This approach aims to promote the pioneering and voluntary role of youth union members, young people, and women's association members in disseminating information and implementing the tasks of Project 06 (Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, looking to 2030"), contributing to achieving the targets and tasks assigned by the Provincial Police and the City People's Committee regarding the implementation of Project 06 on developing population data, identification and electronic authentication to serve national digital transformation.

The plan sets targets for 100% of eligible citizens in the area to be issued chip-embedded citizen identification cards and electronic identification accounts; a minimum of 20% of crime reports and denunciations are reported through the electronic identification software (aiming for 100% in pilot models); an increase in the rate of online public service applications; and the maximum utilization of the benefits of chip-embedded citizen identification cards and the VNeID application, contributing to socio-economic development and effectively implementing digital transformation.
Lieutenant Colonel Huynh Lac Vinh, Deputy Chief of the Ca Mau City Police, informed that the model selected Ward 2, Ward 9, and Hoa Tan commune as pilot areas for implementation, and will then be expanded to other areas.
The model focuses on specific objectives such as: striving to issue 100% of eligible citizens' identity cards in the city before May 30, 2023; striving to issue 100% of eligible citizens' electronic identification cards in the city before June 15, 2023; increasing the rate of online public service implementation and using citizen identity cards for medical examinations and treatment under health insurance...
Captain Le Van Da, Secretary of the Youth Union of the Ca Mau City Police, said: “The Youth Union and the Women's Union of the City Police have established a task force to implement the model, assigning 10 officers to directly oversee the area. The team regularly coordinates with local forces, working day and night to issue citizen identification cards; and to disseminate information and guide people in installing and using digital transformation software. To date, they have completed issuing citizen identification cards to 100% of eligible citizens in the city, and installed electronic identification for nearly 80% of people in the designated areas including Ward 2, Ward 9, and Hoa Tan commune. The task is extremely challenging, so in the coming time, the members of the task force need to be highly determined and maximize the pioneering and volunteer spirit of the youth to successfully complete the assigned tasks.”
To ensure the model's effectiveness, the Youth Union and Women's Union of the City Police will coordinate with local forces and community digital technology teams to focus their efforts on residential areas , markets, schools, and community cultural centers. Simultaneously, they will conduct direct outreach to individual households and actively disseminate information through social media platforms such as Zalo and Facebook. The model will be implemented until December 14, 2023.
