
By the end of the second quarter of 2026, Hanoi's health sector had made significant progress in managing standardized electronic health records for nearly 99% of the population.
To achieve this impressive rate, the sector continuously updates core data including: Citizen ID cards, health insurance, household registration, medical history, vaccination records, etc. Simultaneously, this data is directly linked to the National Population Database, strictly ensuring the principle that the data must be "accurate - complete - clean - and relevant".
In addition, the plan for free periodic health check-ups for citizens has been actively implemented, synchronizing health check-up data with electronic health records and electronic health books on the VNeID application, effectively serving the management of public health.
Another notable highlight in the capital's digital healthcare infrastructure is the simultaneous implementation of real-time data exchange for medical examinations and treatments at 100% of public hospitals, gradually forming a shared healthcare data repository for the city.
The implementation of electronic medical records has also shown many positive signs: 100% of public hospitals have implemented electronic medical records; 68% of private hospitals have begun the implementation process.
Currently, units are continuing to refine the HIS-LIS-PACS system, applying digital signatures and comprehensive data interoperability, aiming to completely replace paper medical records according to the Ministry of Health 's roadmap.
Not content with current achievements, the Hanoi Department of Health has developed a Digital Transformation Plan for the Hanoi Health Sector by 2030. This plan focuses on implementing component programs and projects that incorporate high-tech trends such as: Telehealth, artificial intelligence (AI), the Internet of Things (IoT), and a Smart Healthcare Operations Center (Health IOC).
In fact, many new technologies have been and are being integrated into the daily healthcare lives of Hanoi residents. Cashless payments are being promoted at healthcare facilities; online appointment registration, electronic prescriptions, digital signatures, and the use of licensed software are being expanded, ensuring maximum information security in accordance with regulations.
