As a commune with one of the lowest poverty rates in Thanh Ba district, the Party Committee and government of Luong Lo commune have implemented many solutions to improve the quality of life for its people over the years. In 2023, the average per capita income of the commune reached over 52 million VND/year, with only 36 poor households remaining. In the first six months of 2024, the average per capita income reached 29.96 million VND/person/6 months; the commune still has 27 poor households, accounting for 1.7%, a decrease of 0.51% compared to the district's plan; the number of near-poor households is 51, accounting for 3.1%, a decrease of 3 households compared to 2023, and a decrease of 0.21% compared to the district's plan.

The cucumber farming model of Hoa Sen Luong Lo Cooperative has proven highly effective, creating jobs for many laborers in the commune.
Located in sub-region 1 of the district, Luong Lo commune has relatively favorable natural conditions for economic , cultural, and social development. To improve the quality of life for its people, in recent years, the Party Committee has led and directed the People's Committee of the commune to focus on implementing Resolution No. 04-NQ/HU, dated April 12, 2021, of the Thanh Ba District Party Committee on developing agriculture towards commodity production and applying high technology.
Every year, the Party Committee issues a resolution on socio-economic development, focusing on developing agriculture towards commodity production and applying high technology to production and livestock farming. The People's Committee of the commune develops a suitable implementation plan, thereby forming specialized, concentrated production areas with large-scale investment and production in a linked chain, increasing income per unit area and raising the income of the people.
In economic development, the commune has appropriately and effectively applied the local context, such as arranging crop structures, disseminating and transferring advanced scientific and technical knowledge into production and livestock farming, especially introducing mechanization and high-quality rice varieties like J02 into production. In addition, the commune has facilitated and supported the Hoa Sen Cooperative in implementing models of growing cucumbers, baby pumpkins, jicama, and other vegetables, generating high incomes.
In the first six months of this year, the economic value of the commune's agricultural sector reached 25,531 million VND, an increase of 26.57% compared to the same period last year, and achieving 42.49% of the annual plan. The commune also encouraged people to raise livestock and poultry and proactively vaccinate against diseases, resulting in no outbreaks.
In addition to focusing on agricultural economic development, the commune encourages households to proactively transform their economic structure, develop commercial services and small-scale handicrafts to create jobs, increase income, and improve family living standards.
Currently, the commune has 24 groups of businesses operating in the service and trade sectors. The focus is on developing the construction and transportation service sector, with 32 trucks of various types, 13 large and small-capacity transport vehicles, 4 excavators and bulldozers, 87 plows and harrows, 27 combine harvesters, over 70 mechanical, carpentry, and milling workshops, 74 grocery stores and building material shops, and one brick production facility. Income from the service sector in the first six months of the year reached 168,975 million VND, an increase of 8.83% compared to the same period last year, achieving 54.12% of the annual plan, accounting for 88.55% of production value, and representing 78.6% of the total income in the commune.
Regarding employment, the commune has been promoting and encouraging people to participate in overseas labor export programs and seek stable jobs both within and outside the province. According to Mr. Le Ngoc Thuc, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Luong Lo commune, the entire commune currently has over 2,200 workers employed in domestic units and enterprises, and 423 workers participating in overseas labor programs. These are also the two main sources of income in the development of service industries, bringing in over 150 billion VND for households and the locality in the first six months of the year.
Thanks to the dynamism of the people and the effective guidance of the Party Committee and local government, the rural landscape of Luong Lo commune has undergone many changes. Many households that were once poor or near-poor have now risen out of poverty, such as the household of Ms. Bui Thi Tinh in Zone 1, and the household of Mr. Bui Quang Nhat in Zone 2...
To further improve the lives of the people, in the coming time, the commune will continue to promote propaganda and mobilize the people to change the crop structure, expanding the area for growing cucumbers, king's vegetables, potatoes, straw mushrooms, etc. The commune will also proactively attract support funds and preferential loans from the State to create conditions for people to borrow to develop the economy and enrich their families. Emphasis will be placed on promoting and mobilizing people to participate in labor export and work in enterprises inside and outside the province to increase people's income, contributing to reducing the poverty and near-poverty rate to the lowest level.
