The Ministry of Construction has just issued Decision No. 744/QD-BXD dated May 18, 2026, on the publication of data and guidance on connecting, exploiting, and using vehicle registration data to replace paper documents in resolving administrative procedures, effective immediately after issuance.

Accordingly, the Decision announces the publication of data and provides guidance on connecting to, exploiting, and using data in the vehicle registration database to replace paper documents in handling administrative procedures.

The replacement documents include: Certificate of technical safety and environmental protection inspection for motor vehicles; Certificate of registration for seagoing vessels; Certificate of technical safety and environmental protection for inland waterway vessels; Certificate of technical safety and environmental protection inspection for specialized motor vehicles.

Therefore, from now on, vehicle owners no longer need to submit copies or present the original inspection certificate/book. Instead, they can use the vehicle registration certificate integrated into the VNeID application when undergoing vehicle inspection or other related procedures. Through digital data lookup, the time required to process administrative procedures will be significantly shortened.

The Ministry of Construction has requested ministries, ministerial-level agencies, and People's Committees of provinces and cities to review and restructure administrative procedures within their respective sectors and fields of management. Accordingly, administrative procedures under the authority of provincial and commune-level People's Committees will utilize data from the Vehicle Registration Database to replace paper documents in the application process.

Previously, starting from March 1st, all vehicle inspection centers nationwide began issuing electronic certificates of technical safety and environmental protection inspection. If vehicle owners require a paper copy, the inspection center will print it directly from the management software (without using paper forms) and stamp it for confirmation before issuing it to the owner.

Furthermore, according to Decree 89/2026 recently issued by the Government , effective from January 1, 2027, cars will no longer be required to have inspection stickers affixed to the windshield. Vehicle management will be carried out entirely through electronic data, combined with AI camera systems and digital platforms.

According to a representative of the Vietnam Register, from March 2026, the vehicle inspection sector has implemented the issuance of electronic certificates of technical safety and environmental protection inspection instead of paper copies. This is further specified in Decree 89/2026 on the conditions for conducting inspection services, recently issued by the Government.

According to the Vehicle Registration Department, when a vehicle's inspection certificate is about to expire, the owner will be notified directly via phone so they can proactively bring their vehicle in for inspection. Law enforcement officers conducting roadside checks will no longer rely on stickers as before, but will instead look up information through a connected data system, combined with AI cameras, to determine the vehicle's inspection status.

The vehicle registration authority will also share data with relevant agencies to assist in the management and monitoring of vehicles.

The removal of the sticker is considered to reduce printing costs for vehicle inspection centers, while also limiting the peeling, damage, or counterfeiting of the stickers. Inspections will also be more efficient by shifting to digital data, instead of relying on stickers on the vehicle's windshield.
