The People's Committee of Ta An Khuong commune held a meeting to review and develop a detailed plan to reorganize the current 25 hamlets into 12.
- Alongside the development of the boundary plan, public opinion is very interested in personnel matters. How has the Department of Internal Affairs advised and assessed the support policies for those who are redundant?
Mr. Nguyen Minh Nhut: This is a core issue to ensure stability at the grassroots level. Following the directives of the Provincial Party Standing Committee and the Provincial People's Committee, the Department of Internal Affairs is actively coordinating with departments, agencies, and localities to review and consolidate the team of part-time officials in newly established hamlets and neighborhoods.
For employees who become redundant due to organizational restructuring, we focus on promptly and properly addressing their entitlements and policies to ensure their legitimate rights are protected.
Specifically, redundant non-professional staff will retire immediately upon receiving the restructuring decision from the competent authority and will receive all benefits of the downsizing policies as stipulated in Government Decree 154/2025/ND-CP. Resolving the policy in a fair and reasonable manner will be key to achieving consensus.
1,936 part-time workers will continue to be assigned and strengthened in the new hamlets and neighborhoods.
- In order for the new system to operate effectively immediately after the reorganization, how is the process of establishing standards for the three key positions at the hamlet/neighborhood level currently being implemented, sir?
Mr. Nguyen Minh Nhut: Regarding the standards for the three positions at the hamlet/neighborhood level, namely: Party Branch Secretary, Hamlet/Neighborhood Head, and Head of the Fatherland Front Committee, the Provincial Party Standing Committee has directed the Provincial Party Organization Committee to preside over a conference with communes and wards to discuss and approve the proposed framework of standards. After this step, the Provincial Party Organization Committee will report to the Provincial Party Standing Committee and the Provincial Party Standing Committee before officially issuing the standards, providing a legal basis for the placement of cadres as soon as the new apparatus comes into operation.
According to Resolution 08-NQ/TU dated December 29, 2025, of the Provincial Party Committee, Ca Mau consistently implements the policy: the Party Branch Secretary also serves as the Head of the hamlet or neighborhood. Only in exceptional cases where the conditions are not met will the Party Branch Secretary also be appointed as the Head of the Fatherland Front Committee.
In the long term, to improve the quality of operations, Ca Mau strives to ensure that by 2030, 100% of hamlet and neighborhood Party branch secretaries will have a university degree, a secondary-level political theory certificate, and be proficient in applying information technology to their daily work.

Overall plan for reorganizing hamlets and neighborhoods in Ca Mau: - Reduced from 1,393 hamlets/villages to 830 hamlets/villages ( a reduction of 563 units , equivalent to a 40.4% streamlining). - 1,936 part-time personnel have been assigned and reorganized in the new hamlets and neighborhoods. - 121 part-time community-level officials were reassigned and transferred to new hamlets and neighborhoods. - The downsizing policy was implemented for 1,567 people in accordance with regulations. |
