Abolish junior high school graduation rankings.

Starting next school year, students who complete the lower secondary school program will be awarded a diploma, but it will no longer indicate grades such as excellent, good, or average as before.

The Ministry of Education and Training today announced Circular 31/2023 on the recognition of junior high school graduation. Accordingly, students will be awarded a graduation certificate upon completing the 9th grade curriculum and not missing more than 45 classes per year. The graduation certificate will also no longer include classifications such as excellent, good, or average as in the old regulations (2006).

The circular takes effect from February 15th and applies to students graduating from junior high school in the 2024-2025 school year.

One new feature compared to before is the increase in the number of graduation assessments per year. The Provincial/City Department of Education and Training will decide the number of graduation assessments in the locality, but not more than twice a year. The first assessment must be conducted immediately after the end of the school year, and the second assessment (if any) must be completed before the start of the new school year.

The process for considering junior high school graduation is as follows: The Head of the Department of Education and Training establishes a Graduation Recognition Council for each school, comprising the school's management board, heads of subject departments, homeroom teachers of grade 9, and a representative of the Ho Chi Minh Communist Youth Union Secretary or the Head of the Young Pioneers Organization.

The council must have at least 7 members, and the number must be odd. The council will review students' records, compile a list of those eligible to graduate from junior high school, and approve it. Based on this list, the Department will issue a decision recognizing junior high school graduation and awarding diplomas to the students.

Currently, graduating from lower secondary school is a mandatory requirement for students to take the entrance exam for 10th grade in upper secondary school. According to many teachers, provinces and cities select students for public 10th grade based on exam scores or academic transcripts, so the ranking recorded on the lower secondary school graduation certificate is unnecessary.
