New approaches to improve rural livelihoods.

The project “Improving Livelihoods for Poor Communities, Continuing,” phase 2023-2026, funded by Bread for the World, has yielded tangible results in the communes of Cam Giang, Phu Thong, and Phong Quang.

Phiêng Kham village (Cẩm Giàng commune) is one of the exemplary villages in the implementation of the Project. Previously, the roads leading to the production area were narrow and muddy, making the transportation of agricultural products difficult. After discussion and selection, the people unanimously agreed to build concrete roads within the fields. The completed project allows motorbikes and agricultural vehicles to travel conveniently, reducing labor and saving transportation costs.

Along with infrastructure development, villagers also participate in a farmers' interest group, cultivating cucumbers using seeds and technical support provided by the Project. The lush green cucumber beds have yielded twice the income compared to traditional corn and rice crops.

Ms. Nguyen Thi Tham, Head of Phieng Kham village: We were involved from the selection of projects and models to the monitoring of implementation. Everyone understood their responsibilities and rights, so we were more in agreement and united. The economy has gradually improved, and living standards have clearly been raised.

Not only in Phiêng Kham, but many other villages have also seen positive changes, such as the completion of the concrete road in Lủng Chang village, facilitating the easy transportation of goods; and the embankment to prevent landslides in Nà Lốc village, protecting agricultural land from natural disasters. In Phong Quang commune, the repair and construction of water reservoirs have helped ensure irrigation water supply and improve crop yields.

Besides infrastructure, established farmer interest groups have implemented many suitable livelihood models such as developing organic tea farming; growing peanuts without chemicals; Dao women reviving the traditional brocade embroidery craft… All models contribute to improving income, preserving traditional culture, and promoting community cohesion.

After more than two years of implementation, the Project has supported 36 infrastructure sub-projects and 24 production models, with the participation of 22 villages in 3 communes: Phong Quang, Cam Giang, and Phu Thong, involving nearly 200 households that are members of farmer interest groups, including 146 women and 31 poor and near-poor households...

The project "Improving Livelihoods for Poor Communities, Continuing" not only brings about solid infrastructure and effective production models, but also creates a transformation in the mindset and practices of the communities.

The community management approach has been maximized in effectiveness, emphasizing democracy, transparency, cost-effectiveness, and cohesion; and has been consistently applied throughout, ensuring that the people know, discuss, participate, monitor, and benefit. People directly participate from the selection of projects, planning, construction, to supervision and evaluation. As a result, investment projects are closely aligned with actual needs, saving costs, and enhancing transparency and efficiency.

Mr. Pham Xuan Hai, representative of the Bread for the World organization, said: "Besides its economic value, the project also creates positive impacts in the community, such as strengthening solidarity, improving people's management capacity, and forming model examples of participatory community development. This is also an important prerequisite for replicating the community management approach to other localities, contributing to promoting sustainable new rural development."
