When investing in the ITS system and traffic management center, it is necessary to comply with current standards and "Orientation scheme for investment and operation of intelligent traffic systems on highways" approved by the Ministry of Transport.
The equipment system must ensure modernity and apply advanced technology; Synchronous and effective connection between route traffic management centers and the national intelligent traffic system management center.
The route traffic management center can manage one or several adjacent expressway sections, with facilities to ensure functional forces coordinate management, operation and exploitation on the route. route according to the provisions of Decree 25/2023 and TCVN 10851:20154.
"The process of organizing and implementing construction investment needs to comply with legal procedures and regulations, ensure transparency, avoid waste, loss and negativity," the Ministry of Transport suggested.
In the Orientation Project for investment and operation of intelligent traffic systems on highways, the Ministry of Transport determined that the ITS system on highways needs to be planned, deployed, and managed synchronously and systematically. nationwide.
The roadmap for implementing the proposed model is suitable for Vietnam's conditions, compatible with ITS system standards in the world, ensuring the efficiency of highway operation, improving the management and operation capacity of the Transportation industry.
Accordingly, in the period 2023 - 2025, the Ministry of Transport will develop a national ITS system planning and national ITS architecture until 2030; Complete the system of legal documents for investment and exploitation of the ITS system and complete the system of standards used in investment and operation of the ITS system; Prepare and implement investment in ITS systems for expressway routes that have been and are being invested in.
At the same time, complete and unify the model of development stages of the non-stop toll collection system (ETC); Implement investment in a non-stop toll collection system on expressways (non-stop collection, no input barriers) to ensure compliance with conditions and synchronization throughout the expressway system.
