In implementing the resolutions, conclusions, and directives of the Central Committee, the Politburo , and the Secretariat, the Government has recently issued decisive directives and actions to remove difficulties and obstacles, and resolve bottlenecks that cause waste of resources in the economy; as well as promulgating specific mechanisms and policies to resolve obstacles related to land projects and inspection conclusions in some provinces and cities.
In 2024, the government reviewed and addressed difficulties and obstacles related to institutions and mechanisms; resolving bottlenecks that cause waste of resources in the economy . In particular, it resolved difficulties and obstacles related to projects, land, and renewable energy; strengthened management and improved the efficiency of land and housing use in state-owned enterprises; mandated the transfer of four weak commercial banks; and decisively dealt with all 12 previously loss-making and inefficient projects in the industry and trade sector. The selected issues for resolution have contributed to preventing waste and have initially achieved positive results.
At the meeting, ministries, departments, and localities presented summaries of the results of waste prevention efforts in various fields over the past period. These reports highlighted the issue of land waste, noting that thousands of projects involving tens of thousands of hectares of land are currently being wasted nationwide.
In addition, the report details the status of public and non-budgetary investment projects being implemented nationwide, with over 1,000 projects currently facing obstacles. It also proposes solutions to decisively combat waste and resolve issues related to these problematic projects.
Speaking at the session, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested the Government to widely disseminate Resolution 170 of the National Assembly soon to create conditions for the locality to definitively resolve outstanding projects. He also proposed that the Ministry of Agriculture and Environment support Quang Nam in digitizing land data, striving to basically complete the process by June 2025.
Furthermore, Quang Nam proposed that the Government allow the locality to pilot an automated public administration model to improve management efficiency and reduce waste. It also requested that the Government accelerate digital transformation in the fight against corruption and waste to enhance transparency and the effectiveness of state management.
Concluding the meeting, Prime Minister Pham Minh Chinh requested the strengthening of the Steering Committee for Waste Prevention and Control and the issuance of a directive to guide its implementation. Emphasizing the involvement of the entire political system, the Prime Minister requested leaders at all levels to seriously implement the directives of General Secretary To Lam, effectively carry out the resolutions and directives of the Government, accelerate project progress, and avoid waste.
The relevant units need to review and compile a complete list of underutilized projects, enhance leadership accountability, and contribute to transparent and sustainable economic development. The meeting agreed on solutions to effectively utilize resources and promote sustainable socio-economic development.
The Steering Committee for Waste Prevention and Control was established on December 17, 2024, by Decision 1579 of the Prime Minister. This is an inter-agency coordinating organization whose function is to assist the Prime Minister in researching, directing, and coordinating the resolution of important inter-sectoral issues related to waste prevention and control, the Government's overall program on practicing thrift and combating waste, and implementing other important tasks and solutions in preventing the waste of economic resources.
The Steering Committee for the Prevention of Waste is chaired by Prime Minister Pham Minh Chinh, with the Ministry of Finance serving as the permanent secretariat.
