

In the work of protecting national security and ensuring social order and safety, the Provincial Police have firmly protected security on key routes, sectors, and areas, preventing any "sudden" or "unexpected" incidents and the formation of "hot spots".

Every year, the Provincial Police Department issues over 30 plans, implements 5 intensive campaigns to attack and suppress crime, and 10 specialized work programs on preventing and combating property theft, drug crimes, economic crimes, environmental crimes, "loan sharking" crimes, and high-tech crimes...

The work of building a nationwide movement to protect national security has been widely implemented, carried out regularly and continuously, in accordance with the requirements, tasks, and characteristics of each region, target group, and residential area, promoting the great role and strength of the people in participating in ensuring security and order.

Accordingly, the Provincial Police Department has advised on the development and management of 909 self-governing models for security and order, and 100 "Effective Public Relations" models, including 3 self-governing models for security and order and 1 effective public relations model that have been replicated nationwide. They have effectively implemented criterion 19.2 on ensuring rural security and order in the National Target Program for building new rural areas. Annually, the percentage of residential areas, communes, wards, towns, agencies, businesses, and educational institutions meeting the "Safe in terms of security and order" standard exceeds 85% (exceeding the resolution's target of 80%). They have advised on the implementation of the Law on Forces Participating in Protecting Security and Order at the grassroots level. They have effectively organized the "National Security Protection Day"; police conferences to listen to the opinions of the people and gather feedback on people's "satisfaction" with the police at all three levels.

In the work of Party building, force building, logistics, and technology, the Provincial Public Security Party Committee always focuses on innovating methods, improving capacity and leadership ability; promulgating and strictly implementing working regulations and Party principles; promoting the spirit of unity and democracy, maintaining discipline and order in activities according to the charter, regulations and functions and tasks.

In his directive speech, Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, acknowledged and commended the achievements of the Thanh Hoa Provincial Police force since the beginning of the term. He particularly praised the Thanh Hoa Provincial Police for their firm grasp of their assigned functions and duties in ensuring security and order in the province; and for their effective coordination with various departments, agencies, and organizations to maintain social order and safety, contributing to the province's socio-economic development.

The provincial police force has consistently improved its quality and combat readiness, maintaining peace and security for the people. Alongside this, they have effectively inspected major and key projects; handled complaints and denunciations well, preventing hotspots or complex situations, and ensuring no organized crime activities in the area. They have promptly investigated and solved cases, especially major drug-related cases. They have also effectively carried out national defense and security education.

Together with all levels and sectors, they have effectively carried out social welfare work and participated in disaster and disease prevention and control. As a result, the image of police officers serving the people shines brightly in social life.

Highlighting the unpredictable and complex developments in the world situation in the coming period, and in order for Thanh Hoa province to become a growth pole in the North of the country as stipulated in Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province until 2030, with a vision to 2045, the Provincial Party Secretary requested the Provincial Police force to effectively carry out the tasks of protecting national security, ensuring social order and safety, combating crime, and national defense; ensuring absolute safety at key locations and events of the province. They should also effectively address social issues, especially handling complaints and denunciations; and advise the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, as well as other Party committees and authorities at all levels on maintaining security and order, particularly before, during, and after the Party Congresses at all levels for the 2025-2030 term.

At the same time, we must strengthen the building of a streamlined, professional, elite, and modern Thanh Hoa Provincial Police force to meet the requirements of the new situation, worthy of the three words that General Secretary To Lam said when working with internal affairs agencies: "Solid - Sharp - Effective".
