
Community digital technology teams provide guidance to residents at home.
A MODEL THAT FITS REALITY
One morning at the Guong village cultural center, dozens of farmers were engrossed in learning how to use their mobile phones. The trainees were mostly elderly farmers familiar with farming. The instructors were young commune officials and members of the village's community digital technology team. Amidst the laughter were amusing questions like: Where do I click? What's the password? Elderly people like Mr. Hoi, Mr. Phong, Mr. Thanh, Mrs. Phuong, and Mrs. Han were logging into an online learning portal for the first time, integrating their personal documents into the VNeID application. One elderly man smiled shyly and said to a young official: "I don't have a smartphone yet. How do I do it? You'll have to tell me."
The group of young civil servants directly guided the villagers on what they needed to do: Register and activate level 2 electronic identification; create a login account for the People's Education Digital Platform; choose a suitable course; practice immediately on their phones and sign to confirm completion. The instructors not only demonstrated the steps but also explained in detail how to change passwords and how to protect personal information online. For many villagers in Guong hamlet, digital technology is still very new; some learn it and then forget it, but they were not discouraged or reluctant to learn.
Lap Thach is a midland commune in Phu Tho province, where the people are mainly engaged in agriculture . For many residents, this is their first time "touching" digital technology in a systematic way. Some forgot their passwords, others were confused when using the software, but once they succeeded, everyone was excited.
According to Mr. Nguyen Huu Phong, Secretary of the Party Branch of Guong village, in the village, Party members study first, then the people. The Party branch and the community digital technology team announce the study schedule via loudspeakers and send messages through Zalo groups so that people know the study times. During the day, they study at the village cultural center, and in the evening, they go "door to door," studying in groups of households. On some days, the community digital technology team works until 10 PM, because that's when the whole family is finally together. This flexible organization suits the rhythm of rural life and is well received by the people.
The images captured on the commune officials' phones clearly reflect this atmosphere. Ms. Nguyen Thi Hong Nhung, Head of the Culture and Social Affairs Department of the commune, proudly showed hundreds of photos taken at the village cultural center and in people's homes in the evening. Under the electric lights, elderly men and women gathered around their phones, engaging in "digital literacy training." The digital literacy movement spread from village to village, reaching every home and every individual. These days, people in Lap Thach talk a lot about digital technology, digital skills, logging in, and social media accounts. In the minds of the farmers, it's something "very difficult, very new," but many elderly people want to learn so they "don't fall behind their children and grandchildren."
STEP BY STEP IN FORMING DIGITAL HABITS
According to Pham Thi Thu Huong, Chairwoman of the People's Committee of Lap Thach commune: The commune Party Committee has assigned targets to each unit and each village. To date, the commune has established 45 community digital technology teams in 45 villages and residential areas. Three core groups – the Department of Culture and Social Affairs, the Fatherland Front of the commune, and the commune police – have been assigned to implement the movement, with each group responsible for 15 villages, directly guiding people at the grassroots level.
The classes are not organized into large, long gatherings, but are divided into smaller groups based on residential clusters, neighborhood groups, or even held in people's homes. The learning content is very specific, including: installing and using VNeID; integrating personal documents; logging in and learning on the binhdanhocvuso.gov.vn platform; submitting applications online; cashless payments; identifying online scams, etc. During implementation, commune officials and community digital technology teams do not do the work for the people, but guide them so they can do it themselves. Those who cannot do it are given a second chance, and those who forget are reminded. This approach helps people overcome their fear and hesitation towards technology, gradually forming the habit of using digital platforms in their daily lives.
A highlight of Lap Thach is the synchronized approach and highly systematic organization. From the outset, the commune Party Committee identified the popularization of digital skills for officials, Party members, and the people as a crucial and urgent task that must be carried out effectively. Before guiding the people, all commune officials and civil servants are required to complete digital training courses to understand and set an example. The dissemination of digital skills is integrated into Party branch meetings, association meetings, village meetings, and events related to the National Digital Transformation Day.
After three months of implementation, digital technology in Lap Thach is no longer just a matter of paper. People are gradually using smartphones to look up information, submit administrative documents, track the results of procedures, and study on digital platforms. According to the commune's summary, 100% of officials and civil servants have basic digital knowledge and skills; all 45 villages have implemented the movement; and more than 80% of the people have received training and guidance in digital skills. Notably, more than 50% of people of working age have registered and studied on the binhdanhocvuso.gov.vn platform; the rate of people aged 14 and above being issued electronic identification has reached over 90%; and the rate of administrative documents processed online has reached over 98%.
The digital literacy movement in Lap Thach shows that digital technology can only truly reach the people when they are guided step-by-step, building methods that are easy to understand and remember.
