In particular, Yen Dung district is also planning to build smart new rural communes and a roadmap for developing model new rural villages, of which 32 villages have already met the standards. This is part of an overall effort to not only maintain but also improve the quality of life for rural people, with specific targets such as reducing the poverty rate to 1.6%, raising the average per capita income to 64-65 million VND/year, and ensuring 99.4% of the population has health insurance cards. At the same time, the rate of rural population using hygienic water reaches 100%, and the rate of using clean water reaches 80.1%.

To achieve its set goals, Yen Dung has implemented a series of comprehensive solutions, ranging from economic development to improving infrastructure and cultural life. The district's focus in 2024 is to strengthen the promotion of the "Yen Dung joins hands to build new rural areas" movement and the "All people unite to build new rural areas and civilized urban areas" campaign. The district has been effectively promoting movements involving land donation, financial contributions, and labor contributions to build infrastructure, especially public works serving the community.

Developing socio-economic infrastructure in rural areas is one of the key factors determining the success of the New Rural Development Program. Yen Dung District is aiming to build a modern, synchronized infrastructure system that effectively connects rural and urban areas. Priority items include transportation systems, schools, health stations, and clean water supply facilities. These improvements not only help enhance the quality of life for the people but also create favorable conditions for production and trade.

Furthermore, the district is focusing on developing large-scale, concentrated commodity production areas and encouraging the application of mechanization in agriculture. This is an important step that helps increase production efficiency, minimize manual labor, and create conditions for the development of production models linked along the value chain. In particular, Yen Dung emphasizes clean, organic agriculture and the application of high technology to increase product value, ensure quality standards, and enable traceability.

The OCOP (One Commune One Product) program has also been actively implemented by the district to develop key agricultural products. Reporting on the implementation of national target programs in Yen Dung district, Mr. Nguyen Van Thuong, Vice Chairman of Yen Dung district, stated that in recent times, the district has focused on directing and creating all resources to promote agricultural production development and effectively implement the OCOP program, thereby contributing to fulfilling criteria related to income, poverty reduction, and production organization.

Advanced, modern agricultural production models are being developed and supported in terms of branding, packaging, labels, and collective trademarks. Registering production area codes and applying standardized technical procedures are essential to enhance the value of potential local products.

Alongside the construction of new rural areas, Yen Dung also implemented many policies to support businesses investing in agriculture, especially high-tech agriculture. This policy not only encourages the participation of large enterprises but also creates conditions for agricultural cooperatives to develop sustainably, helping people access capital, new technologies, and a large consumer market.

Yen Dung district is focusing on developing high-tech agricultural production models, especially in areas such as crop cultivation, livestock farming, and agricultural product processing. Promoting a circular economy, applying digital technology, and standardizing production processes will contribute to the sustainable development of agriculture in the locality.

Building a cultural life is one of the important contents in the New Rural Development program of Yen Dung district. The movement "All people unite to build a cultural life" has been promoted, with the focus on building culturally advanced families, villages, and hamlets, and communes that meet the standards of a New Rural Development cultural commune. This is not only a way to create a civilized and healthy living environment, but also a foundation to promote unity and cohesion within the community.

In addition, the district also focuses on environmental protection, waste management, and raising public awareness of maintaining public hygiene. These are important factors in creating a healthy living environment, contributing to improving the quality of life for people in rural areas.

To implement the New Rural Development program, Yen Dung district has planned the allocation of necessary development investment capital and resources. In 2024, the district was allocated a total of 12,500 million VND for New Rural Development investment, including 8,800 million VND from the central government budget and 3,700 million VND from the provincial budget. In addition, the district also adjusted the capital plan to optimize investment efficiency for communes not included in the model New Rural Development program.

Despite relatively sufficient allocated funds, Yen Dung district still faces some difficulties in mobilizing social resources for large-scale projects. To address this issue, the district has called for the participation of businesses, organizations, and individuals in contributing to the New Rural Development program. At the same time, the effective management and use of funds are also emphasized to ensure that all resources are allocated for the right purposes and yield the highest possible results.

In the first six months of 2024, Yen Dung district completed 65% of its planned targets, a positive result demonstrating the determination of the entire political system and the people. However, many challenges remain, requiring the district to continue maintaining its development pace and overcome difficulties in mobilizing resources, especially socialized capital.

In the coming period, Yen Dung will continue to focus on improving infrastructure, developing a sustainable rural economy, and enhancing the quality of cultural life and the environment. At the same time, the district will continue to review and adjust the criteria for New Rural Development to suit the actual situation, aiming for comprehensive and sustainable development.
