The Ministry of Interior responds to the proposal to resolve difficulties in naming districts and communes after mergers.

The Ministry of Interior has responded to petitions from voters in several localities, which requested further guidance regarding the naming of districts and communes after mergers.

Accordingly, Hanoi voters requested that the implementation of Resolution 35/2023 of the Standing Committee of the 15th National Assembly on the rearrangement of district and commune-level administrative units (mergers) in the 2023-2030 period be carried out cautiously and meticulously. This is especially true regarding personnel matters, the naming of new units (to be acceptable to the people and consistent with the local cultural traditions after the merger), and the management of public assets (including administrative buildings)... Specific guidance should be provided on the arrangement of positions for heads, deputy heads, and members of the People's Council committees when implementing the aforementioned administrative unit rearrangement.

In response to this, the Ministry of Interior stated that the process of developing and submitting to competent authorities the plan for continuing the merger of districts and communes in the 2023-2030 period had been thoroughly and carefully studied by the Ministry of Interior in coordination with relevant agencies and localities. Based on this, the Politburo issued Conclusion 48, the National Assembly Standing Committee issued Resolution 35, and the Government issued Resolution 117. Central ministries and agencies promptly issued comprehensive and synchronized guiding documents for implementation. This included a phased implementation in two stages (2023-2025 and 2026-2030). This aims to facilitate the implementation of the Party's major policy on merging districts and communes in the period 2023-2030 by central and local agencies. Regarding the naming of the merged units, the Ministry of Interior has specifically stipulated this in Resolution 35/2023. Accordingly, the naming and renaming of units formed after reorganization shall be carried out in accordance with the Law on Organization of Local Government and the Resolution of the Standing Committee of the National Assembly on the standards of administrative units and the classification of administrative units. Specifically, it must ensure national unity, be consistent with the historical, traditional, and cultural factors of the locality, and respect the opinions of the majority of voters. In the case of merging administrative units of the same level, it is encouraged to use one of the existing names of the administrative units before the merger to name the administrative unit formed after the reorganization. In response to further comments from voters in Da Nang City regarding the naming issue, the Ministry of Interior stated that it had sent a document to the People's Committees of provinces and cities outlining several points to consider when developing and submitting proposals for the merger of districts and communes in the 2023-2025 period. This document emphasized that naming the merged districts and communes is a particularly important task, involving historical, traditional, cultural, religious, and belief factors associated with the spiritual values, pride, and self-respect of the ethnic communities and residents in the merged areas. Therefore, localities need to conduct thorough, careful, and reasonable research, ensuring consensus and unity among the people in the area. In cases of merging units of the same level, it is encouraged to use one of the existing names of the units before the merger to name the newly formed unit.

Guidelines have been issued regarding the handling of severance pay and policies for redundant staff.

Regarding the arrangement and streamlining of the organizational structure and the resolution of redundancy issues for cadres, civil servants, public employees, and workers in units undergoing restructuring, the Ministry of Interior has specifically stipulated this in Resolution 35. This is accompanied by a document from the Central Organization Committee guiding the implementation of organizational restructuring, cadres, civil servants, and public employees of Party agencies, the Fatherland Front, and political and social organizations in localities undergoing district and commune mergers during the 2023-2030 period. Furthermore, Document 4099/2023 from the Ministry of Interior provides guidance on the arrangement and streamlining of the organizational structure, the implementation of policies for cadres, civil servants, public employees, and workers, and the recognition of safe zones, safe zone communes, island communes, and units awarded the title of Hero of the People's Armed Forces when implementing district and commune mergers during the 2023-2030 period. Regarding the arrangement and handling of headquarters and assets... Regarding surplus personnel after the merger, the Ministry of Interior informed that this has been specifically regulated in Resolution 35 and the documents of the Ministry of Finance guiding the implementation of district and commune mergers in the period 2023 - 2030.
