At a time when the whole country is joyfully welcoming the Lunar New Year 2025 (Year of the Snake), and commemorating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), on the evening of January 28 (the 29th day of the 12th lunar month of the Year of the Dragon), General Secretary To Lam visited and extended New Year greetings to the Party Committee, government, and people of Hanoi. I still remember those days at the end of May 2024, when the streets of Vinh Quang town, Hoang Su Phi district, Ha Giang province were filled with colorful flags and flowers. People of ethnic minorities, dressed in their vibrant traditional costumes, attended the 4th Congress of Ethnic Minority Representatives of Hoang Su Phi District in 2024.

Ms. Vang Thi Khe Linh, a member of the Co Lao ethnic group from Tung San commune, Hoang Su Phi district, happily stated: "I am very honored and excited to attend the Congress of Ethnic Minority Representatives of the district. As a teacher working in a remote area, this is a great motivation for me to continue striving to bring literacy to the highland villages."

Thanks to the decisive involvement of all levels of government in effectively implementing ethnic policies, the lives of ethnic minority communities have improved significantly. The poverty rate decreased by 6% in 2024. All 24 communes and towns now have paved roads leading to their centers; 178 out of 199 villages and residential areas have roads accessible by motorized vehicles to their cultural centers and village centers; and the percentage of households with access to electricity has reached over 98%.

Similarly, for the people of the ethnic minorities in the mountainous district of Tủa Chùa, Điện Biên province, the District-level Congress of Ethnic Minorities is not only a celebration showcasing the solidarity of ethnic minorities but also opens a new phase of development by continuing to awaken national pride and the spirit of self-reliance and self-improvement among ethnic minority communities. From there, it leverages the strength of national unity to enable ethnic minorities to continue striving to successfully implement the Resolution of the Congress, realizing their aspiration to build a prosperous and developed country where the people enjoy a comfortable and happy life.

Similar to Hoang Su Phi district in Ha Giang province and Tua Chua district in Dien Bien province, by the end of July 2024, localities in ethnic minority and mountainous areas had solemnly organized the District-level Congress of Ethnic Minority Representatives. After completing the District-level Congress of Ethnic Minority Representatives, from August 2024, these localities organized the Provincial-level Congress of Ethnic Minority Representatives.

In Dak Lak, at the end of October 2024, the Congress of Ethnic Minority Representatives of Dak Lak province was successfully held. According to the report of the People's Committee of Dak Lak province, in implementing the Resolution of the 3rd Congress of Ethnic Minority Representatives, Dak Lak province has achieved many important results.

Thanks to funding from the National Target Program, infrastructure in ethnic minority areas has seen significant improvements. Specifically: 74.96% of commune roads have been asphalted or concreted; 65.97% of village and inter-village roads have been hardened. Dak Lak strives to increase the average per capita income in ethnic minority areas by 1.5 times by 2029; reduce the poverty rate among ethnic minorities by an average of 3-4% per year; and essentially eliminate poor districts and extremely difficult communes by 2030…

In Lang Son, the Provincial Congress of Ethnic Minorities will be held in early November 2024. With the theme "Ethnic groups in Lang Son province unite, innovate, create, leverage advantages and potential, integrate and develop sustainably," this is a rallying cry, expressing the determination of ethnic minority communities ahead of the Party Congresses at all levels for the 2025-2030 term.
