The Deputy Prime Minister noted that the development policy for the Van Don Economic Zone needs to be coordinated and thoroughly discussed with the localities proposing specific policies for the special economic zone. The railway system needs a detailed and systematic planning, with research into investment forms and investment efficiency to ensure the project maximizes its functionality when operational.
Regarding the implementation of a two-tiered local government system, Deputy Prime Minister Nguyen Hoa Binh instructed Quang Ninh to be a leading locality, using the satisfaction of the people and businesses as a benchmark for continued innovation. The province needs to focus on investing in digital infrastructure to better meet the needs of the people in resolving administrative procedures; and continue to improve social and economic governance capacity at the commune level.
