1. Accordingly, institutional reform has been identified as one of the Department's key tasks and has been intensified, focusing on document drafting. Since the beginning of the year, the Department has participated in providing feedback and appraisal on 59 draft documents, at the request and suggestion of central and local agencies and units. The documents provided feedback and appraisal have been highly appreciated, contributing to the improvement of policies and laws in the province. The Department advised the Provincial People's Committee to issue Decision No. 86/QD-UBND dated January 17, 2020, on the announcement of the List of legal documents of the Ninh Binh Provincial People's Council and People's Committee that expired in 2019. The Department also submitted to the Provincial People's Committee: a Decision on the issuance of the Plan for inspecting legal documents in Ninh Binh province in 2020; and the issuance of the List of legal documents issued by the Ninh Binh Provincial People's Committee in 2020 as mandated by law. The Department proposes that the Standing Committee of the Provincial People's Council decide on the list of legal documents issued by the Provincial People's Council in 2020 as mandated by law. Regarding the monitoring of law enforcement in the province, the Department advised the Provincial People's Committee to issue Plan No. 04/KH-UBND dated January 14, 2020, which identifies the focus of monitoring the situation of law enforcement in the province in 2020 as concentrating on the field of environmental protection.

The promotion of administrative procedure reform was also emphasized, focusing on the issuance of Plan No. 75/KH-STP dated December 12, 2019, on the implementation of administrative procedure control in 2020 and Plan No. 76/KH-STP dated December 12, 2019, on reviewing and evaluating regulations and administrative procedures and developing a plan to simplify administrative procedures under the jurisdiction of the Department of Justice in 2020. Based on the Decisions of the Provincial People's Committee on the announcement of administrative procedures in the field of justice, the Department has reviewed and compiled a list of administrative procedures still in effect under its management and jurisdiction, as well as under the jurisdiction of the District People's Committees and Commune People's Committees in the province, and reported it to the Provincial People's Committee. List, publicly disclose, and ensure that all administrative procedures under the Department's jurisdiction are complete and timely at the One-Stop Service Center and on the Department's website for easy access and understanding by organizations and individuals . Strictly implement and fully provide online administrative procedures and public services at levels 3 and 4 on the provincial public service portal, meeting the needs of organizations and individuals in resolving administrative procedures.
In addition, the implementation of the one-stop shop and integrated one-stop shop mechanism has effectively carried out Government Decree No. 61/2018/ND-CP dated April 23, 2018, on the implementation of the one-stop shop and integrated one-stop shop mechanism in resolving administrative procedures. In the first quarter, the Department received 1,579 applications for criminal record certificates and issued 1,418 certificates.
3. Organizational work was also carried out promptly and in accordance with regulations: the regulations on appointment and reappointment were implemented, and decisions on appointment and reappointment were issued for 2 cases. A review of high school diplomas of officials and employees of the Department was conducted. A list of leaders and officials participating in the sociological survey was compiled.
4. In implementing the tasks related to building the province's e-government, the Department of Justice is promoting the application of information technology in its professional and operational activities. The Department continues to deploy and maintain the i-Office document management system in its operations and establishes software interoperability in handling work with agencies and units throughout the province; creating favorable conditions for resolving issues between the Department and relevant agencies, thereby saving time, manpower, and resources. It is also deploying the application of digital signatures. The aim is to create a modern working environment, save time and costs, and increase efficiency in administrative reform. Besides, The Department of Justice's website is regularly upgraded and updated to ensure the provision and access to information for organizations and citizens in the province; it has published 81 news articles reflecting the activities of the Justice sector, specialized units under the Department, Party branch congresses; activities of local justice and introduction of new legal documents; and disseminated the contents of documents from the Provincial Party Committee and the Provincial People's Committee on strengthening the prevention and control of the Covid-19 epidemic.
In the coming period, the Department of Justice will continue to promote and widely disseminate information on administrative reform in judicial activities through various forms, while strengthening the application of information technology in the Department's activities in a professional and efficient manner, ensuring interconnectedness, synchronization, and uniformity to guarantee effectiveness, convenience, and best service according to the needs of organizations and individuals, contributing to promoting socio-economic development in the province.
