According to the Department of Internal Affairs, in the first five months of 2026, administrative reform, digital transformation, and the implementation of Project 06 in the province were carried out synchronously and decisively, achieving many comprehensive results. Administrative procedure reform and modernization of the administration have seen substantial progress: 100% of agencies have completed digital infrastructure connection; the rate of timely and early processing of applications reached a very high level (99.2%). The index of service to citizens and businesses achieved impressive results (over 95 points, ranking 17th out of 34 nationwide).
Breakthroughs in improving the investment environment and digitizing processes have strongly impacted the socio -economic development landscape, fueling a surge in business development and attracting investment compared to the same period last year. In addition, the smooth operation of the two-tiered local government model and Project 06 has helped enhance professionalism, streamline interconnected processes, and minimize administrative costs for individuals and organizations.
Many administrative procedure reform models facilitate citizens, such as charging zero fees for administrative procedures under the authority of provincial-level People's Councils; integrating and verifying digital primary school records; agencies and businesses accepting the use of electronic criminal record certificates issued via VNeID; and departments, sectors, and businesses modifying operational procedures to eliminate the need for citizens to present paper criminal record certificates. The health sector has implemented electronic health records on the VNeID application; integrated referral slips and follow-up appointment slips into electronic health records; and used citizen identification cards or the VNeID application in medical examinations and treatment to replace health insurance cards. "Now, when going for follow-up appointments, you only need to bring your citizen identification card; you no longer have to carry a lot of health insurance cards and test results. Everything has been digitized into electronic medical records, which is very convenient for people, especially the elderly and infirm," shared Mr. Nguyen Van Linh, a resident of Chau Doc ward.
The province is accelerating the digitization of records and administrative procedure resolution results in accordance with government regulations; linking digitization with the tasks of officials and civil servants in the process of resolving administrative procedures. Connecting, integrating, and sharing data with specialized databases of ministries and sectors, and the National Public Service Portal to facilitate data exploitation and the implementation of administrative procedures regardless of administrative boundaries, ensuring that 100% of the results of individual administrative procedure resolution are stored electronically… bringing administrative procedures closer to the people and improving the satisfaction rate of citizens and businesses.
In collaboration with the government, businesses are also bringing many convenient services closer to the people, creating satisfaction for the public. A campaign being vigorously implemented is to support people in conveniently standardizing subscriber information and restoring communication for blocked subscribers. VNPT An Giang, Viettel An Giang, and MobiFone An Giang have set up support points throughout the province. With the motto of always putting customers first, they are implementing a program to support subscriber information verification at home for the elderly and other disadvantaged customer groups. “When we can't go to a support point, we receive support from staff at home or can proactively verify our subscriber information at home through the My VNPT, My Viettel, VNeID applications… ensuring smooth and convenient connectivity,” said Ms. Nguyen Thi Ngoc, a resident of Cho Moi commune.
The Department of Health has launched a campaign titled "60 Days and Nights of Guiding People to Activate and Integrate Data on VNeID." The campaign aims to achieve 90% of citizens having electronic health records on VNeID by September 15, 2026. Dr. Tran Quang Hien, Director of the Department of Health, stated: "The health sector recognizes this not only as a purely professional task but also as a crucial link in the digital transformation process, putting the people at the center of service. The 'electronic health record on VNeID' is the 'key' for people to manage their health information seamlessly and transparently; helping medical facilities reduce administrative procedures, gradually eliminate paper medical records, and improve the quality of treatment."
In the first five months of 2026, the provincial administrative procedure information system received and processed a total of 234,316 applications. Of these, 230,774 applications were processed correctly and ahead of schedule, achieving a rate of 99.2%; the rate of overdue applications was strictly controlled at a very low level, below 0.7%. Many practical procedures were proposed to significantly reduce processing time, typically the procedure for reissuing business licenses for importing publications (cultural sector), which was reduced from 7 days to just 3 working days. Administrative procedure reform continues to be a prominent highlight in the overall picture of the province's administration.
