Recognizing the potential and strengths of the locality with its vast forest land resources, since 2019, Ms. Lo Thi Hoai, Party Secretary and Head of Dong Cam village, Hoanh Mo commune, boldly converted a portion of her family's cinnamon-growing hillside land into a comprehensive livestock farm. At that time, Ms. Hoai received active support from the local government through training courses and technical guidance. The farm's products have achieved good quality and stable sales.
Ms. Lo Thi Hoai shared: “Currently, my family's livestock pens consistently maintain over 1,000 poultry of various types and dozens of pigs for meat. Each year, after deducting expenses, we earn approximately 200-250 million VND, which is a stable and sustainable source of income for the family. Not only does it help improve the household economy , but the model also serves as a place for many people to visit and learn from, contributing to the spread of new production thinking in the locality.”
Alongside traditional models, the people of Binh Lieu are increasingly proactively seeking new development directions suitable to their actual conditions. With support and encouragement from the Party committee, the government, and the local Farmers' Association, the model of raising pink-cheeked bamboo rats by Mr. Hoang Duc Hai in Dong Cam village, Hoanh Mo commune, is a prime example.
Having previously failed with small-scale farming models due to the impact of disease, Mr. Hoang Duc Hai decided to change direction. With local support, he went to Son La province to learn about the model of raising bamboo rats – a rodent with high economic value. After more than a year of perseverance, from an initial 20 breeding pairs, he has expanded to about 100 animals. Mr. Hoang Duc Hai said: “Each breeding pair of bamboo rats sells for 4-4.5 million VND, and meat bamboo rats fetch 500-600,000 VND/kg. The first batch sold brought my family nearly 100 million VND, not including the next batch which is developing well and ready for sale. Thanks to being easy to raise, having low costs, and utilizing readily available food sources such as bamboo stalks, corn, potatoes, and cassava, the bamboo rat farming model is opening up a new and promising direction, attracting the attention of many households and potentially expanding in the future.”
Besides focusing on production development, Binh Lieu district has also identified investment in building and upgrading infrastructure, especially rural transportation, as a key factor in promoting sustainable socio-economic development, particularly in remote and disadvantaged areas. From 2020 to the present, the district has upgraded and completed over 250km of rural roads, ensuring connectivity to all villages and hamlets. Key routes such as National Highway 18C leading to the Luc Hon terraced rice fields, the Khe Lanh - Vo Ngai route, etc., are being implemented synchronously, contributing to a significant improvement in trade and goods transportation, serving tourism development and improving the lives of the people. As transportation infrastructure is gradually completed, prominent destinations such as the Luc Hon terraced rice fields, Khe Van waterfall, Cao Xiem peak (dubbed the "roof of Quang Ninh"), or the border patrol road covered in reeds have become attractive tourist destinations.
Alongside this, social welfare work is also being prioritized. Currently, 62 houses for poor and near-poor households are being urgently completed, providing decent homes and contributing to helping people in the highlands settle down and confidently develop their economy.
With synchronized solutions, the average per capita income of Binh Lieu district in 2024 reached over 75 million VND. This is an impressive growth rate, clearly reflecting the effectiveness of governance and the efforts of the local government and people. In 2025, the district aims to raise the average per capita income to 100 million VND/person/year.
Efficient production models, extended inter-village roads, and newly completed houses are clear evidence of the positive transformation of Binh Lieu today. From a mountainous district facing many difficulties, Binh Lieu is gradually rising strongly, effectively achieving sustainable development goals and improving the lives of its people.
