The draft includes adjustments to the pre-university training program, in terms of the number of subjects, duration, and training content.
Specifically, the draft Circular adds Informatics as a compulsory subject in the cultural knowledge enrichment program; allows students to choose whether or not to include English and Informatics; and increases the learning time for core subjects such as Mathematics (8 lessons/week) and Literature (7 lessons/week).
The draft Circular also strengthens the content on practical work, experiments, and technology applications, especially artificial intelligence (AI).
The program is designed to be flexible, with 70% of the content mandatory and 30% developed proactively by the school.

Accordingly, the pre-university cultural knowledge training program is built on the principle of inheriting and developing from the curriculum stipulated in Circular No. 32/2018/TT-BGDĐT, adopting international approaches, continuously innovating according to global trends, and closely linked to the training realities of pre-university schools. The content of the cultural knowledge training program for each subject incorporates national and international perspectives, meeting the requirements for cultural knowledge training for ethnic minority students.
Pre-university students receive supplementary education in three subjects based on the subject combination used for admission to the pre-university school (including Mathematics, Literature, English, History, Geography, Physics, Chemistry, Biology, Economics and Law Education, Informatics, and Technology), as well as English and Informatics.
The circular amends the regulations on constructing combinations of subjects for cultural knowledge enrichment, ensuring diversity and comprehensiveness to suit the many choices of ethnic minority students: subject combinations without English and Informatics; subject combinations with either English or Informatics; subject combinations with both English and Informatics.
For subject combinations that include both Mathematics and Literature, the time allocated for Mathematics is 8 lessons per week, and the time allocated for Literature is 7 lessons per week.
The university preparatory training program lasts one academic year, with 28 weeks of actual study. The remaining time is used for review sessions, final exams, and other activities.
According to the Ministry of Education and Training , the draft Circular, once issued, will promote proactive creativity in teaching and learning, positively impacting both teachers and students.
Accordingly, for teachers, the cultural knowledge training program requires instructors to have solid professional knowledge, actively innovate teaching methods, and diversify teaching methods to promote the proactive and creative participation of learners.
For students, the cultural knowledge enrichment program aims to consolidate and systematize knowledge acquired in secondary school, while also including advanced content and topics to meet the aspirations of students in preparing the knowledge, skills, abilities, and qualities needed to enter universities.
