The Steering Committee was established by merging the Steering Committee for Digital Transformation, the Steering Committee for Administrative Reform, and the Task Force for the Implementation of Project 06 of the Ministry of Science and Technology . Accordingly, Minister Nguyen Manh Hung is the Head of the Steering Committee, Deputy Minister Pham Duc Long is the Standing Deputy Head, and Deputy Ministers Bui The Duy, Le Xuan Dinh, Hoang Minh, and Bui Hoang Phuong are the Deputy Heads. Leaders of relevant functional units under the Ministry are members of the Steering Committee.
Minister Nguyen Manh Hung is the Head of the Steering Committee.
According to the aforementioned Decision, the Steering Committee has the following tasks:
- Implementing the tasks of the Science , Technology, Innovation and Digital Transformation Subcommittee of the Government's Steering Committee on the Development of Science, Technology, Innovation, Digital Transformation and Project 06.
- Research and propose to the Minister directions and solutions to address issues in implementing policies, strategies, mechanisms, and breakthrough policies for the development of science, technology, innovation, and digital transformation, implementing Project 06, and administrative reform under the authority of the Ministry of Science and Technology to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of national science, technology, innovation, and digital transformation (Resolution 57).
- Provide input on strategies, programs, mechanisms, policies, schemes, and projects related to the development of science and technology, innovation, digital transformation, the implementation of Project 06, and administrative reform under the authority of the Ministry of Science and Technology.
- Assisting the Minister in directing, monitoring, urging, and inspecting the implementation of goals, tasks, and solutions for the development of science, technology, innovation, digital transformation, the implementation of Project 06, and administrative reform of agencies and units under the Ministry; coordinating the overall implementation of tasks under the authority of the Ministry of Science and Technology in the Government's Action Program to implement Resolution 57-NQ/TW.
- Review and assess the situation and results of implementing key tasks and solutions on the development of science, technology, innovation, digital transformation, the implementation of Project 06, and administrative reform under the authority of the Ministry of Science and Technology.
The National Digital Transformation Agency is the Standing Agency of the Steering Committee, responsible for submitting to the Head of the Steering Committee for promulgation the Action Plan and Working Regulations of the Steering Committee, and ensuring the necessary conditions for the operation of the Steering Committee.
Members of the Steering Committee work on a part-time basis and receive benefits in accordance with current regulations. If necessary, the Steering Committee may enlist the help of domestic and international consultants to carry out its assigned tasks.
This decision takes effect from the date of signing and replaces several previous documents of the Ministry of Science and Technology and the Ministry of Information and Communications regarding the establishment and consolidation of separate Steering Committees under the two Ministries.
