The sector has basically digitized information to serve management work at all levels of education. The sector's data has been connected with the national database on population and insurance to exploit specialized data for management purposes.

For higher education, admissions in recent years have been conducted entirely online. To date, all educational institutions implementing admission plans have digitized their supporting documents. Based on this data, the Ministry has deployed numerous applications and will continue to deploy many more related applications in the future to facilitate digital transformation.

According to Mr. Hai, the general admissions support system is now quite complete for candidates. Candidates pay fees online and provide necessary data when applying for university admission. Every year, more than 700,000 candidates participate in university admissions with 3.5 million registered applications, all processed automatically by the system.

Mr. Hai informed that one of the tasks that the Ministry of Education and Training is preparing to implement in the near future is digital diplomas. The Ministry of Education and Training will implement digital diplomas, from high school diplomas to diplomas from various undergraduate and postgraduate training methods, while paper diplomas will still exist.

"The diploma is the output, but it will be linked to data related to the input and the training process. This is an important step to improve the management of the training chain from input to output, limiting issues of fake diplomas and negative aspects related to diplomas. When diplomas are digitized, there will no longer be fake diplomas," Mr. Hai said.

Another policy that is about to be implemented and will have a significant impact is digital academic transcripts. According to Mr. Hai, the Ministry of Education and Training has been piloting digital academic transcripts since 2024, and it is expected to be officially implemented in 2025. Currently, universities still use a combination of digital and paper academic transcripts for admissions.

Initially, schools used digital data for review, but successful candidates were required to present paper transcripts for verification. In the future, paper transcripts will be completely replaced by digital transcripts, which will have legal validity in all situations.
